The meeting was called to order by Chairman B.G. Brown, with
all members in a~tendance.
Board Reorganization: By the motion of Commissioner O'Meara,
seconaecr-15y-eommissionerul'itts, B.G. Brown was retained as Chairman
of the Board wlt:hJohn Pitts to act as vice-chairman. Unanimous.
Approval of Minutes: The minutes of the December 21, 1983 meeting
were approvea-on-thelTIoflon of Commissioner O'Meara, seconded by Comm-
issioner Pitts. Unanimous.

The application was made by Mrs. Jane Suzuki, who is the potential
buyer of these lots, contingent on approval of the sewagejlsDosal
permit.
Randy Durant reported that there had been a site evaluation done in
August of 1980 which found the two waterfront lots conditionally acceptable
for, maximum of two bedrooms, mobile home or travel trailer. Mr. Criez
was advised in September 1980, after inquiring, that a definite plot
plan would be required before apy further determination could be made
about the type and size of structure these two lots could accomodate.
On waterfront lo~s, such as these, the sewage disposal system set backs
(per regulation) are: 100 feet from mean high tide and 10 feet from
property lines. Since mean high tide is difficult to determine, the
measurement is made from the point that the foliage changes. Randy
indicated that when all of the set backs are taken into consideration
on ~hese lots, the available drainfield area is limited. Drainfield
design dictates that it be placed acyoss slope, which is difficult
on these lots due to the variable contour of t~e land.

Randy advised that his main concerns about these two lots are: 1) Amount
of useable area for a drainfield and the soils a available in that
area and 2) Control of surface water. At the appeal hearing held on
January 4, 1984, Mr. & Mrs. Criez and Mr. Haycock of Port Ludlow Realty
discussed the probEms with Randy and Dr. Fischnaller. No recommenda-
tion was made as to how to accommodate building on this site. Mr. Criez
indicated he would make some measurements himself and possibly talk
to a licensed engineer for any suggestions he may have. Randy in-
dicated that he would be happy to review any plan Mr. Criez submits.
Nursing Director Annual Report: Gretchen Gephart, Director of
Nurses, presented the~ual Report of the Division of Nursing and
Clinical Services of the Jefferson County Health Department as pre-
pared by the Health Department Staff. She explained that she would
be available to answer in any questions the Board may have after they
have a chance to read the report.
NURSING DIRECTOR REPORT: The State Department of Developmental
Disabilities has-asKed that the Health Department offer more in-service
education, and Gretchen Gephart reported that she has set up a program
with the Group Homes in the area for this purpose. Blood screening
will also be done,for Group Home residents, for Hepatitis B.
Contracts to be signed: The following contracts were approved

Report on discussion with Mayor Brent Shirley on City representation
on the-BOaraof Health: G'a-eLStuart reported that the City of Port---'d'-
TOwnsend had indicateathat they would like voting representation on
the Board of Health since they are now contributing to the Health Depart-
ment. This has to be done by Resolution of the County Commissioners
(RCW 70.46.030) forming a Health District to be governed by a five
member board: The three County Commissioners, a representative of
the City of Port Townsend (being the only City in the County) and one
additional member.
Mayor Shirley indicated several areas of concern to the City:
1) Education, 2) voting member on the Board and 3) The relationship
of the Health District and Jefferson General Hospital.
Commissioner Pitts agreed that the possibility of working more closely
with Jefferson General Hospital should be explored to see if there
is a feasible mechanism to serve the community better. This does not
mean reduction to the Health Department staff, but it could be a way
to eliminate duplication of facilities and services.
Gael Stuart advised that he would have the Prosecuting Attorney draw
up a resolution for the formation of a Health District and schedule
the public hearing. The matter of representation by a school district
member will be resolved during the formation of the District.

Geriatric Health Screening Program, discussion: The Clallam County
request -for monetary 'contribution to-continue-The"Geriatric Health
Screening Program in Jefferson County was denied (see Minutes of August
17, 1983) due tobudgetary limitations and departmental priorities,
Gael Stuart reminded the Board. Now, it appears that the Area Agency
on Aging has dropped their funding for this program also.
John Pitts advised that he will find out what the Council of Govern-
ments is planning to do about this program through the Area Agency
on Aging.
Family Planning Program, discussion: Gael Stuart advised that
there are needs in tamily planning' that"'are not being met by the present
program. The costs involved in expansion of the program to meet these
needs are being compiled.
Septic Tank at West End Annex: Chairman Brown asked Randy Durant
to lo~into the possibility ot aaaing a two bedroom mobile home to
the septic tank/drainfield at the West End Annex. Randy will review
the plans for the system and advise the Board of his findings.
Coyle Fire Hall: In response to a query by Commissioner Pitts,
Randy Durant explained chat when the permit for the Coyle Fire Hall
was issued, it was with the understanding of the Fire Commissioners,
chat there was no area for a drainfield and there was no public water
available. It was the Fire Commissioners decision to build the fire
hall with those limitations.
ENVIRONMENTAL HEALTH DIRECTOR REPORT: Randy Durant reported that
December saw an lncrease over the last two to three years in the
issuance of sewage disposal permi~ (18) and site evaluations (19).
Since a 30 day grace period was granted, there were only six renewals
of sewage disposal permits.
John Eliason has made 63 inspections of food handling establishments
during December and hopefully this program will be back to normal by
the end of February. The Department of Social and Health Services
will be auditing the County Food Program in January, Randy advised.
They randomly select 24 to 28 establishments to spot check. The last
audit of this type was done in 1974.
There was an increase in 1983 of actual over anticipated revenues from
fees charged by environmental health.
HEALTH OFFICER REPORT: There is an outbreak of Scabies at the
Queets School due to a lack of water on the Indian Reservation. The
waterser-vice was stopped on December 21, 1983 because of frozen pipes.
The Health Department, Dr. Fischnaller advised, has no authority on
the Indian Reservation, but it does have a responsibility to see that
pressure is put on the proper authorities to remedy the situation.
Gael Stuart will contact the Indian Health Division in Portland to
see what needs to be and has been} done and report to Commissioner Pitts
so that he can contact U.S. Representative Al Swift for help in this
matter.

ADMINISTRATOR'S REPORT: Administrator, Gael Stuart, reported
that rne-Health Department, at the end of 1983, is about $28,000
in the black. This was due to savings on expenditures and increased
income in all areas, especially environmental health.
It is his feeling that the results of an improved economy are being
felt, which will mean an increase in feesin environmental health
section, if this continues into 1984. Nursing services should not
increase in 1984 simply because they are presently at the saturation
poinc.
The next regular meeting of the Board of Health will be February 15,
1984.

CONTRACT FOR PROFESSIONAL SERVICES
AGREEMENT BETWEEN
JEFFERSON COUNTY DEPARTMENT OF HEALTH
AND
CLALLAM COUNTY DEPARTMENT OF HEALTH

This agreement is made and entered into between the Jefferson County Department
/
of Health (Department) and Clallam County Department of Health (Contractor).
This agreement became effective January I, 1984 and was set into writing
December 28, 1983.
WITNESSETH
WHEREAS, The Department is in need of an Environmental Health Specialist and
Public Health Nurse to provide service to the western end of Jefferson County
and,
WHEREAS, at the present time, the Department is unable to provide these services
from a full time member of it's staff, and,
WHEREAS, the Contractor is prepared and willing to assume the responsibility as
set forth in this agreement:
IT IS AGREED BETWEEN BOTH PARTIES AS NAMED HEREIN AS FOLLOWS:
I. The Contractor shall perform the following specific duties:
NURSING A.
Visit Queets-Clearwater area maximum of 1 day, 2 times per month
(including travel).
1. Approximately half of the time to be spent in the Queets-
Clearwater school carrying out school nurse responsibility
during the school year.
2. Approximately half of the time spent in making home visits to
the community to follow-up on school health problems, visit
persons with chronic diseases, provide for communicable disease
control, and provide health education for mothers and infants.
3~ Office time: Answering phone calls, record keeping, patient
visits and preparation for school and home calls.
ENVIRO~~IENTAL HEALTH
A. Work in the area for a maximum of 15 days per year plus travel to
provide the following services:
l. Food Establishment inspection (3 times per year).
2. Solid Waste complaints investigations and inspection of
facilities.

ADMINISTRATIVE SERVICES CONTRACT
THIS AGREEMENT is between the JEFFERSON COUNTY BOARD OF HEALTH
(BOARD) and Gael R. Stuart (CONTRACTOR). This contract is to be effective
/
January I, 1984 and will continue until December 31, 1984.
WHEREAS, the Board is in need of the part-time services of an admini-
strator; and
WHEREAS, the Contractor states that he is qualified to perform the
duties of an Administrator as set forth in the body of this contract; NOW
THEREFORE,
IT IS AGREED:
The Contractor shall provide full administrative services for the
Jefferson County Health Department. These services are listed in part below.
1. Administration of personnel under the personnel policies adopted by the
Jefferson County Commissioners. This includes development of work sche-
dule and accountability.
2. Preparation of the annual budget and proper control of expenditures and
receipts of the program.
3. Program development in consultation with the Department Staff and the
Board of Health.
4. Assuming responsibility under the direction Of the Health Officer to see
that the health regulations of the State of Washington and Jefferson County
are properly carried out.
5. To attend the regular monthly meeting of the Board of Health and prepare
the meeting agenda.
6. To meet regularly with the Health Department staff and keep them informed
of the actions of the Board of Health.
7. To prepare reports or supervise their preparation as required by the State
of Washington, Jefferson County or United States of America.
8. All of the above services shall be provided by the Contractor-under the
direction of the Jefferson County Board of Health.
The Board shall pay the Contractor the sum of Five hundred dollars
($500.00) per month for professional services rendered and shall make payment

for the work performed on or before the 20th day of the month following the

month in which the work was performed. It is understood that the Contractor
acts as an independe~t contractor and that he will receive no employee benefits
from the Board or Jefferson County. It is further understood that neither the
Board nor Jefferson County will withhold F.I.C.A. taxes or other obligations
for which the Contractor may be responsible.
The Contractor shall be considered an agent of the Jefferson County
Health Department and will be covered by the terms of the Department's insurance
policy.
The Contractor shall not discriminate against any person presenting
themselves for service based upon race, religion, color, sex, age or national
origin. The Contractor shall take affirmative action to insure that persons
receive services without regard to race, color, sex, age, or national origin.
This contract may be terminated by either party by written notice
of thirty (30) days.
IN WITNESS ~lEREOF, the parties hereto have executed this agreement
as of the day and year first above written.
