Chairman B.G. Brown called the meeting to order in the
presence of all Board members, staff, and the City Representative
present.
APPROVAL OF THE MINUTES: The Minutes of the March 17, 1987
meeting were approved as read by motion of Commissioner Larry W.
Dennison, seconded by Commissioner George Brown.
ADMINISTRATOR/DIRECTOR OF NURSING REPORT: Proposed new fees
for Nursing Services were discussed by Mary Catlin. The proposed fees,
Mary Catlin reported, were set by the level of reimbursement that the
Department can receive from State and federal medical aid programs.
These fees will only be charged to people who are on medical assistance
or who can afford them. No fee will be charged to anyone who cannot
afford it. After considerable discussion of each new fee and the
reason for it, City Representative, Glenn Ison suggested that the fee
ordinance be worded as follows: "Fees charged will be to the amount
reimbursable by Medicaid or any State or federal program," which would
accomplish the same purpose as listing all of the fees separately. The
advantage to this wording would be that the ordinance would not have to

be changed every time Medicaid reimbursement levels are changed. Mary
Catlin will check into the advertising requirements for ordinances and
re-write the fee schedule to meet the regulations and still be as
simply stated as possible. Dr. Geerlofs added that the need for
raising these fees is due to diminishing funds which the Health
Department has to provide public health services.
Update on Community Health Nursing Advisory Board: An advertisement has
been published seeking people to serve on this newly established
advisory Board and Mary Catlin asked that the Board let her know if
they have any particular person in mind to serve. There was discussion
of the scope of issues with which the Advisory Board will deal.
Currently it is a Community Health Nursing Advisory Board, but the
scope of the Board could be expanded later if the Board members feel it
is appropriate.
Myrtle Corey,R.N., Foot Care Nurse: Mrs. Corey is paid less than the
other Nurses for the department, Mary Catlin explained and asked if a
raise in her salary has been discussed. Chairman B.G. Brown advised
that the Board will have to discuss this matter as well as other
personnel matters at a later time.
Quarterly Revenue/Expenditure Report: The revenue and expenditure
report for the first quarter of 1987 was reviewed. Even though both
the Nursing and Environmental Health sections have been working with
less staff than last year, the revenues and expenditures are in good
shape for the first quarter.
Nursing Service Report: A full time Nurse Practitioner will be working
by the end of May which should bring the Well Child program up to
speed. The immunization clinics are seeing about 50% more clients than
last year and the WIC caseload is now up to 200 clients and is being
run very efficiently.
ENVIRONMENTAL HEALTH DIRECTOR REPORT: Bill Glasser submitted
a written report of the environment health activities during the month
of March. The Bed and Breakfast compliance campaign has licensed all
but two bed and breakfast establishments for food service. The
temporary food service permit process has been improved and made more
efficient by use of a new application.
Criez Alternative Septic System proposal: Dennis Hanburg of Pac Tech
Engineers has asked to be put on the May Board of Health agenda. Mr.
Glasser reported that his last day with the County will be May 8, 1987
so he will not be at that meeting. To update the Board on the Criez
property, Mr. Glasser reported that the latest alternative system
design submitted in August 1986 for this property is a design that can
be approved, and that the winter evaluation of the water table on this
site, as required by condition, has been completed. The maximum
seasonal water table depth is 18 inches which is acceptable.

The following issues remain unresolved on this permit: 1) An official
waiver request for the reduction in the setback from the stream to
fifty feet must be submitted to the Health Board, and if approved must
then be forwarded to the State Department of Social and Health Services
for their concurrence; 2) The Superior Court Order that remanded this
matter back to the Board of Health states that the permit be evaluated
under the rules and regulations that were in effect at the time of the
original application. This presents a problem because at that time the
suitable soil depth was 24 inches and has since been reduced to 18
inches. The suitable soil depth meets the new regulation but not the
regulation that was in effect on the date of the application; and 3) A
contract for performance monitoring services is required by the
conditions set forth on the permit.
Bill Glasser was directed to advise the Criez's of the problem caused
by the wording of the Court Order regarding the soil depth, and that
they will have to have that matter resolved in the manner required by
the Court.
Upqradinq Part Time Environmental Health Specialist to Full Time: Bill
Glasser urged the Board to look at the feasibility of making the
current part time Environmental Health Specialist a full time employee,
which he feels would be to the benefit of the department.
The Board advised that they will need to review this request as well as
other personnel matters with the Administrator and the Health Officer.
A meeting was scheduled for May 1, 1987 at 8:00 a.m.
Proposed chanqes to Fee Schedule for Environmental Health: The fee
schedule changes proposed by Bill Glasser were reviewed. The Board
will consider this ordinance change at the same time the Nursing
Service fees are changed.
Bill Glasser introduced Steve Rice, the new Environmental Health
Specialist to the Health Board. Mary Catlin and the Board thanked
Bill Glasser for the work that he has done for the County and wished
him well in this future endeavors.
