MINUTES: OCTOBER 18, 1988
Steve Rice, Environmental Health, Kathy Stafford, Administrator, Dr.
Geerlofs, Health Officer, and Linda Atkins, Solid Waste Enforcement,
present when Chairman B. G. Brown called the meeting to order.
Commissioner George Brown was also present. Commissioner Larry Dennison
arrived after the meeting was opened.
APPROVAL OF MINUTES: Commissioner George Brown moved to approve
the minutes of the September 20, 1988 meeting as corrected. Chairman
Brown seconded the motion.
ADMINISTRATORS REPORT: Hiring Environmental Health Director: Two
candidates have been interviewed and both were well qualified, Kathy
Stafford reported. It will now be a matter of looking at the role of
the Environmental Health Director and then determining which candidate
will suit that role best, Dr. Geerlofs added. Communication, mediation
and working with people are very important skills for the person that
fills this position to possess.
Kathy Stafford stated that there are at least four more applicants to
be interviewed before the October 31 deadline. After all the qualified
applicants are interviewed the first time the top three candidates can
then be interviewed by all the Board members.
Hiring Director of Nursing Services: There has only been one applicant
for the Director of Nursing. The application has an excellent resume,
and she will be here on Thursday to interview for the position. If a
Director of Nursing is not hired by January 1, it will be important to
appoint an acting director, Kathy Stafford reported.

Contract for Services with the City of Port Townsend: The Board will be
negotiating this contract with the Mayor.
Cape George Sewer District: Dr. Geerlofs reported that after the last
meeting, Ralph Anderson of the Cape George Sewer District, submitted a
list of complaints about on-si te sewage in this area. From the
information submitted and after making an inspection of the Cape George
area, Dr. Geerlofs reported that he outlined a letter which Rick Miklich
then sent to the Department of Ecology. The DOE called after they
received that letter and asked for clarification regarding the area
being declared a health hazard. Dr. Geerlofs sent another letter which
stated clearly that the Cape George area has been declared a health
hazard and outlined what would happen if nothing is done in this area
to alleviate the problems with on-site sewage disposal. Dr. Geerlofs
added that a moratorium on more systems in the area could possibly
result in the future if nothing is done.
Kathy Stafford reported that there has been negative reaction from the
residents of Cape George about the Health Department's action. There
has been some mis-information regarding the sewer system and the action
that the Health Department has since taken. A meeting for Cape George
residents is scheduled for Wednesday night to discuss these issues.
Steve Rice will be making a presentation at that meeting regarding the
Health Department's actions.
NURSES REPORT: The monthly statistics for nursing services were
presented by Kathy Stafford. She further reported that the flu clinics
have been successful. The clinic in Chimacum will be rescheduled.
There was a problem with getting the vaccine for that clinic, but since
it came in, on time the clinic was held even though a notice had been
publicized that it was cancelled. There was a good response to that
clinic. Another clinic is being scheduled to accommodate anyone that
missed the first one due to the confusion.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT: Steve Rice submitted
the monthly environmental health report and introduced Linda Atkins, who
will be doing the solid waste enforcement grant work.
Shoreline Setback Variance for On Site Septic System; Kenneth
Murray, Marrowstone Island: A mound system is planned for the
property owned by Kenneth Murray on Marrowstone Island, Steve Rice
reported. The normal setback from the shoreline for a mound system
is 100 feet and Mr. Murray is requesting a 25 foot variance which
would make a 75 foot setback. This property is low bank water-
front. Steve Rice recommended that the variance be granted.

Commissioner Dennison moved to approve the setback variance as
requested. Commissioner George Brown seconded the motion.
The motion carried by a unanimous vote.
Bandy Rental Property, Gardiner: Numerous complaints have been
received, Steve Rice reported, about a house being rented by Mr.
Bandy, which does not have water, power, or a septic system. The
renters are a young family with children, who have lived in the
house for the past five years and do not anticipate moving for at
least the next two years. The house is not in good repair and the
property would probably not be suitable for on-site septic system,
Steve Rice added.
Dr. Geerlofs stated concern for the health of the family, especial-
ly since they have children. The family has lived in the house for
five years, Chairman B. G. Brown noted, and they will be the
victims of any action taken by the County on this property. He
suggested that Steve Rice talk with the renters to find out what
their alternatives are for sewage disposal. Mr. Bandy is respon-
sible for the property and should be made aware of the problems,
if the renters do not come up with an alternative for sewage
disposal. The possibility of the renters renting a Sani Can was
discussed and may be an alternative. Steve Rice will consult with
Dr. Geer lofs after he has discussed these problems wi th the
renters.
