The meeting was called to order by Chairman B. G. Brown at
the appointed time. Commissioner Larry W. Dennison and Commissioner
George C. Brown were present as were Mary Catlin, Rick Miklich, and Dr.
Geerlofs. City Representative Karen Chang was not present.
APPROVAL OF MINUTES: The Minutes of the December 15, 1987
meeting were approved as read by motion of Commissioner Dennison,
seconded by Commissioner George Brown. The motion carried by a
unanimous vote.
Resianation of City Representative Karen Chanq: Chairman
Brown read a letter of resignation from City Representative Karen
Chang, which stated that she would have to resign if the meeting time
remains at 1:30 p.m. due to a conflict with her work schedule. After
discussion, Commissioner Dennison moved to change the meeting time to
10:00 a.m. on the third Tuesday of each month. Commissioner George
Brown seconded the motion. The next meeting will be at 10:00 on
February 23, 1988. The motion carried by a unanimous vote.

ADMINISTRATOR'S REPORT:

the month of December 1987:
Administrator Mary Catlin reported
the written report of activities for
Annual Report: The annual report of Health Department
activities in 1987 was submitted by Mary Catlin. She further
reported that Irene Senior Pomeroy has been hired as a full
time Public Health Nurse. Bob Gibson has been hired for the
part time clerical position approved in the 1988 budget.
Staff Retreat Update, Goals and Plans for 1988: Mary Catlin
reported on the items that were discussed at the last staff
retreat including: The model standards program, the services
provided by the Health Department during the past year,
mileage reporting, the Health Departments role in sex
education in schools, sexually transmitted diseases, AIDS,
etc.
The model standards program is a national program that sets
goals for all areas of public health.
Commissioner Larry Dennison served as Acting Chairman for the
rest of the meeting because Chairman B. G. Brown had to leave.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT: Rick Miklich
submitted the report of environmental health activities for December
and for the year 1987. The following items were also presented:
Environmental Health Fees: Rick Miklich presented a list of
proposed new fees for some of the environmental heal th
services. The proposed fee changes were based on the current
break even point for these services. Rick asked that the
Board set a public hearing for these proposed changes.
On Site Sewage Disposal Program Procedures: Rick Miklich
presented a proposal for changing the procedures for the on
site sewage disposal program as follows: Currently a permit
application for an on-site sewage disposal system is
submitted, reviewed and if approved the applicant has up to
three years to install the system. (one year plus two, one
year renewals). This is causing some problems for
applicants, especially for those people who are subdividing
property.
The proposal is to make the application and the permit
process two separate stages. The first stage would be the
application, which would be submitted for approval. This
form would be kept on record and if approved the applicant
could pick up the permit any time in the future. There is a

disclaimer on the front of the application that states if any
changes have occurred on the site since the application was
approved, that the Health Department must be made aware of
the changes and the application will be reviewed and could
possibly be denied.
Commissioner Dennison asked if the disclaimer would relieve
the County of liability if a problem occurred in the future
when the permit is issued? The possibility of changes to the
property, or changes in regulations, from the time that the
permit is approved to when it is issued, which could make the
approved application invalid, is the problem with this type
of system.
Dr. Geerlofs outlined the issues involved as follows: 1) A
conditional approval (site evaluation) was tried and is not
good system. This type of approval was "conditional" on the
time that the system was to be installed, the condition of
the site, and an inspection of the site to make sure that it
meant all the regulation criteria, 2) At the point that
someone inspects the property to make sure that all of the
requirements for an on site septic system can be met, there
needs to be evaluation standardization which was not always
the case in the past, 3) Is there a statute on the books
that prior to short platting there has to be a guarantee that
the short plat includes a buildable site.
After discussion of "conditional approvals", and how this
system would fit in with the County's platting regulations,
Commissioner Dennison stated that this issue will have to be
discussed further when Chairman Brown is present because he
is the only Commissioner that has been on the Board long
enough to provide a historical perspective on this issue.
Commissioner Dennison added that the possibility of changes
happening to a site that would make a permit approved
previously invalid, is a question that must be answered.
Another meeting will be arranged to discuss this proposal
further.
ERA Real ty and Gene Seton re: Individual Sewaqe Disposal
System Permit; Robert Gooch; Black Bear Subdivision. Four Corners:
(See also Minutes of November 1987 Health Board meeting) Rick Miklich
explained that Mr. Gooch's septic system application was tabled until a
winter evaluation was performed on the site. This evaluation is needed
to make a determination on the ground water level. Tom Beavers of ERA
Real ty has asked when it will be made, because he thought that the
rainy season is what we are in now.
Kerry Perkins of the Soil Conservation Service of the U.S. Department
of Agriculture was contacted for an explanation of the "rainy season",

Rick Miklich reported. Mr. Perkins advised that the rainfall on the
Quimper Peninsula has not sufficiently made up the deficit caused by
the 1987 summer drought. The rainfall that we've had recently has been
taken up by the plants and is not adding to ground water. The Chimacum
valley has not reached seasonal saturation yet. Southern portions of
the county (Quilcene and Brinnon) have had sufficient rainfall to
reach saturation, however.
There are two ways to handle this permit, Rick advised: 1) Continue to
wait for enough rainfall to provide the information for a winter
evaluation, or 2) issue the permit under the conditions which are
present on the site which would mean that an above ground alternative
(mound) system would be required.
After considerable discussion of the "rainy season", when saturation of
the ground may occur, and the water table in this area, the salesperson
from ERA Realty asked if this type of situation would be one that will
come up more in the future or if it was caused by the drought
cond it ions this year? Ri ck Mikl i ch reported that only a small
percentage of applications are held for winter evaluations. Approvals
are based on the soil logs and conditions on a site. Rick Miklich will
inform Mr. Gooch of his choices on this permit.
Being no further business the meeting was adjourned.

JEFFERSON COUNTY BOARD OF HEALTH
The regular monthly meetings of the Jefferson County Board of
Health in January and February are changed as follows:
January 20, 1988 at 1:30 p.m.
February 23, 1988 at 1:30 p.m.
The meetings are held in the basement conference in the
Jefferson County Multi-Services Building at 802 Sheridan.
