All members were present when Chairman Brown called the meeting to order.
MINUTES: Commissioner Pitts seconded Commissioner O'Meara's motion to
approve the minutes of the March 16, 1983 meeting. Unanimous.
CHILD DEVELOPMENT/DEVELOPMENTAL DISABILITIES PROGRAM: Mary Tudor explained
that this program, started in 19/9, ~nvolves children from birth to three
years of age who are handicapped o~ who are developmentally delayed for any
reason (premature birth, early hospitalization, poor environment, etc.).
The primary goal of the program is to help these children reach optimal
development, with heavy emphasis on supporting and educating the family to
assist in the process, as well as facilitating treatment and services which
may be available through other agencies such as U.W. Children's Orthopedic.
There are no specific eligibility requirements, and referrals are made by
doctors, concerned individuals, and well child clinic personnel.
ServiCes begin with a complete assessment of the child, with individually
tailored services to follow as indicated. With this early intervention,
many children will not require any special programs after the age of three,
as the disabilities will be overcome. Those children who continue to need
special programs move on to special education nursery schools .nd public
schools, and eventually to sheltered workshops such as Bayshore.
Last year, 25-30 percent of the newborns in the County were assessed, which
was higher than expected. The caseload fluctuates, with an average of
twenty children in the program at one time. The incidence of developmental
disabilities in Jefferson County is lower than the State average, although
there is no known cause/effect to explain the lower average.
NURSING DIRECTOR REPORT: Phyllis Bee submitted her written report for
March, 19t13 (attachment 1), noting that the client load remains consistent.
She also reported that the State is initiating a screening program for
hepatitis B in employees and clients in group homes. Blood samples will be
taken from approximately 100 individuals in Jefferson County, with samples
submitted to the State laboratory for processing. Dr. Fischnaller said
that, since hospital personnel have been vaccinated for hepatitis Band

Health Department personnel have not, he will check with the hospital to
see if they nill...!1raw the blood samples.
CORRESPONDENCE: The following letters were reviewed by the Board without
comment:
Possible Health Hazard, Hadlock: Dr. Fischnaller's letter to the PUD
Manager stated the Board's decision of March 16, 1983 regarding further
testing in the Hadlock area as it relates to the proposed sewer
(attachment 2).
Amendment to Swanson Agreement: Mr. Durant's letter to the Prosecuting
Attorney detined the amendments approved by the Board on March 16, 1983
(attachment 3).
Ocean Grove Water System: Mr. Durant's letter to the Lot Owners' Associ-
ation contirmed the tact that sewage disposal permits for new construction
will not be issued until DSHS approves the water source (attachment 4).
Waiver for Quilcene Little League Park Well: This DSHS letter approved
a waiver to the lOO-toot control radius tor this well (attachment 5).
VARIANCE; KING ARTHUR'S TOO: It was noted that a variance to Ordinance No.
2 77, Section 4.1a was granted, permitting operation of this retail seafood
market with only one restroom facility, at the regular meeting of the Board
of Commissioners on March 28, 1983 (documents: attachment 6).
FAMILY PLANNING PROGRAM: Gael Stuart reported Jefferson County will not be
served by the Clallam-Jefferson County Family Planning Program after
January 1, 1984, and that those involved locally have approached the Health
Department about assuming this program. He offered three major reasons for
the Health Department not to incorporate family planning into their services:
l)The maximum anticipated State funding, for which a complicated grant
application must be submitted by May 1, 1983, would be $5,950-6,150 per year.
Additional professional and clerical staff required to operate the program
and operating expenses would necessitate a commitment of approximately
$10,000 per year by the County. In addition, equipment and office and
treatment facilities would be needed. 2)Federal and State regulations
stipulate a minimum of 400 client,s served per year in order to qualify for
funding. The highest number served in Jefferson County in a year has been
220. An extensive outreach and education program would be required to meet
the 400 minimum, and if it is not met, funding would be withdrawn within a
couple of years. 3)Requirements for licenses, taxes, record-keeping, and
purchase of equipment would require approximately $5,000 up front.
Following discussion, Commissioner Pitts made a motion not to submit a
grant application, but to explore alternatives for providing education in
the County. Commissioner Brown seconded the motion. Unanimous. Dr.
Fischnaller will discuss the matter at the next meeting of the medical
community to see what services they might offer.

APPEAL, SEWAGE DISPOSAL PERMIT; VICTOR SMITH: Stan Johnston represented
Mr. Smith in, this; appeal regarding the tact that a sewage disposal permit
was not approved Tor lot 9 at Paradise Cove. Herb Wymer, Harold Haanes,
and Bill Duesing were also present for the discussion. (Documents:
attachment 7) The permit was not approved for three reasons: l)~o plot
plan was submitted with the application. However, Mr. Johnston presented
a plot plan at this meeting. 2)The lot size is inadequate for a two-
bedroom frame structure. 3)There is no approved water supply for the lot.
The water issue was addressed first. There is a water system with seven
to ten existing taps serving other lots in this plat, and the owners of
the system are willing to provide water to lot 9. However, the system has
not been inspected and approved by the Department of Social and Health
Services, and, therefore, is not recognized as meeting the WAC requirement
for an approved water source to the lot. There was lengthy discussion
regarding this water source, and the Board recommended to Mr. Wymer and
Mr. Haanes, both of whom are using the system, that those using the system
make application to DSHS for approval of the system as a public water
supply in order to facilitate new taps being accepted for septic and
building permits and in order to protect the rights to the water source.
As a matter of policy, Jefferson County has approved residences on lots
which were smaller than the lot size required by the State for a house and
septic system with the stipulation that the residence be a mobile home or
recreational vehicle, rather than a frame structure. This lot is slightly
less than 7,000 square feet, and this policy would therefore apply. Mr.
Smith's application specified a frame house.
Following lengthy discussion, which included a repetition of frustrations
experienced because site evaluations can be misleading and the reasonable-
ness of requiring a mobile home be used on a small lot so that it could be
removed should the septic system fail, as well as the issues at hand, each
of the Commissioners, separately, told Mr. Durant that they approve con-
struction of a frame structure on lot 9 providing other requirements are
met. Commissioner O'Meara made a motion to approve issuance of the septic
permit, contingent on other Health Department requirements being met, with
the existing, unapproved public well being accepted as the water source
for this lot. Commissioner Pitts seconded the motion. Unanimous.
Mr. Durant requested a meeting of the Board and staff to further discuss
policies regarding frame structures on small lots and approval of septic
permits without an approved water source, and the Board agreed. It was
noted that since it must be an open meeting, it would be preferable to
have the meeting in the Commissioners' chambers during a regular Board of
Commissioners meeting.
ENVIRONMENTAL HEALTH DIRECTOR REPORT: The written report for March, 1983
(attachment 8) was presented.
SURPLUS RECORDER/TRANSCRIBER EQUIPMENT: Mr. Stuart noted that, with the
transter ot the Home Health Program to the hospital, three recorders and
one transcriber are no longer being used. He will check to see if the

hospital is interested in purchasing the equipment. Chairman Brown said
some other Count~ department might be able to use the equipment also.
EFFECTS OF HERBICIDES: Commissioner Pitts asked Dr. Fischnaller to pro-
vide any available information regarding the effects of aerial spraying,
and about the possibility of monitoring hospital emergency room and
admissions immediately after spraying to see if there is an increase in
convulsions, pregnancy complications, etc. There was brief discussion,
and Dr. Fischnaller will follow-up. Mr. Durant will contact Lynden Baum,
who is familiar with spraying in Jefferson County and can supply some
background and information,

Dear Mister Kint:
This morning at the regular meeting of the Board of Health there was a
full and searching discussion of the concern expressed in your letter to
Bud O'Meara of Parch 9th. I was instructed to write to you about it.
The only pertinent data we have at present are the water sample reports
showing fecal streptococci. We were not aware of the source of all of
these and we hope none were drinking water.
Fecal strep occur in the bO'Wels of most 'In;:nmn;:als including man... Various
species of streptococci occur primarily or exclusively in man and deter-
mination of the specific organisms found may show whether they are in fact
of human origin... Since there are many species known and some not yet
identified. you can see that speciation can be difficult. The findings
in tbe reported samples really give us no helpful information and do not
indicate a health hazard.
There may well be more failing septic systems in the Hadlock area. In the
case of tbose known t:o 'us;, tbe owners have been asked to effect repairs...

examine systems is doubtfu1 ~ess we bave clear indication of failure...
It seems to us that a study of this problem should begin with some sort
of survey of septic systems and testing of 1ii1el1s with a view to assessing
any possible public health hazard. Although this department cannot offer
to do this for you, ye would be most interested in conferring with ~hose
doing the work and would help in any way we could. Ideal would be some
arrangement witb the State Public Health Laboratories to do tbe bacteriology,

Re: Amendment of agreement between Jefferson County Board of Health and Mr. and
Mrs. Alton Swanson (enclosed).
The Board wishes to amend Section 6 "Annual Fee". After the proposed amend-
ment change Sec. 6, paragraph (1) would read:
(6) Annual Fee
"Swansons shall pay an annual fee to the County in 1983 and 1984
of sixty dollars ($60.00) per year. The fee will he reviewed at the end of
19B4 and an equitable fee level will be established by the County Board of
Health for future years. These payments are to reimburse the County for
inspection services which will be required on a continuing basis. .
Your review and preparation of the amendment for signing by the Board and
Mr. and Mrs. Swanson is requested. Enclosed also is a copy of Mr. Swanson's
letter of February 26. 1983 so I presume this change will be acceptable to
Mr. and Mrs. Swanson.

RE: Ocean Grove Water System
In answer to your letter of March 16, Jefferson County is not
currently issuing sewage disposal permits for new construction at
Ocean Grove. As you are aware, this action is based on the letter
from J. C. Kennedy, District Engineer of the Water Supply & Waste
Section, Health Services Division of DSHS, dated Sept. 15, 1982.
At such time this office is informed by the Department of Social
and Health Services of a change in status of the situation, sewage
disposal permit applications will than be reviewed, based on
individual site conditions.
I hope I have answered your questions, and hope you are able to
resolve the water source problem.

Dear Mr. Durant:
Upon examining the well log and plot plan for the above mentioned project and
per our telephone conversations, we will grant a waiver to the shape of the
one-hundred foot control radius for the well per state regulation WAC 248-54-
660(2) (a). This waiver. however. will be conditional to the following require-
ment: Bacteriological sampling shall be done at a rate of one per month during
the period of time that the field is used for organized activities and water
is being used for any reason at all.

I am submitting this letter to the Jefferson County
Board of Health to request a vari&~ce from Jefferson County
Ordin&~ce 2-77, Section 4.1a, re~uiring toilet facilities
for ea~h sex in all food service establishments.
I make this appeal based upon Section 7.3, which permits
a waiver of any section of t'is ordinance if it causes a
hardship on the operator and it can be shown that no health
hazard will result. We are not offering any food service to
the public, since we are strictly a retail outlet selling
Seafoods that have been processed by approved companies, (Booth
Fis~, Wasb~ Fish and eyster, Coast Oyster, Etc.) tbe use of the
rpstroom would be to the one employee working in the shop. ne
already have one Store in Sa~uim, and the restro~ms there are
not available for public use, much the same as a grocery store
or a meat narket. ~e feel one .restroom is adeouate and the
construction of an additional restroom would cause undue
hardship on us.

located at 2205 Sims Way.
