Chairman B.G. Brown called the meeting to order in the
presence of Commissioner Larry W. Dennison. Commissioner George C.
Brown and Health Officer Dr. Peter Geerlofs were not present. Mary
Catlin and the City Representative were present.
APPROVAL OF THE MINUTES: The Minutes of the May 19, 1987
meeting were approved as corrected by motion of Commissioner Larry W.
Dennison, seconded by Chairman B.G. Brown.
Criez Alternative Septic System Proposal: (See also Minutes
of May 19, 1987) Chairman B. G. Brown reported that a letter was
received from Prosecuting Attorney John Raymond who advised that this
case can be settled out of Court in a satisfactory manner. Commis-
sioner Larry W. Dennison moved to approve the issuance of the Criez
septic system permit with all the conditions previously noted and with
the additional condition that the system not be activated until the
maintenance contract with Jefferson County PUD #1 is finalized.
Chairman B.G. Brown seconded the motion.

ADMINISTRATOR/DIRECTOR OF NURSING REPORT: The monthly
written report of nursing service activities was submitted Mary Catlin
and the following items were discussed:
School Health: Twenty six health education classes were held for first
and second grade children in the Port Townsend Schools, as well as the
Kindergarten screening.
The school health contracts are being reviewed and updated before they
are negotiated with the school districts. Scoliosis, vision and
hearing screening procedures have been revised to be more cost effec-
tive to the Department. Mary Catlin will be discussing the scoliosis
screening procedures with Dr. Geerlofs.
School Health Goals: Mary Catlin then reviewed the School Health Goals
for 1987-88 which include:
Prevention of disease and disability and to minimize absenteeism. To
reach this goal the Health Department would like to have 95% or more of
the students immunized. This county has one of the highest proportion
of immunized to un-immunized students. This is because students can
elect to not be immunized for philosophical reasons.
Prevent the transmission of sexually transmitted diseases in
adolescents: In Washington state 26% of the reported cases of gonor-
rhea occur in children between the ages of 15 and 19 years. In
Jefferson County there have been several sexually transmitted diseases
diagnosed in this age group.
Students have indicated that they would like sex education to start in
Junior High School and that they would like to have a panel discussion
on AIDS, with an AIDS patient on the panel.
To have no unintended pregnancies in students aged 10 to 14 years and
to reach a level of less that 10 pregnancies per 1,000 students who are
in the 15 to 19 year age group. The current pregnancy rate in teen-
agers between the ages of 15 and 19 in Jefferson County is 25 per
thousand.
ENVIRONMENTAL HEALTH REPORT: The written report of environ-
mental health activities during the month of May was submitted. Mary
Catlin reported that the new Environmental Health Director will be
starting work next week.
Port Townsend Paper Company Landfill: The Port Townsend Paper Company
landfill has been issued a three month temporary license by the State
Department of Ecology, Mary Catlin reported, to allow further sample
collection. Th~~alth Department recommends that the permit be
extended for a(threEl)month period to allow the necessary sample evalua-
tion. ~

The Board concurred that a 30 day extension of the permit for the Port
Townsend Paper Company landfill be granted.
Chanae in Health Department Pee Ordinance: Mary Catlin
reported that the State Department of Social and Health Services has
reviewed and approved the proposed changes to the Health Department Fee
Ordinance. The Board will take the necessary action for changing this
ordinance during their regularly scheduled Board of Commissioners
meeting.
Dental Health proaraa Fundina: Grant funding in the amount
of $15,000.00 has been received by the Department for a program of
dental health education.
Change of Board of Health Meetina Day for Julv: Commissioner
Larry Dennison moved to change the July meeting date of the Board of
Health to July 14, 1987 at 1:30 p.m. in the County Commissioners
Chambers.
The Health Board then met in executive session to discuss a
personnel matter.
