Pitts, Member Larry W. Dennison, Member Glenn Ison, Member Randall M. Durant, R.S. Gretchen Gephart, D.O.N. Joseph Fischnaller, M.D. Gael Stuart, Administrator Chairman, B.G. Brown calied the meeting to order at the appointed time with Commissioner John L. Pitts and Commissioner Larry W. Dennison and all other Board members present. APPROVAL OF MINUTES: The minutes of the July 17, 1985 meeting were approvetl as corrected, by motion of Commissioner Pitts, seconded by Commissioner Dennison. DIRECTOR OF NURSING REPORT: Gretchen Gephart, D.O.N. re- ported the following activities of the nursing staff for the month of July: * Jefferson County was the only county in the State to receive acclaim in the''National Poison Prevention Week--Annual Report". for the Health Department's Prevention Week activities. ;, An Osteo-poresisSeminar was held -for the Senior Coordinating Council. * A Toothbrushing Session was held for the Tri Area Pre-School children. * Blood Pressure screening was done at Mark It Food and Great Northwest Savings and Loan which found six people with serious hypertension, who were referred to their Doctors. ;, A training session on"Anxiety in the Elderly"was given for the caregivers at Kah Tai Care Center. * A WIC Training session provided by the State was attended by staff. The WIC Program calendar year is being changed. * 41 colorectal cancer screenings were done. HEALTH OFFICER'S REPORT: Dr. Fischnaller reported that he will be attending a meeting ot local Public Health Officials. ENVIRONMENTAL HEALTH DIRECTOR: Randy Durant reported that July was a busy month and outlined the activities as follows: * 55 food inspections; 25 in the County and 30 in the City. Followup was done on 14 complaints. * Septic Tank Permits increased from 21 to 37 while Site Evaluations decreased from 29 to 14. Short Plats increased from 2 in July of 1984 to 7 in July of 1985. Health Board Minutes, August 21, 1985 Page 2: * The Whistling Oyster Tavern well was vandalized by someone pouring oil into it. The Tavern was closed for two days. * The City of Winslow sludge application project was issued a permit for a site in the Port Ludlow area. Application has not begun yet. * Paralytic Shellfish Program: Closures -- Killisut Harbor for butter clams only and Discovery Bay is closed for all shellfish. * Appeals: Several appeals were handled by the Environmental Health Director, in addition to a hearing with a Restuarant owner about a poor health inspection record. * The new "No Smoking" regulations went into effect in public places. The local Fire and Police Departments will be responsible for enforcing the regulation in public buildings, while the Health Department will be responsible for enforcement in restaurants. Restaurants may choose to be all smoking, all no smoking or have designated areas for smoking. * John Hayes has returned to school after helping out for the summer. ADMINISTRATOR'S REPORT: Gael Stuart is investigating the costs of setting up a microtilm system for the Health Department records. The big cost will be the person that will do the microfilming. A minimum of $1,200 would need to be invested in equipment. The room in the basement that is being converted into a conference room will need to have about 30 chairs and a table. The total cost with furn- iture and the remodeling for this room will be about $2,600.00. 205j Grant: Commissioner Pitts reported that a meeting has been arranged with Kitsap and Mason Counties, DOE, DSHS, Planning Department and the Health Department to coordinate the $25,000 grants that were given to each County, from DOE. The Soil Conservation District has been invited to the meeting also for discussion of Quilcene Bay. The meeting will be on August 28, 1985 at 1:00 p.m. in the Commissioner's Chambers. BEDROOM DETERMINATION POLICY: A bedroom determination policy was adopted at the June 19, 19~~ Health Board meeting and Gael Stuart presented a policy statement that the Planning/Building Department is using which he advised is agreeable to the Health Department. Mr. Stuart asked for clarification of which policy statement is to be used so that all depart- ments are using the same one. The Board will check into the matter further. Status of the Port Townsend Paper Company Sludge Application Project: The permit has been issued tor this project. The site is being prepared for the application as of August 15, 1985 when Randy Durant made a site inspection. A modification has been made to the plan, in that a 170,000 gallon basin will be placed at the top of the hill so that the sludge will be pumped out of the lagoon and into that basin. The sludge basin is sized.for.eight hours flow and the application will be made 12 hours a clay in two shifts _ so that the pump in the lagoon will be running 24 hours a day. This was done because of the short time frame for the project, and safety reasons. In order to mitigate the State Park's concern about odor from the application, Randy Durant reported that the applications will be made away from the Park boundary. The Soil Conservation Service representative Health Board, Minutes of August 21, 1985 Page 3: a DOE representative as well as the Health Department staff will be visiting the site during this application project. Commissioner Dennison asked if the Health Department was aware of the Port Townsend Paper Company's complaint about the fee they were charged by the Health Department for review. Randy Durant advised that the Company was advised in their first meeting with the Health Department of how the fees are charged. CONTRACT; Community Counselling for Title I Grant: Gael Stuart reported that the Title I Grant is to assist in helping children who are developmentally disabled through a early intervention program. This contract is for the service of a counsellor to work with the families of these children. The total grant is in excess of $9,400 from the Department of the Superintendent of Public Instruction, and provides funds for the Counsellor, a Speech Therapist and a Physical Therapist. This contract with Community Counselling will be for approximately $3,300 over a year's time. Commissioner Pitts moved to accept the contract for Title I services with Community Counselling. Commissioner Dennison seconded the motion. FINANCIAL REPORT: The expenditure level, Gael Stuart reported looks as it it will be about $12,000 under estimate and revenues look like they will be $7,000 to $10,000 above estimate. APPEAL re: Sewage Disposal Permit Waiver Request: V.C. Morgan: A letter from Mr. V.C. Morgan requesting a waiver trom the regulations to allow a septic tank permit to be issued and a tank installed on his property before the water system is approved, was read by Gael Stuart. Randy Durant reported that according to regulations, all septic tanks and drainfields need to be removed from the 100 foot protective radius of the well before the water system can be approved. DSHS advised the Health Department that there are two systems that need to be removed from this radius. Randy Durant advised that it is his recommendation that this septic permit not be approved until the water system is approved by the State. The Jackson Cove Community Water System members are working toward upgrading the water system to gain State approval. Commissioner Pitts moved to deny the waiver request to issue a sewage disposal permit submitted by Mr. V.C. Morgan. Commissioner Dennison seconded the motion.
