Brown, Chairman Larry W. Dennison, Member John L. Pitts, IVlember Glen Ison. Member Randall M. Durant, R.S. Gretchen Gephart, D.O.N. Joseph Fischnaller, M.D. Gael Stuart, Administrator Chairman B.G. Brown called the meeting to order at 9:00 a.m. with all members except Gael Stuart in attendance. After reading the letter from Mayor Brent Shirley, the Chairman introduced Glen Ison, the new representative for the City. New County Commissioner Larry Dennison was also introduced to the Board members. Approval of Minutes: approved as corrected by motion Commissioner Dennison. The minutes of September 19, 1984 were of Commissioner Pitts, seconded by NURSING DIRECTOR REPORT: Gretchen Gephart, D.O.N. submitted the Quarterly Report ot Nursing Service. for July through September and the Monthly Report for September making note that 2,065 people had he en served in person by the nurses in. September. HEALTH OFFICER REPORT: Dr. Fischnaller reported that he had attended the State Health Otticer's annual meeting where reports from the various levels of the State Health office were given and a discussion of t'ie Statewide Health Plan, developed by the Health Systems Agency was conducted. ENVIRONMENTAL HEALTH DIRECTOR: Randy Durant made note of a letter for the Department ot Ecology regarding the identification of Historical Hazardous Waste Sites. DOE is attempting to compile a list of such sites and currently lists three sites in Jefferson County: 1) Olympic Testing Labs in Quilcene, 2) Railroad Right-of-way near Discovery Bay and 3) Indian Island. The Environmental Health Section activities report for September was reviewed by Randy with the following items being mentioned: * Other Field Work-~- visits made for services where no fee :i5 charged. * There were less food service inspectioreand more emphasis was put on making final septic tank inspections. Minutes, October 17, 1984 Health Board Page 2: * $1,262 morein revenue than budgeted for the nine months, ending in September. * A Botulism in canned foods seminar was presented in cooperation with the Health Department Nursing staff and County Cooperative Extension. * Complaints received and followed up on: garbage, a dead cow, a privy tooclose to a well and three dog bites. * Some involvement with a change in the State rules on swimming pools which are now being called water contact facilities to allow regulation of more types of pools. Site Inspection; Harry Hubbard: Commissioner JohnPitts re- ported thatlne and Randy Durantl1ad inspected Mr. Hubbard's property in Quilcene and that he had reported their findings to Mr. Hubbard by phone. Mr. Hubbard will be contacting a soil engineer and Randy Durant in the near future. Food Service Audit: The County was audited in January by the Food Protection Audit Program of the Department of Social and Health Services to evaluate the effectiveness of the Health Department in ful- filling their responsibility for the State Board of Health regulations Chapter 248-84 WAC - Food Service Sanitation. A similar audit was conducted ten years ago, Randy Durant reported when he presented the final audit report and a summary sheet. He made note of the following. i, The administrative review was conducted with Randy Durant and was given a score of 80, which is in the "good" range. * Of the 120 food establishments in Jefferson County. 53 are considered "High risk" type establishments which means they are restaurant facilities which have comprehensive menus, complex food preparation and/or a high food volume. 23 "High Risk" facilities were surveyed. Environ- mental Health Specialist, John Eliasson accompanied the auditor to the food establishments surveyed. ,,< The establishment survey was done on the new State approved "Red/Blue"Inspection Form. This form puts emphasis, in the red section, on those items that have proven to be directly responsible for the occurrence of foodborne disease outbreaks, such as: Foods protected from cross-contamination; Foods protected from contamination by workers; Foods protected from contamination by other sources; temperature control - proper cooling and refrigeration, hot holding and adequate cooking and re- heating. The "Blue" items cover items which may indirectly cause foodborne outbreaks or relate to general community hygiene, such as: Food protection; Hygiene and activities of food workers; Cleaning, washing and sanitizing equipment; sanitary facilities garbage disposal; Insect and rodent control and Construction and maintenance of physical facilities. Minutes, October 17, 1984 Health Board Page 3: * This new form is a better educational tool than the previous form Randy reported that DSHS feels the Health Department is meeting its overall responsibility and made the following recommendations: * Adopt an amended Food sanitation Ordinance to bring the County in compliance with the new State regulations. * Do more regular and frequent inspectiornand follow ups. * Need a program with food service handlers and operators to bring them up to date on sanitation regulations. Revision of Jefferson County Ordinance 2-77 rei Food Service Sanitation: The purpose ot the changes suggested tor the revision ot Ordinance No. 2-77 is to bring the County Ordinance up to date with State Regulations. Some of the changes are: * Temporary food service establishment must make application ten days prior to scheduled date of operation. * Hazard Point Scores - designates use of the new Red/Blue form. Fee for a reinspection due to point total of red items. * Using the 1976 Edition of the Food Service Manual is adopted by reference. The Prosecuting Attorney has approved this revised Ordinance as to form and the State (DSHS) has approved the changes. Randy asked that the Board set a hearing date to allow the proper publication time and adoption of the Ordinance by January 1, 1985. MEETING ADJOURNED: JEFFERSON COUNTY BOARD OF HEALTH B.G.
