All other members were present when Chairman Brown called the meeting tb order. MINUTES: Commissioner O'Meara moved to approve the minutes for the meeting ot April 20, 1983. Commissioner Pitts seconded the motion. Unanimous. NEWBORN AND WELL CHILD CLINIC SCREENING: Charleta Handly reviewed the screening programs, wnich identity health and developmental problems in new- borns and young children and provide information for the parents. Packets containing Health Department pamphlets and an invitation to utilize services are distributed to new mothers in the local hospital. Ms. Handly follows up with a phone call, making a home visit if indicated. ~hese visits, geared to the individual mother's concerns, take approximately l~ hours. Occasionally, a second visit is made. At the well child clinics, Ms. Handly gives the Denver Developmental Screening Test (attachment 1) prior to the physical examination. This test evaluates four areas of development. If indicated, follow-up testing and/or referral to the Developmental Disabilities Program or other sDecialists is done. Results of the test are also sent to the family physici~n, Gael Stuart commented that this is a cost-effective program in terms of pre- vention. He also noted that Ms. Handly has been nominated to serve on the State Board of Nurses, a tribute to her ability and interest. Nursing Director Renort: Phyllis Bee's 'rIritten report (attachment 2) for Apr~l, 19~j was submitted. She reported that another outreach program is being conducted to attract clients for the WIC Program, which is operating below capacity. Commissioner Pitts reported that the Health Planning Agency has allocated some funds for publicizing the WIC pi-oii-am, but-It wa-s- generally agreed that lack of publicity is not the problem. Ms. Bee noted that hearing and vision screening in the schools was done by trained volunteers. State mandated screening for scoliosis was done by P.E. teachers in the County schools and by a nurse under contract to the school district in the City schools. Bealth Board, May 18, 1983 Page 2 PROFESSIONAL SERVICES AGREEMENT, WEST END: The agreement with Clallam County (attachment 3) for an Environmental Health Specialist and a Public Health Nurse to provide services in western Jefferson County was approved and signed on the motion by Commissioner Pitts, seconded by Commissioner O'Meara. Unanimous. SURPLUS RECORDERS/TRANSCRIBERS: Mr. Stuart reported that, after further investigation, it does not appear to be cost effective to sell this equip- ment which was discussed at the last meeting. Therefore, it will remain in the Department as spare equipment and will be available for loan to other County departments. FAMILY PLANNING SERVICES: Following discussion at the last meeting, Commis- sioner Pitts, Dr. Fischnaller and Mrs. Bee approached the medical personnel, during their monthly meeting, about providing family planning services. The doctors and nurse practicioner indicated that they would be willing to pro- vide education in the schools and felt that medical services and educational services for adults could be provided in private practice. Commissioner Pitts stated that the current Family Planning Clinic has shown an increase in the number of clients under the new manager, and suggested that their "track record" be reviewed and service needs reassessed during the budget process for 1984. HERBICIDE 2-4-D: Dr. Fischnaller reported that he was assured by Al Robbins, Director ot the State Health Department Pesticide Laboratory, that there is no evidence of any physical problems in humans due to spraying of 2-4-D. ENVIRONMENTAL HEALTH DIRECTOR REPORT: The written report for April, 1983 (attachment 4) was reviewed by the Board. Mr. Stuart noted that there has been a noticeable increase in the number of site evaluations. MEETING ADJOURNED: The next regular meeting will be on June 15, 1983. Pi ffachrnenr Z . This agreement is made and entered into between the Jefferson County Department of Health (Department) and Clallam County (Contractor). This agreement became effective January 1, 1983 and was set into writing March 17, 1983. WITNESSETH WHEREAS, The Department is in need of an Environmental Health Specialist and Public Health Nurse to provide service to the western end of Jefferson County and~ WHEREAS, at the present time, the Department is unable to provide these services from a full time member of it's staff, and, vlHEREAS, the Contractor is prepared and willing to assume the responsibility as set forth in this agreement: IT IS AGREED BETWEEN BOTH PARTIES AS NAlffiD HEREIN AS FOLLOWS: I. The Contractor shall perform the following specific duties: NURSING A. Visit Queets-Clearwater area maximum of 1 day, 2 times per month (including travel). 1. Approximately half of the time to be spent in the Queets- Clearwater school carrying out school nurse responsibility during the school year. 2. Approximately half of the time spent in making home visits to the community to follow-up on school health problems, visit persons with chronic diseases, provide for communicable disease control, and provide health education for mothers and infants. 3. Office time: Answering phone calls, record keeping, patient visits and preparation for school and home calls. ENVIRONMENTAL HEALTH A. Work in the area for a maximum of 15 days per year plus travel to provide the following services: 1. Food Establishment inspection (3 times per year). 2. Solid Waste complaints investigations and inspection of facili ties. AGREEMENT BETWEEN JEFFERSON COUNTY HEALTH DEPARTMENT AND CLALLAM COUNTY Page 2. 3. Public Water Supplies-inspection, planning and sampling. 4. Sewage-inspection and approval of on-site systems. II. For said services rendered under this agreement, the department shall pay to the contractor the following amounts: A. Health Nurse Service: $19.80 per hour to a maximum of $4,198.00. B. Environmental Health Service: $31,25 per hour to a maximum of $2,969.00, C. Travel: Mileage will be paid at the established rate in effect in Clallam County during the term of this contract. Total mileage shall not exceed 3,000 miles per year. Ill. Detailed bills will be provided by the contractor on December 1, 1983, PASSED AND ADOPTED THIS d?,1f!!
