The purpose of this memo is to provide a summary of the construction sequence which may occur for
The Reserve at Discovery Bay. Construction will be completed in three phases and will allow for
selected divisions (neighborhoods) to attain final plat incrementally as the required infrastructure is
completed. Please refer to attached figure that shows the three proposed phases.
Briefly, the construction of the five residential divisions would follow this general phasing: beginning
with The Ridge, followed subsequently by The Meadows and Lily Pond, finishing with The Highlands,
and The Woodlands.
In general, the SEPA conditions will be completed prior to final plat of any neighborhood. Details of
the wetland mitigation plan, such as plant size/type, densities, mortality rates, etc., will be submitted
and approved prior to The Ridge (phase one) receiving final plat designation. Implementation of said
mitigation plan shall coincide with the construction of phase two, when actual impact occurs.
The bus shelter for Jefferson County Transit shall be completed as soon as possible. However, if
transit service is unavailable for some time, completion shall occur once a route is in place to service
residents and patrons of Discovery Bay.
Proposed Construction Sequence
1. Phase One
· The Ridge residential division, including required sanitary sewer and water utilities
serving lots 1-12
· Completed portion of Lawrence Road through The Ridge Division
· Pedestrian trail (this includes the lower portion of loop trail originating at the project
entrance along Cape George Road and all segments of The Larry Scott Memorial
trail occurring on property therefore creating a complete trail connection between
Cape George and South Discovery Roads)
· Bus stop if transit service is available or if required at this time by Jefferson County

2. Phase Two
· The Meadows (Part A, 7 lots), including required sanitary sewer and water utilities
serving lots 1-7
· Completion of Hutson Road
· Lily Pond residential division, including required sanitary sewer and water utilities to
service lots 1-6
· Construction of Bonnie Lane
· Completion of pedestrian trail along South Discovery Road frontage
· Wetland buffer mitigation implemented in areas impacted by construction of required
infrastructure (Le. roadway construction and utility installation)
3. Phase Three
· The Woodlands residential division, including required sanitary sewer and water
utilities to service lots 1-6
· Extension of upper pedestrian loop trail to limits of Woodlands division
· Completion of Lawrence Road up to Ernst Lane
· Completion of Ernst Lane
· The Highlands residential division, including all required sanitary sewer and water
utilities serving lots 1-14
· Completion of Lawrence Road
. The Meadows (Part B, 3 lots), including all required sanitary sewer and water
utilities to service lots 8-10
. Drainfield expansion (Area B)
. Completion of emergency road connector
· Completion of upper pedestrian loop trail through The Highlands and down
emergency road connector
