Peter Geerlofs, M.D. David Goldsmith, Adminis- trator CITY OF PORT TOWNSEND REPRESENTATIVE: Glenn Ison ********************************************************************* ********************************************************************* The meeting was called to order at the appointed time by Chairman B.G. Brown. Commissioner John L. Pitts and Commissioner Larry W. Dennison were both present, as well as all the Health Department staff except Dr. Geerlofs. APPROVAL OF MINUTES: Mrs. Samples, PUD Director John Floyd, and Engineer Bob Leach were present when Health Department Administrator, David Goldsmith, reported that there has been confusion with reference to the motion made at the last Health Board meeting regarding the approval of the Samples' alternative disposal system project and the 17 conditions being listed as part of the . sewage disposal permit. Some of these conditions dealt with the Operations and Maintenance (0 & M) Manual, but a portion also dealt with specific requirements independent of that manual. The minutes need to be clear regarding these conditions, both for the Samples' as well as for the Department, David Goldsmith added. Commissioner Pitts noted that his motion was meant to include the 17 conditions, as stated on Page 10 of the March minutes. The discussion continued about the construction cycle of the project. Bob Leach, engineer for the Samples' project advised that the point he was trying to make, was that many of these 17 conditions are redunant, since the are already covered in the 0 & M Manual. Each of the conditions was then reviewed for all present with the reasons for inclusion in the 0 & M Manual and/or exclusion from the permit being discussed. Health Board Minutes: April 16, 1986 Page: 2 Randy Durant explained that listing these conditions on the permit provides easy access to them since they are a very important part of the approval. Listing them would provide additional clarification. After further discussion of the intent of the motion, Chairman Brown urged that the motion be clarified by either amending it or recinding it and making a new motion. Commissioner Pitts stated that there might be some redundancy in the o & M Manual and in attaching these conditions to the permi t, but since that does not mean double work or an additional economic impact for the project owner he does not see any problem. This is a special and unique system in Jefferson County and needs to be treated as such. It was Commissioner Pitts intent, he stated, that these conditions be fulfilled before this system is turned on. Commissioner Pitts then corrected and clarified his motion made on March 19 (See page 10) "three things be set up to approve the request for this system; 1) The 17 conditions of permit issuance as they are attached to the permit be observed, 2) the fee schedule be developed by Randy and approved through the Department and 3) the Prosecuting Attorney sign off on the operations proceedures in the contract." Mrs. Samples asked that the approval date on the sewage disposal permit be changed to July 18, 1985 which is the date that the Department of Social and Health Services approved this system. Randy Durant noted that 3/25/85 (the approval date on the permit) was the date of the final total plan approval by DSHS for this system, at which time they noted "any future installations of the AIRR system on similar sites, should either follow the Sand Filter guidelines or the Experimental On-site system guidelines." Bob Leach added that there are two issue being dealt with, 1) the treatment system, and 2) the site. The variances for the Samples' project were issued on the site to allow the system to be installed. Randy Durant added that this devise does not meet either of the guidlines mentioned (due to the media size) in the DSHS letter, although it may in the future. The permit states that the system being used on this site is a third generation AIRR system which is not a certified system by DSHS. Bob Leach asked what the proceedure will be after this system has been approved by the State, to remove all of the statements on the deed and the septic permit because when this is received many of these items will no longer apply? The Minutes of the April 16, 1986 meeting were approved as corrected by motion of Commissioner Dennison, seconded by Commissioner Pitts. In order to not burden the use of alternative or experimental systems in the future, Commissioner Dennison then moved to add the comment to the face of the sewage disposal permit which will read "at such time that this system has been approved by DSHS that the comments under Health Board Minutes: April 16, 1986 Page: 3 the "Comment" section on the face of the permit will be deleted." Commissioner Pitts seconded the motion. NURSING SERVICE REPORT: The following Nursing Service activities during the month of March were reported by Charleta Handly: * Work was done wi th the following groups: Chain Links (youth providers), Child Abuse Council, Parents of Pre School children, and School principals on nursing activities in schools. * Twelve nurses attended the immunization update class held by the Department. * The Heal th Department co-sponsored an AIDS Workshop with the Hospi tal. 30 people attended this workshop to educate health care providers. * Several staff people attended the forum with the people visiting from Nicaragua. * Mary Tudor will be honored by the Soroptimist dinner as a "Woman of Distinction" for her work in child development. She was also a speaker at a child development workshop at the University of Washington. Follow up on Legionnaire's Disease at the Port Townsend Paper Company mill: One person was diagnosed as having the disease and he has been treated. A second person who was tested for the disease, showed negative test results. There have been no new cases, so the file has been closed. The State has notified local Health Departments of the problems in British Columbia with measles during the last three years. There have been 1,792 cases of measles reported in B.C. already this year. A statement will be developed to be published in the newspaper and sent to the schools which will warn people about this problem and encourage them to check their measles immunization status or get their shots before travelling to EXPO '86. Even if they aren't going to the fair, they should check their immunization status due to the large numbers of people who will be travelling through this area to attend EXPO. This warning is aimed more at people college age and under. The Health Fair has been postponed until possibly October. Foot Care: The privacy screens, David Goldsmith reported, have been ordered and as soon as they are received the program will be moved to the Port Townsend Community Center. Hopefully this program will be up and running at the Community Center by the end of the month. ENVIRONMENTAL HEALTH DIRECTOR REPORT: Randy Durant reported that there were 47 food program inspections done during the month of March, with 44 being in the County and 3 in the City. Twenty five sewage disposal permits and 18 site evaluations were issued during the month. Health Board Minutes: April 16, 1986 Page: 4 Complaints received and investigated, included: * Nuisance complaints in Port Townsend. * Sewage complaint in the Paradise Bay area. * Potential PCB spill on Cape George Road, DOE was contacted. An electrical transformer exploded. * Failing septic system at Kala Point. * Sewer line break near the Port Ludlow Beach Club. * Complaints and questions were received about proceedures for oil disposal. * Navy disposal of asbestos at landfill. * A man purchasing a milling machine from Hanford had questions regarding the possibility of radioactivity on the machine. Other items worked on during the month: * Evaluation of the Port Townsend Paper Company sludge site. The company will be applying for their 1986 permit in the next 10 to 12 days. * Jeannie Chou attended a swimming pool conference and will be attending a soils workshop in Kitsap County. * Several reinspections were done at a food establishment in the County. ADMINISTRATOR'S REPORT: David Goldsmith, Administrator, reported that the Health Officer is unable to make the Health Board meetings on Wednesdays due to scheduling conflicts and has asked if the meeting day can be changed to Tuesday. After discussion of schedules, Commissioner Pitts moved to change the Health Board meeting day to the third Tuesday of each month at 1:30 p.m.. Commissioner Dennison seconded the motion. The May meeting will be held on the 20th at 1:30 p.m. A notice of the meeting change will be published. A letter of resignation has been recieved from Jeannie Hibbard, Pediatric Nurse Practitioner for the WIC and Well Child programs, effective June 30. This vacancy will be advertised after these programs are reviewed by the new Administrator of Nurses. Three finalists have been selected to interview for the Administrator of Nursing position. These interviews will be done on April 29, 1986. The draft proceedures for food establishment reveiws will be presented for discussion at the next Health Board meeting. A Nursing staff retreat is planned for June 24, after the new Nursing Administrator has been hired as well as the new staff for the MCH/WIC Program. This retreat will be to set goals and priorties for the nursing section. Health Board Minutes: April 16, 1986 Page: 5 Extension to Temporary Variance; Assemblv of God Church: Chairman Brown read a letter from Pastor Mandeville of the Quilcene Assembly of God Church, requesting an extension of their variance to use a mobile home and house at their present site on Cemetery Road in Quilcene because their new building is not complete. Randy Durant reported that the water samples taken at the present church site have been satisfactory and he would recommend the granting of the extension to the variance. Commissioner Pitts moved to extend the Quilcene Assembly of God Church variance to October 15, 1986. Commissioner Dennison seconded the motion. Variance request: Renewal of Sewaae Disposal Permit; Donald Robinson: Randy Durant reported that Mr. Robinson was issued a sewage disposal permit in October 1984 and was sent a letter advising him that the permit had to be renewed. A phone message was received yesterday from Mr. Robinson stating that he was in the Carribean when the renewal notice came and therefore was not aware of the notice. Mr. Robinson's request for renewal was approved by motion of Commissioner Pitts, seconded by Commissioner Dennison. The renewal will be effective for a year from the date of expiration. Notice from Attorney re; Court Action; Ernest Criez, Paradise Bav property: Mr. Criez's request for a sewage disposal permit on his Paradise Bay property was denied by the Health Board (See Minutes of September 1983), after which he took the matter to Superior Court for a reversal of that decision, Randy Durant advised. The Superior Court directed that this matter be reviewed again by the Health Board. The Board directed Randy to contact the parties involved and set a date for them to meet with the Health Board, to review this project as the Court ordered. Gardiner Community Center Water System: The well serving the Gardiner Community Center, Randy Durant reported, is not approved by the State Department of Social and Health Services at this time. The options regarding this well are: 1) to gain DSHS approval of the well or 2} to put the Community Center on the PUD water system. After discussion of these options and the costs involved with each, the Board decided not to proceed with gaining State approval of the well, or hooking up to the PUD water system. Quaterly water samples will be taken from the well, and Randy will put together the necessary information to list it on the Water Facilities Inventory (WIF). Brinnon Senior Center re: Septic System Desiqn and Commercial Kitchen Desian: Commissioner Pitts reported that Peter Simpson, Director of Clallam Jefferson Community Action Council, Health Board Minutes: April 16, 1986 Page: 6 asked if the County would allow Randy Durant to do the septic system design work for the Brinnon Senior Center project. Chairman Brown reported that there are two issues involved: 1) the design of the septic system and 2) the design of the kitchen facilities. The plans for the Tri Area Community Center kitchen are available, Chairman Brown added, and could possibly be adapted for use in the Brinnon Center, which would save the project money. The design of the septic system is needed within the next two weeks, a deadline which Randy advised he would not be able to meet due to other work obligations. Randy also advised that he would need some direction as to which of the following options the projects septic system would take: 1) Tie to the existing system with a reserve area located somewhere else; 2) Design a whole new system with a reserve area just for it on another site; or 3) design a system just for the new uses of the building. Based on the condition of the existing system, Randy added, it would probably be best to design a system for the new uses only. The system on the property has to be repaired by the current owner before the sale of the property to the County, Commissioner Brown advised. The system needs an elbow in the master D box, the sludge cleaned out of the boxes and then the system needs to be buttoned up, Randy reported. After further discussion of what the request to the Health Department encompasses, the Board directed Randy Durant to meet with Peter Simpson to get the information he needs with regard to the septic system and to determine what they want with respect to the kitchen and then an estimate can be made of how soon the work can be scheduled.
