The meeting was called to order at the appointed time by
Chairman B. G. Brown. Commissioner John L. Pitts and Commissioner
Larry W. Dennison were both present.

Letter of Support: Kaiser Foundation Grant Application:
Commissioner Dennison moved to ratify the action taken by the Chairman
in signing the letter of support for the Kaiser Foundation Grant
Application. Commissioner Pitts seconded the motion.
NURSING DIRECTOR'S REPORT: Health Department Administrator,
David Goldsmith, introduced the new Director of Nursing Services,
Michele IsseI, who then made the Nursing Service report for the
previous month.
Kaiser Grant: A coalition has been formed in Clallam and Jefferson
Counties to develop a grant application to the Kaiser Family Foundation

for a maximum of $150,000 per year for a three to five year period,
with in-kind and cash matches to be provided by both counties. The
grant would be used to address the following health problems:
adolescent pregnancy, adolescent substance abuse and elderly substance
abuse. The grant will be submitted to Stanford University by September
15, 1986 after which, there may be a site visit made by the Foundation
staff. One requirement of the grant is that a Community Council be
formed to oversee it and all proposed members of this Council have
signed letters of intent (See Letter of Support above) and support.
The Council will have members representing business, and labor, etc.
The role of the Jefferson County Health Department will be in
monitoring the progress of the grant through the vital statistics
records that are kept and to act as a team member in addressing these
problems as public health providers.
School Proqrams: The Health Department has contracts with all of the
schools in the County to provide health services. One Nurse will be
assigned to work only on the School Nurse program. This should bring
good interaction between the schools and the Health Department and
their ability to serve the students and foster student health.
State MCH Grant: The six month summary for the State MCH Grant has
been completed and submitted. All projected services were exceeded.
Next year's grant is being developed with basically the same service
levels projected.
CHIMUS Record Keepinq: The Community Health Management Information
System (CHIMUS) will be used to facilitate the Department's record
keeping. The State pays for the computer and data entry time and the
Health Department will send the raw data to Olympia by mail, which is
then input. The turn around time for computer reports is about one
month.
Traffic Safetv Grant: Brochures on traffic safety that were provided
by a grant for that purpose, have been distributed through the Tourist
Information Center.
Nursinq Activities: Michele attended a three day conference at
Stanford University related to the Kaiser Foundation Grant; Charleta
Handly is working with the Alcohol and Drug Prevention Task Force;
Mary Tudor has a high caseload right now for the Early Intervention
Program. She is scheduled to address the topic of "Planning Home
Management Programs, Putting It All Together" at a nationally
advertised conference in Chicago. Commissioner Pitts urged that the
local newspaper be contacted to do a story about Mary Tudor's program.
ENVIRONMENTAL HEALTH REPORT: The written report of the
activities of the environmental health section was submitted for Randy
Durant who is on vacation. Administrator David Goldsmith reported the
following items:

Capsule Ban Notice was delivered to all
pharmacies, retail stores, and food
establishments.
Pope and Talbot sludge utilization site permit
is being reviewed cycle.
Some complaints were received from Old Fort
Townsend State Park users regarding the odor
from the Port Townsend Paper Company Sludge
Application project. The sludge application to
areas near the Park will only be done on
Tuesdays midday to evening to help alleviate
this problem.
Discovery Bay is closed for Butter Clams and the
area from Oak Bay to Tala Point is closed for
scallops.
A large alternative septic system, which will
serve eight homesites on ten acres is being
planned for the Gardiner area.
John Hayes will be leaving at the end of the
month.
Work is continuing on the development of the
County's Designer Program.

ADMINISTRATOR'S REPORT: David Goldsmith reported that the
Health Department hopes to develop a Health Policy Manual for the
schools as an addition to the basic services offered for a fee of $4.50
per student. The cafeterias at each school will be reviewed as a food
service establishments and charged accordingly.
A report on the Environmental Health Section retreat was submitted for
the Board's review.
HEALTH OFFICER REPORT:
(Health Officer not present).
Appeal re: Denial of Buildina Permit due to Health
Department; Joel Leonard, 1541 Griffith Point Road: Health Department
Administrator, David Goldsmith, reported that Mr. Leonard has a cabin
at Griffith Point (Marrowstone Island) on which the front porch was
enclosed. Since the porch enclosure cost over $1,000 the Leonard's had
to apply for a building permit. When the permit was processed it was
denied by the Health Department because an existing structure with a
Privy Permit can not be expanded.
The Leonard's are willing to put a notice on their property title which
would indicate that the cabin is not suitable for use as a full time
residence due to limitations on water supply and sewage disposal. A
site inspection of the cabin proved that it is definitely a summer
cabin which is not suitable for year around use.

Commissioner Pitts moved to authorize the issuance of the building
permit for the porch enclosure with a notice to be placed on the
property title stating that the structure is not suitable for full time
occupancy until the requirements for water supply and sewage disposal
or satisfied. Commissioner Dennison seconded the motion.
Unapproved Water System: Sparkman/Barrett mobile home permit;
Discovery Bay: In 1984 Mr. Sparkman moved a mobile on property owned
by Marilyn Barrett located near the Moa-tel at Discovery Bay, David
Goldsmith reported. The Moa-tel is served by an unapproved water
system and the Health Department refused to issue the building permit
for the mobile home even though the home is already on the property.
Mrs. Barrett is not in a position to upgrade the water system since she
is only one of eleven system users. Quarterly water samples are being
provided from the system which is served by a spring. David Goldsmith
recommended that he feels this mobile home should be considered a
grandfathered use and the building permit should be issued with a
notice to be put on the property title regarding the status of the
water system.
Commissioner Dennison moved to approve the issuance of the building
permit, as recommended by the Administrator, with a notice to be put on
the property title regarding the status of the water system.
Commissioner Pitts seconded the motion.
Complaint re: Sewaae Disposal Permit, Clayton Sartain, Lords
LOOD Road: Since 1984, David Goldsmith reported, there have been
numerous complaints received regarding Mr. Sartain's sewage system.
The complaints are that the Sartain property was filled and is too
close to the Little Quilcene River for the sewage disposal system that
was installed. The Health Department has been to the site on eight
different occasions. This two acre site is on a very steep slope that
runs down to the Little Quilcene River. After further discussion of
the site and the sewage system, the Board directed the Health
Department to contact the property owner and advise him of the problems
with the system and arrange a monitoring program for the system.
Low Income Access Task Force: City Representative Glenn Ison
reported that the North Olympic Health Planning Council has formed a
Low Income Access Task Force which will attempt to coordinate a
centralized location for low income residents to contact the various
service providers in the area.
