All members were present when Chairman B.G. Brown called the
meeting to order at the appointed time.
Approval of the Minutes: Commissioner O'Meara seconded
Commissioner Pitts'motion to approve the minutes of February 15, 1984.
Unanimous.
Ernest Criez rei On-site sewage disposal for Lots 1 and 2,
Block 13, Paradise Bay Estates: Mr. & Mrs. Criez and Dennis Hanburg of
Pac Tech Engineering, Inc. were present when Gael Stuart read the minutes
of the January 18, 1984 Board of Health meeting when the matter was
discussed.
Mr. Criez advised that he had consulted Pac-Tech Engineering, Jnc.,
who designed a mound system for these lots which would mean that with
the variances they are requesting a two bedroom residence could be
accomodated.
Mr. Dennis Hanburg of Pac-Tech then explained that his proposal would
require that the collasped bulkhead be rebuilt and filled and used as
the "mean high tide" measurement mark. This would mean that the pipe
at the end of the bul~head would be the closest point to the septic
system at 75 feet. A discussion of what is meant by "Mean High Water"
and how that is interpreted by the Health Department then ensued. Randy
Durant and Doctor Fischnaller both reiterated that the new State
Regulations (which will be out in July) define Mean High Tide as the
point where the fol i,age changes. This definition has been applied
by the Health Department consistent with DSHS recommendations to do so,
as the currEOn~_ ree,gual tions do not define ''tiean H!8_h Water".
Randy Durant then reminded those present that there are three areas
of concern with this site (lots 1 and 2): 1) The setbac~ from the stream-

The installation of a curtain drain has been planned, Mr. Hanburg advised,
to help reduce the water table ~o below 24 inches, but construction
won't be done until a decision is made about the waivers being requested.
The waivers are being sought on the condition that the water table can
be reduced to below 24 inches. It is Mr. Hanburg's opinion that the
filtering provided by the mound system will take care of any pollution
impact on the stream or beach. Due to the elevation of the stream in
relation to Mr. Criez's proptery, the drainage flow is toward the water
not the stream.
A waiver to allow the mound system (drainfield) closer than 75 feet
from the stream and beach would have to come from the Secretary of the

Mr. Criez feels that the waviers he is seeking can be granted under
W.A.C. 248-96-130 because the system has been designed by a professional
engineer (Pac-Tech Engineers, Inc.) and the engineer believes there
will be no contamination of the environment. He also pointed out that
part of his appeal is based on the encouragement he has received from
the Health Department. Before he purchased this lot he sought professional
advise, which, since he wasn't going to build immediately, was in the
form of a "Site evaluation" recommended and done by the Health Department.
If he had been told at that time that the lots were unbuildable he would
not have purchased them. Now, this is causing a financial hardship
for he and his family since investment in this property was to provide
capital for his retirement. Doctor Fischnaller pointed out that a site
evaluation does not guarantee anything, and that he doesn't see anyway
that these variances can be granted.,
In response to Commissioner Pitts' inquiry as to the possibility of
obtaining additional property for an off-site system, Mr. Criez reported
that his is the last site along the waterfront without a building and
the property owners across the road would have their water view blocked
if he builds, so they would be happy if he isn't allowed to build.
Since this is a complicated issue, the Board would like to have a chance
to visit the site before making a final determination. Chairman Brown
delayed action on the variance requests until next months's meeting.
NURSING DIRECTOR REPORT: Gretchen Gephart noted some highlights of
the February Nursing Service report as: ' .
* Health education sessions on Hepatitis B and Babysitter training.
* She has written and submitted a proposal for expansion of the
foot care program especially in the Brinnon and Quilcene areas,
since there are unallocated funds available through the Area
Agency on Ageing (03A).
New State mandated vaccine accountability factor is being
used to monitor the refrigerator temperatures of vaccine. This
will help Drevent loss and reduce any possible side effects that

the children might experience from vaccine.
* In response to the request for information regarding the possibility
of an interface between the Health Department and Jefferson General
Hospital to save money, Gretchen Gephart has submitted a findings
report summarizing her research.
Commissioner Pitts reported that at a recent meeting held with residents
of the West End (Clearwater), appreciation for the visit the Director
of Nurses had made to the school was expressed as well as a desire
for more such visits.
Gretchen explained that due to the logistics, a monthly trip would
be unrealistic in terms of time and money, especially since Jefferson
County is presently contracting with a Public Health Nurse from Clallam
County to provide services to the school twice a month.
Since visiting the school she has contacted the State regarding the
development of services for that area. A dental program has been
proposed to the State Superi,ntendent of Schools because of the lack
of dental care in the area and a high rate of absenteeism in the first
grade due to dental decay. About 40% of the school is Anglo, and
are not eligible for the dental care provided by the Indian Health
facilities which are the only facilities available in the immediate
area. Forks and Aberdeen are the closest dental services for the
Anglo students.
Gretchen advised also that she sends materials and is in communication
with the Public Health Nurse who services the area on a biweekly basis.
She will makean attempt to visit this area at least twice a year.
Letter to Dr. Fischnaller from A. Lamont Carstens, Washington
State Division of Health: This letter will be forwarded to the Prose-
cuting Attorneyror review and a legal opinion.
Mr. & Mrs. Lee Hargis rei Building permit - Lot 24 Block 3,
Addition #1 Olympic Canal Tracts: After Gael Stuart read the Hargis
request dated March 14, 1984, Randy Durant reported that a sewage
disposal permit had been issued in 1976 to the previous owner of lot
24 Block 3 Addition #1 of Olympic Canal Tracts. That permit was for a
small two bedroom mobile home .Mr _8< Mr_s: Hargis are proposing to replace
the existing mobile home with a larger one wn{ch requIres the issuance
of a building permit.
This plat of 42 lots has 26 active water taps and since the Department
of Social and Health Services has some concern about the protection
of the water supply, approval of the water system has not been granted.
A building permit cannot be issued until the water system is approved
unless the Health Board grants a variance from Jefferson County Ordinance
No. 2-84. Should this waiver be granted an inspection of the septic
system will have to be made with the placement of the new mobile home
staked out, to determine that themcbile home isn't being located on
top of the septic tank and to make sure the system is still functioning.

Mrs. Hargis advised the Board that since a building permit and sewage
disposal permit had been issued for Lot 13 Block 3 in September 1983
and since the septic system is already installed on her lot, she feels
the variance should be granted. She and her husband purchased this
property with the intention of retiring there. They have not purchased
a mobile home yet awaiting the decision on their variance request.
Mr. Scott Wilson, Secretary/Treasurer of the Olympic Canal Maintenance
Company which manages the water system for the Olympic Canal Tracts
outlined the actions they have taken to gain DSHS approval of the water
system. He reported that the DSHS now has all of the information they
had requested to make a final decision on approval of the system.
Due to the issuance of another sewage disposal permit and building
permit in this area and because the water system is close to receiving
DSHS approval, Commissioner Pitts moved to grant the variance from
Jefferson County Ordinance 2-84 as requested by Mr. & Mrs. Hargis. The
variance is contingent on a re-evaluation of the site after the place-
ment of the new mobile home has been staked. Commissioner O'Meara
seconded the motion and urged the Olympic Canal Maintenance Company
to pursue obtaining approval for their water system from DSHS.
Revised contracts to reflect raise for Contract employees:
The contracts for contract employees: Catherine Merrill, Christy
Helsell, Jeanne Hibbard and Myrtle Corey were sign as approved by
motion on February 15, 1984.
ENVIRONMENTAL HEALTH DIRECTOR REPORT: Randy Durant reported
the following items in addition to his written summary of the depart-
ments business:
* Twice as many site evaluations were done this year than the same
time last year, which was a surprise since the September 1983
meeting with area realtors and the fee increase.
* John Eliason and Randy attended a soils workshop in Olympia.
The information presented should enable them to be as consistent
as possible in soils evaluations.
* Randy reminded the Board that the amount of time spent on phone
calls is a hard thing to show in the monthly report especially
since not all calls result in business that fits into one of
the report catagories.
* Notices will be mailed to all the expired septic tank
permit holders.
* The new State sewage regulations will go into effect in July.
Randy will be putting a draft of the changes this will make in
the local ordinance, together for the Board's consideration.
HEALTH OFFICER REPORT: Gretchen Gephart and Dr. Fischnaller
attended a seminar last month which was an update on diagnosis and
treatment of Tuberculosis.

THIS CONTRACT is between the JEFFERSON COUNTY HEALTH DEPARTMENT (Department)
and Mary Catherine Merrill. The contract is to be effective as of January
1, '198J.
WHEREAS, the Department is in need of the services of a Foot Care
Practitioner; and
WHEREAS, at the present time the Department is unable to provide
the services from personnel within its employment; and
WHEREAS, Merrill states that she is a qualified person to perform
the duties and responsibilities set out in the body of this contract; Now,
Therefore,
IT IS AGREED:
(1) Merrill shall act as a Licensed Practical Nurse conducting
Foot Care Clinics for Senior Citizens and Handicapped Persons. Merrill will
give foot care including trimming nails, treatment of calluses, pad feet to
alleviate pressure, check pedal pulses and perfusion, inspect general condition
of feet, counsel and instruct, refer patients to appropriate medical personnel,
confer with the Public Health Nurse and County Health Officer of Private Medical
Doctor regarding findings and recommendations related to persons with potential
problems.
(2) The services to be performed by Merrill will be in accordance
with the standards of the Jefferson County Health Department and will follow
the outline of those services as set out by the Department.

neither the Department nor Jefferson County will withhold FICA taxes or other
obligations for which Merrill'may be responsible.
(6) Merrill shall provide malpractice insurance coverage for the work
which she performs under the terms of this contract in a minimum amount of
$100,000.00 to $300,000.00 per injury.
(7) Merrill shall not discriminate against any person presenting them-
self for service based on race, religion, color, sex, age or national origin.
The Department shall take affirmative action to insure that persons receive ser-
vices without regard to race, religion, color, sex, age or national origin.
(8) This contract shall continue until terminated by one or the other
of the parties hereto. Termination shall require sixty (60) days written notice
by the

CONTRACT FOR PROFESSIONAL SERVICE
THIS CONTRACT is between the JEFFERSON COUNTY HEALTH DEPARTMENT (Department) and
Christy Helsell. This contract is to be effective as of January 1, 1983.
WHEREAS, the Department is in need of the services of a NUTRITIONIST:

WHEREAS, at the present time the Department is unable to provide the
services from personnel within it's employment; and
WHEREAS, Christy Helsell states that she is a qualified person to
perform the duties and responsibilities set out in the body of this contract;
Now, Therefore,
IT IS AGREED:
(1) Christy Helsell shall act as a Nutritionist conducting consultation
with W.I.C. clients who have special nutritional problems and with the Nursing
staff of the Department. Inservice instructions for the staff shall also be
provided. As a part of the program Christy Helsell will design nutritional
programs and give directions to clients to assist them in overcoming nutritional
inadequacies. Christy Helsell will also keep necessary records and data and refer
clients to appropriate medical personnel, confer with the Public Health Nurse and
County Health Officer or public medical doctor regarding findings and recommendations
related to clients with potential problems.
(2) Christy Helsell states that she is fully certified by the American
Dietetics Association as a nutritionist and will provide a copy of her certification
for the Jefferson County Health Department files.
(3) The services to be performed by Christy He1sell will be in
accordance with the standards of the profession and will follow the outline
of those services as set out in the W.I.C. contract with the State of Washington,
which is attached hereto and by this reference incorporated into this

IT IS AGREED:
(1) Hibbard shall act as a Pediatric Nurse Practitioner conducting
Well Child Clinics and Early Periodic Screening Diagnosis and Treatment Programs
and the WIC program. As a part of the clinics' programs Hibbard will conduct
physical examinations, perform hematocrit and urine tests, review screening data,
record information obtained, provide counselling and instruction, refer patients
to appropriate medical personnel, confer with the Public Health Nurse and County
Health Officer or Public Medical Doctor regarding findings and recommendations
related to children with potential problems.
(2) The services to be performed by Hibbard will be in accordance
with the standards of the profession and will follow the outline of those services
as set out in the Maternal Child Health Contract with the State of Washington,
the WIC Contract with the State of Washington and the Early Periodic Screening
Diagnosis Contract with the State of Washington, both of which are attached here-
to and by this reference incorporated into this contract as if fully set forth.

THIS CONTRACT is between the JEFFERSON COUNTY HEALTH DEPARTMENT (Department)
and Myrtle Corey. The contract is to be effective as of January 1, 1984.
WHEREAS, the Department is in need of the services of a Foot Care
