Chairman B.G. Brown called the meeting to order at the
appointed time with all members in attendance.
Approval of the Minutes: Commissioner O'Meara seconded
Commissioner Pitts' motion to'approve the minutes of March 21, 1984.
NURSING DIRECTOR REPORT: March was a busy month, Gretchen
Gephart reported, with an increase in cases of Pediculosis (lice), home
visit referrals, especially from the schools,and In-service training
sessions at Kai Tai Center, a preschool and Bayshore Enterprises. A
"Kiddie Health Fair" is being set up for the Quilcene area as a community
education event.
Gretchen advised that she had presented her foot care proposal to the Area
Agency on Aging Advisory Board in Shelton on Monday and they recommended
fundi,ng the program for $1,000. If the Health Board will write a lette,-
of support, she feels that the full $1500 request would be considered fOT
funding, The full amount is need to implement a good program. The last
clinic in Brinnon took care of 13 clients, with 11 clients at the Quilcene
clinic, which is alot for one session in each community.
The board directed Gael Stuart to write a letter of support and recommen-
dation for the full funding requested, for their signatures.
Request for waiver from Triton Cove Oyster Farms: Gael Stuart
read Ron Powell's request for a waiver trom Section IV, Provision 4.1.a
of the Health Department Rules and Regulations (Ordinance No. 2-77) which
requires that all food service establishments have toilet facilities for
each sex.
Randy Durant reported that the Health Department supports approval of this
request for the Triton Cove Oyster Farms, on the basis that there is only
Rre-packaged food, no food processing, no seating and because the sewage
disposal system is quite small and it could possibly faTl. -- , -

Commissioner O'Meara moved to approve the watver contingent on the project
meeting other Health Department requirements relating to water supply,
sewage and facilities. Commissioner Pitts seconded the mo~ion. Unanimous.
Ernest Criez rei Action on variance request: (See also minutes
of the March 21, 1984 meeting) Chairman Brown reported that the Board
had visited the site and asked for additional comments from Mr. Criez or
Dennis Hanburg of Pac Tech Engineers who were in attendance.
Dennis Hanburg noted that many questions had been answered by Doctor
Fischnaller and Randy Durant, but he did not feel the question of the set
back from Mean High Water or bulkhead had been addressed. He then pre-
sented pictures of the high tide taken that morning. After more discussion
on this point, Randy Durant reiterated that the Health Department uses
as a common and consistent practice, the Department of Social and Health
Services (DSHS) interpretation on how this measurement is ~o be taken,
which is the same procedure that is sta~ed clearly in the new regulations.
Commissioner Pitts submitted that the placement of a mound septic system
on this property is beyond being considered just "tight". He noted that
he would feel better about granting a variance for a normally accepted
septic system, since the mound system technology is relatively new, but
a normal system won't fit on the property within the required setbacks.
Commissioner O'Meara added that after two hours at ~he site making many
measurements to see if a solution was possible, he had to go along with
the Health Officer's recommendation and moved to refuse the variance request
at this time. Commissioner Pitts seconded the motion. Unantmous.
Dennis Hanburg was informed that an appeal would have to be made through
Superior Court. In response to Mr. Criez's question of what is considered
a hardship, he was advised that that would have to be determined by the
Courts.
Revised contract to reflect raise for contract employees: Contraclli
for Danielle McClannahan, Gillian Abshire and Jeanne Hibbard were signed
as approved by motion on February 15, 1984.
Organization of the agenda: Gael Stuart noted a need for re-
organization ot the agenda to allow more efficient use of the Board's time
and to facilitate scheduling to allow reports on various areas of depart-
ment operations that are not now being discussed due to the time being
allotted to hearing appeals.
Reports from the Directors of Nursing and Environmental Health on their
programs and problems could be an educational process for ~he Commissioners
and the Mayor which will help them be better informed to make decisions
at budget time.
Mayor Brent Shirley agreed that if he has knowledge of problems that
occur within the City, such as with restaurants, he may be able to provide
some assistance in their resolution.

The concensus of the Board was to move the meeting time to 9 a.m., to
allow an hour for department and program reports and to schedule appeals
for 10:00 a.m. The new meeting time will be published in the paper.
,Hospital/HealthDepartmentInterface: Commissioner Pitts in-
quired about the status ot the response to Doctor Fischnaller's letter
from D.S.H.S. regarding the Health Department and the Hospital interface
to save expenses. Gael Stuart reported that the Prosecuting Attorney
has not commented on this matter yet. This had been tried in another County
Dr. Fischnaller noted, and information regarding that merger was what
prompted his letter to DSHS.
Commissioner Pitts stated that he assumed that if there were programs that
could be enhanced or programs that may be threatened by future funding
cuts could possibly be continued, or if there were some administrative
or clerical duties that could be shared and consolidated, that this type
of interface would allow current programs to remain stabilized or allow
them to be expanded, then it would be to the mutual advantage of the hos-
pital and the Health Department to investigate the possibilities further,
since the main objective is to provide service to the community.
The legal responsibility for the administration and the enforcement duties
of the Health Department can not be taken over by the hosDital, Gael Stuart
and Doctor Fischnaller advised, but programs could possibily be enhanced
through such cooperation, and investigation into the feasibility of this
type of cooperation should be made.
ENVIRONMENTAL HEALTH DIRECTOR REPORT: The rise in the number
of septic tank permits (29 over 14 in 1983) over the same period last year
is somewhat surprising in light of the decrease in building permits.
Apparently some people are putting in their septic systems but not building
immediately. The number of site evaluations are at approximately the same
level (32 in 1983, 30 in 1984) which is higher than expected.
There have been numerous plans submitted for new and remodeled food
establishments. There is now an hourly charge for plan reviews. The
food service program is stronger now that John Eliasson is on staff.
HEALTH OFFICER REPORT: A report has been received on the new
rabies vaccine derived trom humans. Six percent of the people who have
been given this new vaccine have had side effects, which would indicate
that it may not be as good as was originally predicted.
ADMINISTRATOR'S REPORT: Since the County has put the insurance
package (including the Health Department's coverage) out to bid, there has
been a considerable reduction in insurance costs, Gael Stuart reported.
He advised that the Health Department's portion of the insurance costs
should be billed so that the Health Department can reflect that expense
when they prepare program costs at budget time. The Board concurred and
indicated that the Insurance Broker would be notified to break out the
costs of the Health Departments coverage.
Gael Stuart noted that the revenues are running higher than budgeted,
which is not totally unexpected, and that the expenditures are right on
target.
Next meeting will be May 16, 1984 at the new time of 9:00 a.m.

CONTRACT FOR PROFESSIONAL SERVICES
This Contract is between the JEFFERSON COUNTY HEALTH DEPARTMENT (DEPARTMENT)
and DANIELLE MCCLANNAHAN (CONTRACTOR). The contract is to be effective

June 1, 1983 and will continue until December 31, 1983.
WHEREAS, the Department is in need of the part-time services of
a Public Health Nurse; and
WHEREAS, at the present time the Department is unable to provide
the services from personnel within its employment; and
WHEREAS, the Contrator states that she is qualified to perform
the duties of a Public Health Nurse as set forth in the body of this contract;
NOW THEREFORE,
IT IS AGREED:
(1) The Contractor shall act as a Public Health Nurse assisting the
Pediatric Nurse Practitioner in conducting Well Child Clinics. She will serve
under the direction of the Director of Nurses in conducting home visits,
school programs and general nursing duties.
(2) The services to be performed by the Contractor will be in
accordance with the standards of the profession, the State of Washington
and the Jefferson County Health Department.
(3) The Department shall pay the Contractor the amount of Eleven

and shall reimburse her for mileage driven in her personal vehicle at the
rate established by Jefferson County.
(4) The Contractor shall provide the Department with a detailed
accounting of the work performed and the mileage driven at the conclusion of
each month of this contract. The Department shall make payment for the work
performed on or before the 20th day of the month following the month in which
the work was performed.

(5) The Contractor is employed by the Department to substitute for
Department personnel during leaves and vacations. It is understood that she
acts as an independent contractor and that she will receive no employee bene-
fits from the Department of Jefferson County. It is further understood that
neither the Department nor Jefferson County will withhold F.I.C.A. taxes
or other obligations for which the Contractor may be responsible.
(6) The Contractor shall be considered an agent of the Department
and will be covered by the terms of the Department's insurance policy.
(7) The Contractor shall not discriminate against any person
presenting themselves for service based upon race, religion, color, sex,
age or national origin. The Department shall take affirmative action to
insure that persons receive services without regard to race, color, sex, age
or national origin~
(8) This contract may be terminated by either party by written
notice of thirty (30) days.
