The meeting was called to order by Chairman B.G. Brown at
9:00 a.m. with all members present.
Approval of Minutes: The Minutes of April 18, 1984 were
,approved as corrected on the motion of Commissioner O'Meara, seconded
by Commissioner Pitts.
NURSING DIRECTOR REPORT: Gretchen Gephart presented the
report of nursing services provided in the County (including the City
of Port Townsend) for the month of April as well as a new quarterly
report for these services provided within the City. Highlights of
the monthly services Drovided are:
Dental Health: One of the DSHS new budget objectives is to increase
the number ot children pArticipating in the School Floride Ris~ Dental
Prevention Program. A ,,'orl< session was held for the area Dental
Hygenists to make them aware of t~is program.
Communi ty Education: Programs were presented for the follOl,ring groups:
Head ,;tart, Hospital Nutritionists, Pre Schools, Kai Tai Center and
parents of Kindergarteners. Free blood pressure screening will
be provided at the Safeway Store, with the target group being people
age 20 to 55.

Commissioner Pitts reported that he has been investigatirg the possibility
of a Health Promotion program for the County. Three areas were mentioned
to him as possibilities for the County to promote: 1) Encourage employees
to stop smoking, 2) Make it mandatory for employees to wear seat belts
and 3) Free flu shots for all employees. Commissioner Pitts asked
the Health Department staff if they felt it appropriate to vaccinate
all employees and how much that might cost.
Dr. Fischnaller and Gretchen Gephart, D.O.N. both advised that it isn't
medically recommended to give the flu vaccine to everyone. Senior
citizens and people with health problems are the target groups for
this vaccination. Younger people don't really need a flu shot. It
was estimated to cost a maximum of $2.00 per shot. Dr. Fischnaller
advised that he would check with the State for their recommendation
about such a program.
This would be cheap insurance to keep an employee from missing work
for up to five days, Commissioner Pitts noted.
Toy Bank: The possibility of starting a toy bank so that toys would
be available for children who may not have many, has been discussed
with Margaret Berry, Superintendent, School District #50, the local
Kiwanis Club and the Children's librarian.
Gael Stuart read a letter he received from the WIC Program commending
the well qualified and dedicated staff in Jefferson County. He also
reported that the Olympic Area Agency on Ageing has approved $1,000
in funding for the foot care program and a budget is beJllg_1'lssembled
f()r the Early identification/intervention program which is expected

keeping was also discussed, with Gretchen Gephart noting that ~arents

Discussion of Bed and Breakfast meeting in Seattle, May 11, 1984:
Dr. Fischnaller reported that at a meeting oi local health oiiicials
whLch he and Gael Stuart attended, there wasn't a great deal of interest
in the problems regarding bed and breakfast establishments. A proposed
set of guidelines was discussed which would only cover establishments
with less than three rooms. Most of these establishments in Jefferson
County have more than three rooms, and are now covered as "Transient
Accomodations".
The Transient accomodation regulatioTISare basically concerned with
the construction of the facility and its cleanliness. Food service
is not addressed in these regulations but is covered by separate reg-
ulations,. The Food Service regulations outline what is requlrea
for a commercial kitchen which is not what would be needed f()r the
type of food~.eryed by most bed and breaki'ilst estaoHshments.
After further discussion of the proposed guidelines and the require-
ments of the present regulations that apply, Randy Durant advised that

he and his staff would be doing an inventory of all the bed and
breakfast establishments in Jeffeson County and what type of breaKfasts
they are serving. After the guidelines are in effect a meeting with
all of the owners of these establishments should be arranged to ex-
plain what the guidelines mean and to inform them of the County's
position in this regard.
Variance request: William J. Brown: Rachel Nathanson, Assistant
Planner, explained that Mr. Brown is seeking a variance from the twenty
foot setback from a drainfield required by the Health Department because
the Shorelines requires a 45 foot setback from the bluff for Mr. Brown's
Marrowstone Island house. This house is in an unstable recent slide
zone (URS) according to the Coastal Zone ~tlas and even though the
55 foot high bluff is well vegetated, it is the Planning Department's
view that it would be preferrable, from a slope failure viewpoint, to
move the house closer to the drainfield.
Randy Durant reported that the initial sewage disposal permit was issued
in December of 1980 and the site plan at that time indicated the house
would be situated 100 feet from the bluff. There is presently a partial
filled drainfield on the site which is upslope from the house. The
twenty foot setback requirement is due to this partial fill drainfield
which was required because the site is marginal for on site sewage
disposal. The Health Department does not recommend a variance to this
setback requirement.
The Board asked that the Health Department write a letter of explanation
of their regulations to Mr. Brown. The Planning Department could
possibly suggest that Mr. Brown look into the possibility of reorienting
his house to accomodate the two setback requirements.
Contract extension for Environmental Health Specialist rei
John Hayes: Commissioner O'Meara moved to approve the contract extension
tor John Hayes services as an Environmental Health Specialist from
June 11 to July 6, 1984, as recommended by Administrator, Gael Stuart.
Commissioner Pitts seconded the motion. Unanimous.
Notification of Charge reminders to School Districts: Gael
Stuart asked the Board for authorization to send a reminder to the
School Districts that the Health Department will be charging them for
services for the 1984-1985 school year.
Commissioner Pitts seconded Commissioner O'Meara's motion to authorize
a reminder letter to the School Districts, as recommended by Gael
Stuart.
Insurance; Liability Limits: The Board advised Gael Stuart
that they are in agr~t with him that $1,000,000 liability limit on
the Professional Liability Insurance for the Health Department is satis-
factory.
Contract for a substitute Nutritionist: Commissioner Pitts
moved and Commiss~oner O'Meara seconded the motion to approve the

Contract with Irene Marble to work as a substitute nutritionist
for Christy Helsell who is on maternity leave.
ENVIRONMENTAL HEALTH DIRECTOR REPORT: Randy Durant listed
the following highpoints tor April:
*Port Ludlow sewer moratorium
*Confirmed food born poisoning outbreak at Fort \.orden. First con-
firmed outbreak in five years.
*Inspection of the County landfill.
*Randy was subpoenaed as a witness in a Court case involving real
estate contracts. This involved alot of preparation time.
*Shellfish poisoning program of sampling - the north end of Oak Bay
and Discovery Bay are closed for Butter clams only. The beaches
will be posted with signs.
Activities within the City of Port Townsend include inspections of the
40 Restaurants, 3 school kitchens, 3 taverns and 17 bakeries/groceries,
temporary food service for the Rhododendron Festival, Wooden Boat Festiva~
County Fair and church activities as well as some on-site sewage permits
and complaints,- a-no varT6us nuisance cOmplaints. The 'C-ounty 'alsoprov:i,des _
support in the City' swater supply. sampling program, as well as; consultation
mTiquor licenses and otnermatters uas necessary:-- .,
HEALTH OFFICER REPORT: It has been reported that 7% of the
people given rabies vaccine booster shots have had a reaction to them,
Dr. Fischnaller reported.

There has only been one cat (1976) and one dog (1977)' found to test
positive for rabies in the State of Washington in the last 30 years,
and except for bats, there hasn't been a case of rabies reported in a
wild animal in Washington for 25 years.
ADMINISTRATOR REPORT: Gael Stuart explained that he gave the
best estimate possible ot the space needs for the future in his reply to
the Board's space needs questionnaire. More space and staff for Nursing
Service and Environmental Health is anticipated in another year.
Financial Report: Even though there has been a lag in the contribution
tor the City and the one time school contribution, revenues should be
up $16,000 to $20,000 over what was predicted, Gael Stuart advised, and
expenditures are on target.

CONTRACT FOR PROFESSIONAL SERVICE
THIS CONTRACT is between the JEFFERSON COUNTY HEALTH DEPAR~ENr (Department)
and Irene Marble. This contract is to be effective as of May 1, 1984.
WHEREAS, the Department is in need of the services of a
NUTRITIONIST and
WHEREAS, at the present time the Department is unable to provide the
services from personnel within it's employment; and
WHEREAS, Irene Marble states that she is a qualified person to
perform the duties and responsibilities set out in the body of this contract;
Now, Therefore,
IT IS AGREED:
(1) Irene Marbel shall act as a Nutritionist conduction consulta-
tion with W.I.C. clients who have special nutritional problems and with the
Nursing staff of the Department. As part of the program, Irene Marble will
design nutritional programs and give directions to clients to assist them
in overcoming nutritional inadequacies. Irene Marble will also keep
necessary records and data and refer clients to appropriate medical personnel,
confer with the Public Health Nurse and County Health Officer or public
medical doctor regarding findings and recommendations related to clients with
potential problems.
(2) Irene Marble states that she is fully certified by the American
Dietetics Association as a nutritionist and will provide a copy of her
certification for the Jefferson County Health Department files.
(3) The services to be performed by Irene Marble will be in
accordance with the standards of the profession and will follow the outline
of those services as set out in the W.I.C. contract with the State of Washington,
which is attached hereto and by this reference incorporated into this contract
as is fully set forth.
(4) The Department shall pay Irene Marble the amount of Fourteen
dollars and forty four cents ($14.44) per hour for professional services
rendered.

(5) Irene Marble shall provide the Department a detailed accounting
of the work performed at the conclusion of each month of this contract. The
Department shall make payment for the work performed on or before the 20th day
of the month following the month in which the work was performed.
(6) Irene Marble is employed by the Department to perform certain
required services which cannot be provided by Department personnel. It is
understood that Irene Marble acts as an independent contractor and that she
will receive no fringe benefits from the Department or Jefferson County. It
is further understood that neither the Department nor Jefferson County will
withhold FICA taxes or other obligations for which Irene Marble will be
responsible.
(7) Irene Harble shall not discriminate against any person
presenting themself for service based on race, religion, color, sex, age or
national origin. The Department shall take affirmative action to insure
that persons receive services without regard to race, religion, color, sex,
age or national origin.
(8) This contract shall continue until terminated by one or the
other of the parties hereto. Termination shall require sixty (60) days
written notice by the terminating party.

CONTRACT FOR PROFESSIONAL SERVICES
Environmental Health Specialist II
JEFFERSON COUNTY HEALTH DEPARTMEN~
THIS AGREEMENT is made and entered into by JOHN HAYES and the JEFFERSON COUNTY
HEALTH DEPARTMENT (Hereafter referred to as the DEPAR1l1ENT).
WITNESSETH:
WHEREAS, the Department is in need of a part-time Environmental
Health Specialist II (EHS); and
WHEREAS, John Hayes is a qualified Environmental Health Special-
ist II and is prepared to provide services to the Department.
NOW, THEREFORE, IT IS AGREED between both parties as named
herein as follows:
Section I. Services Provided
John Hayes shall provide the services of an EHS II to the Department including
food service inspection, liquid waste disposal and other related services
under the general supervision of the Department Environmental Health Director.
Section II. Responsibilities of the Department
The Department shall reimburse John Hayes the sum of ten dollars ($10.00) per
hour. The Department shall pay travel costs at 20 cents per mile for properly
documented on the job mileage. Payment for services shall be made on the
regular dates of the Department.
Section III. Responsibilities of John Hayes
John Hayes, as an independent contractor, will be responsible for payment of
all employment taxes as a result of this contract~
