MINUTES: JULY 19, 1988
Chairman B.G. Brown opened the meeting at the appointed time.
Commissioner Larry W. Dennison and Commissioner George C. Brown were
both present as well as Mary Catlin, and Rick Miklich. City
Representative Karen Chang was also present.

ADMINISTRATOR'S REPORT: Six Month Revenue Figures: The six
month revenue figures are slightly above the projection made, in part
due to better fee collection and that the department currently has no
major unanticipated expenses. Fifty-eight to sixty percent of the
department revenue has been collected to date.

Space and Relocation plans: Mary Catlin stated that rumors are
circulating that the Environmental Health section will be moved to the
courthouse. The Board explained that if a move is to be made, the
Department will be given adequate notice. There are several
alternatives being considered to provide a "one stop" building permit
process, as discussed at the last Department Head Retreat. There is
also the possibility that the Hospital may consider purchasing the
Multi-Services Building in the future for expansion. Its' important
that the Health Department staff keep their minds open in a positive
manner for any change that may come in the future.
Mary Catlin then reported that currently the clinic rooms are being
used to maximum capacity for the clients that are currently being
served. More clinic room space will be needed for the Department to
see any additional patients, or handle drop in clients. She asked
that more clinic rooms to planned into any future plans for the
Department. She offered to prepare a plan for the space needs in the
future for both the Nursing and Environmental Health sections.
Water Ouality Repair Program; Tonv Bodenheimer: Rick Miklich
introduced Mr. Tony Bodenheimer who stated concern about the Water
Quality Program. Mr. Bodenheimer reported that he is a licensed and
bonded landscape contractor. He is also licensed by the County to
design and install on-site septic systems. The Water Quality Program
as explained by Janet Welch in a recent newspaper article, Mr.
Bodenheimer added, is in competition with the licensed septic system
installers in the County.
Chairman B. G. Brown explained that the Water Quality program was
originally developed to provide the people in the Quilcene area with
alternatives for repairing their septic systems to protect the water
quality of Quilcene Bay. This year the Water Quality Program has
expanded and Janet Welch has put out fliers around the County about
the services provided by the program. Chairman B. G. Brown stated
that he is not sure how far reaching the Water Quality program has
become this year.
Rick Miklich stated that the Water Quality Program is for repairing
failed or failing on-site septic systems only. Four free designs and
permits have been issued this year. Chairman B. G. Brown noted that
the literature that has been circulated is apparently misleading.
Mr. Bodenheimer added that the four free repairs were done before the
article about the services was published. He feels that being
licensed by the County limits the installers and designers in the
amount of business they can generate. A licensed Designer/Installer

can only do standard designs and installations- for new systems or
repair of old systems.
Mary Catlin suggested that there could be a set reimbursement rate for
the private designers to do the low-income work and then be paid by
the grant. Mr. Bodenheimer stated that the literature on the water
quality program does not indicate that it is only available to "low-
income" property owners. Chairman Brown agreed that the newspaper
article did not indicate that these services were available to low-
income property owners only. Mr. Bodenheimer asked that the County
ask for a retraction of the newspaper article or that an explanation
of that article be printed to indicate that this program is only for
low income property owners.
Commissioner Dennison stated that he would like to look further into
having this program work contracted out to local designer/installers.
The whole grant would have to be changed, at this point, to allow
anyone to do this work beside the Water Quality department, Chairman
Brown added.
Commissioner Dennison suggested that a meeting be arranged with the
Health Department, Planning Department and Water Quality staff to
review this program and see what can be done to correct this problem.
It was a consensus of the Board to look into this matter further.
County Septaqe Manaqement Plan: Public Works Director Gary
Rowe, Mike Gardner of Economic and Engineering Services, and John
Floyd of the PUD were present for a work session on the County
Septage Management Plan.
