MINUTES: NOVEMBER 15, 1988
Chairman B.G. Brown opened the meeting at the appointed time.
Commissioner Larry W. Dennison and Commissioner George C. Brown were
both present as well as Administrator Kathy stafford and Linda Atkins.
City Representative Karen Chang was also present.
APPROVAL OF MINUTES: Commissioner Dennison moved to approve
the minutes of the October 18, 1988 meeting as corrected.
Commissioner George Brown seconded the motion which carried by a
unanimous vote.
ADMINISTRATOR'S REPORT: Hirinq of An Environmental Health
Director: Kathy Stafford asked for a time frame to make a decision on
which applicant to hire for this position. The Board concurred that
a decision could be made after this meeting.
Hirinq of Director of Nursing Services: Kathy stafford reviewed a
resume that she received for this position. One question, she
reported, that each applicant has asked is if they would be flown out
for an interview at the County's expense and if the County would pay
their moving expenses if they were offered the job. Karen Chang
reminded the Board that if the applicant that is hired pays their
moving expenses they can write that off on their income taxes.
One applicant does not want to even be interviewed if the County will
not pay her moving expenses or begin her salary one month before she

is actually at work, Kathy stafford added. The discussion turned to
the problem the County is facing in trying to hire a Nursing Director
due to the current job market for nurses and the possibi 1 i ty of
offering the job to a qualified person in the department or from the
local area.
The Board directed that the Nurse wi thin the Department that is
interested in serving as the Acting Nursing Director be appointed for
a six month period. This will buy more time to work on the problem
of hiring a permanent Director of Nursing.
City of port Townsend contract: This is being negotiated with the
City, Chairman B. G. Brown reported. The Mayor has indicated that he
will ask for $43,000 in his preliminary budget, however, the City
Council will make the final decision on the amount in the budget.
Karen Chang will contact the members of the City Finance committee to
make them aware of the amount of service that the City is provided by
the Health Department.
school contracts: Kathy Stafford presented the contract with port
Townsend School District for health department services for the Board
to approve at their next commissioners' meeting.
FamilY Planninq Contract: The Family Planning contract is the same
as last year and at the same funding level, Kathy Stafford reported.
The contract is ready for the Board to approve at their next
commissioners' meeting.
Condom Machine Contracts: Kathy Stafford presented the contracts for
the condom machines that have been installed as follows: The Whistling
oyster and the Town Tavern and in the City's Public rest room. These
contracts will be approved by the Board at their next commissioners'
meeting.
NURSES REPORT: Monthly Statistics: Kathy Stafford presented
a written report of the monthly nursing activities. The Flu Clinics
went very well and the repeat flu clinics were also well attended.
ENVIRONMENTAL HEALTH DIRECTOR'S REPORT:
Linda Atkins reo Solid Waste Enforcement: Linda Atkins reported that
she has been to a Solid Waste Advisory Committee meeting and a
Hazardous Materials meeting. she has been reading to bring herself
up to speed with what has been done in the County previously and has
been making contacts with various employees of the State Department

Kathy Stafford reported that the people renting this house from Mr.
Bandy have agreed to contract with a company to provide them a Sani
Can for sewage disposal. They have been given a deadline to submit
this contract and if it is not received by the deadline, Mr. Bandy
will be advised.
