Chairman Brown called the meeting to order. All members were present.
MINUTES: Commissioner Pitts moved to approve the minutes of February 16,
l~b5 as presented. Commissioner O'Meara seconded the motion. Unanimous.
W.I:C,(WELL CHILD CLINICS: Phyllis Bee introduced Jeanne Hibbard, who
brietly reviewed.each at these programs. She provided pamphlets (attach-
ment 1) which define services and eligibility.
The W.I.C. Program, which is Federally funded, presently serves 140 clients
in Jefferson County. Each client receives $30.00 worth of specific foods
each month. Although many women and children in the County would qualify
for this nutrition program, many of them do not take advantage of it.
Well child clinics, for which there are no eligibility limitations, have
increased from 12 per year to 96 per year, and are very well attended.
NURSING DIRECTOR REPORT: Mrs. Bee provided her written report (attach-
ment 2) tor rebruary, 1~83. She also reported that she will be meeting
with State representatives next week to discuss family planning and how
family planning services might be increased for Jefferson County.
PROPOSED SEWER SYSTEM, HADLOCK: Gael Stuart read several letters regarding
this matter into the minutes.
The first letter, from PUD Manager Richard Kint to the Board of Commissioners
(attachment 3), transmitted a lab report on surface water samples taken in
the Hadlock area and requested that the Board take appropriate action to
determine whether a health hazard exists. A letter from John R. Hansen
(attachment 4) transmitted a second lab report, also on arrface water samples,
and requested a detailed study in the area to determine whether a health
hazard exists. Randy Durant's response to the PUD (attachment 5) was read
and discussed.
Dr. Fischnaller stated that both fecal coliform and fecal streptococcus,
the presence of which were confirmed in the lab reports, are present in
animals as well as humans, and therefore would be expected to be present in

any surface water sample. Further extensive testing would be required to
determine whether these contaminants are from human sources, Conditions
which would indicate the need for such testing would be a high number of
septic system failures in the area, contamination of potable water sources,
and contamination of the Bay.
Mr, Durant stated that septic system failures are extremely low in this
area due to the high permeability of the soil. Although this permeability
could, with further heavy development in the area and the installation of
many septic systems, facilitate rapid percolation which could conceivably
contaminate potable water sources, this is not a problem at this time, Two
community wells in the area which serve a public water system are tested
monthly by the City of Port Townsend, and no contamination has been found.
The Bay was tested last summer by the Department of Social and Health
Services, as part of the shellfish monitoring, and no sewage contamination

Dr. Fischnaller and Mr. Durant were in agreement that there are no indi-
cations that any health hazard exists, and that there are no conditions
which call for further testing,
In response to Commissioner Brown, Mr. Durant stated that a complete evalua-
tion would entail a door-to-door survey to locate any septic system failures
or other indications of problems (it was agreed that this procedure could
meet with resistance by residents), followed by extensive testing for
phosphates and nitrates (which would indicate septic system failure contam-
ination) in areas where failures have occurred. Although a non-professional
could conduct the survey, given specific criteria by the Health Department,
current staff could not undertake this extensive project.
Responsibility for conducting such an evaluation was defined by Dr.
Fischnaller: If there is a suspected health hazard (which there is not at
this time), it is imperative that the Health Officer implement an evaluation
procedure, obtaining a court order if necessary. If no health hazard is
suspected, septic system inspection could be done only on a voluntary basis,
and the County has no responsibility for conducting an evaluation,
Commissioner O'Meara made a motion that, inasmuch as there are no indications
of a health hazard, no further investigation is to be made by the Health
Department and Dr. Fischnaller is to so advise the PUD. Commissioner Pitts
seconded the motion. Unanimous.

Mr, Durant reported that he had received a Public Health Hazard Evaluation
questionnaire from the Department of Ecology which they will use in pro-
cessing a grant application made by the PUD for funding of development of
a sewer plan for the Hadlock area, Mr. Stuart read the DOE letter and a
description of the proposed project from the grant preapplication (attach-
ment 6), The questionnaire will be completed and returned.

and the p~rsonalities involved, which have caused conflict and hard feelings,
it was their opinion that most residents of the area would be in favor of a
sewer system if the financial burden were not so great. Unless some type of
grant is obtained, which is not likely, the full cost will be borne by
current residents, Much of the area which this proposed system would serve
is currently raw land and, as the proposal now stands, owners of the un-
developed land would not be assessed for the system. They presented figures
and recounted information received from other sewer districts regarding
cost of installation and operation which indicate that a monthly charge in
excess of $30.00 per month per current resident would be required. It is
their contention that, when the area is further developed and the cost of a
sewer system could be distributed among more households, the proposal would
be more feasible.
AGREEMENT AMENDMENT: ALTON SWANSON ILLEGAL SEPTIC/HOLDING TANK INSTALLATION:
A letter tram Mr, Swanson (attachment 7) objecting to the $90,00 charge tor
1983 for monitoring of his holding tank was received. Mr, Swanson was per-
mitted to disconnect an illegally installed ~eptic system and use the tank
for a holding tank on his Marrowstone property, after signing an agreement
which stipulated, as one condition, that the Health Department would perform
periodic inspections for which Mr, Swanson is to be charged, yearly, one-
and-a-half times the established fee for a site evaluation. Following dis-
cussion, Commissioner O'Meara seconded Commissioner Pitts' motion to amend
the agreement to set a flat fee of $60,00 per year for 1983 and 1984, with
the fee to be reviewed and re-established in line with current costs every
two years thereafter. Unanimous.
WELL, QUILCENE LITTLE LEAGUE PARK: Mr. Durant reported that his letter to
the adjacent property-owner (attachment 8) requesting a restrictive covenant
that would facilitate a variance by the Department of Social and Health
Services to the 100 foot well radius has been mailed to two different
addresses and been returned as undeliverable. He has been unable to obtain
a current address. Therefore, the Board instructed him to inform DSHS of
the situation and request that they grant a variance without the restrictive
covenant.
APPROVAL OF AMENDMENTS TO ORDINANCE NO. 2-77: A memo from DSHS (attachment
9) was received, contirming and making binding, the former approval given
by Dr, Beare, Division of Health, to those amendmenffi accomplished by Ordi-
nance No. 1-83,
UPDATE, McCONNACHIE AND LAWS SEPTIC SYSTEMS: Mr, Durant reported that no
design plans have been subm~tted tor e~ther of these systems. Separate
actions taken by the Board on February 16, 1983 stipulated submission and
approval of plans for both these systems prior to work commencing,
GARDEN COURT APARTMENTS ON-SITE SEWAGE DISPOSAL t1ANAGEMENT AGREEMENT:
Jimmie Cotton has the agreement and the only change he requested was that
he sign the contract himself rather than on behalf of Jimmie Cotton Enter-
prises,

complaints about failing systems along Columbia Street had been received by
the Health Department, as he has received complaints himself. Mr. Durant
said no complaints have been received at this time.
ENVIRONMENTAL HEALTH REPORT: In reviewing the written report for February,
1983 (attachment 10), it was noted that the number of septic permits issued
is higher than a year ago. Mr, Durant stated that Discovery Bay is still
closed for butter clams, but open for little necks,

Dear Bud,
I raise again the issue of the presence (or absence) of a health
hazard in downtown Hadlock. You Codrnissioners may well have inter-
preted the decision by the PUD Corrmissioners to end the study of
the Hadlock sewer as an indication of the end of their cOncern
over this matter,
At the last regular meeting of the PUD there was general agree-
ment arrDng the Commissioners that they would like to have the
question pursued. It is possible that the existence of a health
hazard could impact on the present financial infeasibility. Beyond
that it was mentioned that rumors were heard from time to time
about failing drainage fields, limited business activity because of
m~ipal drain fields and surreptitious modifications to drain fields.
The corrmissioners therefore request that you take whatever action you
believe appropriate to lay this matter to rest once and for all. If
there is something the PUD can do to assist, please let us know. For
your information and perhaps assistance, a copy of another lab report
is attached. This was seen by the PUD Commissioners for the first
time at the Hadlock sewer hearing on February 24. I have al"lo sent
a copy to Randy Durant, but have not talked with him about it.

Gentlemen:
The recent decision by the Public utility District Commissioners to
not proceed with the Hadlock sewer project appears to have teminateci
any further action, reportedly because or cost and non-availabllity or
rinancial assistance from either the state 01" Federal governments.
I do not. question thdr decision, however, one most important
aspect. was not, 1."'1 my opinion, considered. Specifically; the health
hallard. Health considers tions are probably outside ot t.he PlIO area ot
responsibility but they are definitely within the scop. ot considerations
requiring .,vl!luation by the COlUlty.
Mr. Purant advised that he is understaffed and not able to provide
the detailed t.tschnical analyses to determine if. in fact., a healt.h hazard
is present ~ the Hadlock.- Irondale-Ch:iJllacUlll cOlllplex.
Two re~rtsare enclosed for your consideration. They indicate,
based on the data presented, that. a health hazard could exist 1<lhich
ll()\\ld, in turn, impact adversely on all residenl;.ial and commercial sites
located in the area. The possibility ot being shut down for health
reasons WDuld have a serious financial iJDpact on me and negate a sub-
sulntial investment I have made in the Hadlocjt area. I am sure that
others would be equally atfected. .
It is recommended that a detailed study of the area be conducted
by a tully qualified agency to detennine if such a hazard exists. It
this should come to pass, then it would appear to me that you, as
Comn1issioners of this county. llDuld have a responsibility to seek, on
an emergency basis, funding to correct such a proDJ.em. .

Dear Mr. Kint:
As per your request of February 22, 1983, I have reviewed the lab report from
Laucks Testing Laboratories,. Inc. for Fecal Streptococcus'. This. -report was
marked IIpresUI:1ptive results,. no confirmation tests' performed". I have d.iscuss-
ed the results with a representative of the State Lab at Smith Tower and with
our District Engineer at DSES. This test and the results are not conclusive and
cannot be interpreted as sufficient evidence of a public health problem. This
is not to say there may not be specific instances of failing sewage disposal
systems or potential for such problems to occur.
Fecal Streptococcus is present in animals and man. If you wish to determine if
there is significant human sources of pollution, based on Fecal Streptococcus,
further and more specific testing would be necessary. I am advised one test in-
cludes speciation of the bacteria to determine the presence of human Fecal Strep-
tococcus versus animal Fecal Streptococcus. Another test is a "ratio test" of
Fecal Coliform to Fecal Streptococcus. Any tests performed should follow proper
controls in s~pling, handling of samples and testing.
If the PUD Board wishes to identify public health concerns and how significant
they may be, testing for other sewage parameters should also be performed. In-
cluded would be identification of any actual failing sewage disposal systems and
past history of such failures. Review of potential ground water and surface water
pollution should also be done.

~ent of Ecology and DSHS Water Supplies and WAste Section.

The Hadlock sewer plan proposal is as depicted on the accarq:>anying base map and
feasibility study. It will serve scme 170 businesses and residences, including the
present retail business core (about 70 acres) and rmdeveloped or little developed Ian ,
about 80 acres of which is waterfront on the south end of Port TcMnsend Bay. The con
cept is for lagoon treabrent and then spray disposal of the effluent on forest land
which belongs to the County. The first cut costs, prepared by consultant!;;, are nearl
$2.5 M, were the entire system including treatment to be built. There are a number
of user sub-systems to provide for growth and sub-system develofXTlE'Ilt over time.
The Jefferson County Canprehensive Plan calls for sewering the current business
area and for the orderly developnent of a radiating business core,rather than for
strip developnent along the highway. In point of fact, it is the only other retail
area, aside frcm Port TcMnsend, in the county of any real significance, with over 30
businesses presently in place. The area is served by a public water system operated
by the City of Port TcMnsend, dependent pr:i11arily on the Olyrrpic Gravity Water System
(surface water fran the Quilcene Rivers) augrcented by t= area wells. This avail-
ability of public water and the generally available good land for individual septic
systems (mch of which is near, but outside of the business core) has made this area't)

The bulk of the 80 acres of developrent land on the water is prilre waterfront
and has very Poor soil penreability. While the current state of the econany is
apparently holding back the few developers wlx> control this land, they indicate a
willingness,if this proposed public sewer plan fails, to undertake septic treatment
of the waterfront perilreter. There are nearly 400 connections planned in the fonn
of rrotel/resort facilities and condaniniums on 50 of these acres. What is planned
for the remainder is not known.
Health problems at tIus stage are apparently undocumented as such, and exist only
as the usual staterrents about septic orders here and there. HCMever, if the growth
continues at the present rate, it is only a matter of time, perhaps a short tilre, until
a health problem will be created.
To sum up, public sewer and orderly retail growth tied thereto is a key part of
the County land use plan. Jefferson County with its dramatic beauty and limited popu_
lation will inevitably face the sane problems rrore densely populated areas now are
encountering. Without a sewer, strip carrnercial developrent will ensue as will a large
capacity ccmrercial septic system. All concerned would like very much to head off the
obvious problems which are about to develop.
A canprehensive sewer plan for the drainage basin has been prepared and is now
awaiting review in the office of our OOE District Engineer.
