called to order by Chairman B. G. Brown.

MINUTES: Commissioner Brown seconded Commissioner Pitts' ,motion
to approve the minutes for the meeting of July 20, 1983. Unanimous.
Authorization to Install a Septic Holding Tank; Warren and Patricia
Olney: Gael Stuart read a letter trom the Olney's, (Attachment 1) dated
August 9, 1983, outlining their problem and experiences to date. Doctor
Fiscnnaller and Randy Durant reviewed the history of the site evaluations
for these lots, noting that a Privy Permit was issued in 1980, for
use as a campsite, after septic tank permit denial, The Olney's are
currently requesting a holding tank permit.
The State Board of Health's Regulation and Policy on holding tan'zs
was read by Randy, which advises that holding tanks should not be used
for a residence and if they are used it should be only in an emergency
or limited use (dump station) situation, Overflows are a problem and
the cost of hauling can be prohibitive to the homeowner. The County
does not have the manpower to police holding tanks.
Of the two holding tanks presently in use in the County, one was an
emergency situation and the other was allowed after the party had it
installed in the face of a septic tank permit denial. The County is
charging for regular inspections of the holding tank.
Triad Associates, an Engineering firm hired by the Olney's reported
by letter dated December 24, 1980 (Attachment 1) that the lots do not
meet the present County requirements for on site sewage disposal and
suggested that the Olney's inquire about alternate methods every year
or so, as the technology in this area is changing rapidly. It was
their opinion that the Olney's only present option for on-site sewage
disposal is the use of a privy.

The Olney's have had this property since 1976 and a curtain drain was
installed just last month. They want to put a one bedroom mobile home
without laundry facilities, on the site for use two or three months
each year. They purchased a third lot (#42) for privacy, realizing
that it would not perc, since the original owner was turned down for
a three bedroom house.
Dr. Fischnaller advised that the Health Department wants to help land-
owners do what they want with their land, but they agree with Triad
Associates on this property. There is not a good way to handle the
situation.
Mrs. Olney stated that they understand the property is not suitable
for a septic system and that's why they want permission for a holding
tank. They are using a privy now, but feel it is a hardship to not
be able to put in a holding tank.
She feels it is discrimination for the State to say that the cost is
prohibitive, since they don't know their financial position. It was
also mentioned to he that there may be trouble getting rid of waste
in Jefferson County, which would be a reason for denial of a holding
tank permit. She advised that she had talked to a man who does take
waste from this area.
Currently, the Olney's have a 19 foot trailer on the site, and they
own a 25 foot motor home which they don't want to drive back and forth
on the ferry. Randy advised that a non-permanent recreational vehicle
could be used with a privy permit.
John Pitts asked if a variance could be given to put a one bedroom
mobile home on the site with a privy. A mobile home requires a building
permit as well as a septic permit and a privy is not considered an
acceptable form of on site sewage disposal for a mobile home, even
though the impact may be no le$or greater for a recreational vehicle
that was occupied year around. It is less likely that a recreational
vehicle would be used as a permanent residence.
The Olney's don't want a mobile home any larger than a recreational
vechicle (maximum 12 x 35 feet) but they do want to leave their 19
foot trailer on the property with the mobile. The property is hooked
up to an approved, pressurized, water system.
A composting privy was suggested by Commissioner Pitts, but Dr. Fischnaller
said there would still be a gray water problem.
Mrs. Olney advised that they would be willing to put up a bond and
contract with a company to dump the holding tank. The contract could
be written in such a way that it would be valid only during their own-
ership of the property and the permit for the holding tank would not
transfer if the property was sold. The Board advised her the County
could not do that.

Commissioner Pitts moved that the Board deny the request for authoriza-
tion to install a septic holding tank, with the suggestion that some
type of privy to accommodate these people for a recreational vehicle
or a small mobile home be taken into consideration. Commissioner Brown
seconded the motion. Dr. Fischnaller again pointed out that there
would still be a problem with gray water and Commissioner Pitts concurred.
Commissioner Brown and Dr. Fischnaller also advised the Olney's that
since the upper lot (#42) was far enough away from the canal, and that
soils change very rapidly in a short distance in this County, it would
be a good idea to try some more perc holes in that area. Mrs. Olney
said she was not very optimistic about that lot. When she inquired
if they could appeal the Health Board's decision to the State she was
told yes.
MINUTES; July 26, 1983 Water System Meetin: Commissioner Brown seconded

Health Board Meeting September 21, 1983: Commissioner Pitts moved
to schedule the next meeting ot the Health Board for September 21,
1983 at the Tri-Area Community Center at 8:30 a.m. The area Realtors
will be invited for discussion of: 1) Site evaluations versus permits,
2) Community water systems. Commissioner Brown seconded the motion.
Gael Stuart will take care of the advertising and letters to all the
area Realtors, inviting them to the meeting.
Charge for Services; Letters to the City of Port Townsend and the
School Districts: Gael Stuart reported that the letters had gone out
to the School Distric~and the City of Port Townsend informing them
of the charge for services of the Health Department. No responses
have been received at this time.
Schedule for Interviews; Environmental Health Specialist: Randy Durant
reported that closing date tor applications tor the Env~ronmental Health
Specialist position vacated by John Haynes (Attachment 2) will be
August 25, 1983. Interviews will be September 8, 1983 before a committee
composed of Gael Stuart, Randy Durant, Dr. Fischnaller and John Pitts.
Geriatrics Screening Pro ram: A letter from the Clallam County
omm~ss~oners ~ce ttac,ment 3) was presented that outlined the
funding for the Two-County Geriatric Screening Program provided by
Clallam County Health Department.
The Area Agency on Aging funds a portion of the screenings, and pre-
sently Clallam County is funding $20.00 for each screening. They are
requesting a contribution from Jefferson County to be able to continue
the program in this area.
Phyllis Bee reported that each screening costs approximately $80.00,
and presented a breakdown of the clinics for 1982 (Attachment 4).
She also suggested that, if the clinics were dropped, a periodic visit
by a Nurse to the Nutrition Center would be a good idea. That visit

and the other clinics that are offered by the Health Department could
provide most of the services the Senior Citizens are getting at these
screenings.
She and Gael Stuart advised that since Jefferson County does not have
any input into the program, and most of the services can be obtained
at free clinics the County presently offers, that Jefferson County
does not participate.
John Pitts moved to have a letter written for the Board's signature
that Jefferson County will not be participating in the Geriatric Screening
Program. Commissioner Brown seconded the motion.
Procedures for replacement of Public Health Nurse, Phyllis Bee: Gael
Stuart requested that the Board set up an Executive Session to discuss
a replacement for Mrs. Bee who will be retiring from her position
effective November 1, 1983 (Attachment 5). In order to allow time
to consider the matter properly September 7, 1983 was set for the Executive
Session.
Nursing Director Report: Mrs. Bee reported that the Flu vaccine is
in and shots will be given as soon as the Consent Forms are received
from the State. She then presented the Monthly Report of Nursing
Service for July (Attachment 6) with the comment that activity was
slow due to summer.
After a discussion of Ascariasis worms, Commissioner Pitts recommended
that a letter be written to the Abundant Life Seed Company and the
Food Co-Op asking them to post a notice to gardeners warning them of
the dangers of using pig manure on their gardens. The eggs from these
worms are found in the soil where pig manure has been used.
Environmental Health Director Report: Randy Durant presented his report
on the activities ot Environmental health Section for July (Attachment
6). July activities had increased compared to July 1982, and revenues
were in the black for the first time this year.
Health Officer Report: Dr. Fischnaller reported that he had attended
a course on Sexually Transmitted Diseases as part of meeting the re-
quirements for his license.
Administrator Report: Letters for the Board's signature will be written
to Mrs. Phyllis Bee and Mr. John Hayes, who are both leaving, Gael
Stuart reported.
The acutal revenue figure of $67,106.67 was not reflected on the financial
report because some monies arrived after the report was made out.
This puts actual revenues ahead of budgeted revenues.
Mr. Stuart went on to express some concerns about the 1984 budget.
He reported that the Health Department budget growth has been the smallest
of any department in the County -- purposely. If cuts have to be made
in 1984, programs would have to be cut. He emphasized that the sooner
he knows what will have to be done the sooner he can make plans for next
year.

Subject:
Request authorization to install a septic
holding tank for a one Dedroom mobil home to
be purchased after authorization is granted.
Gentlemen:
In early 1976 we purchased lots 1 and 2 (tax parcels
7 & 8) of the unrecorded plat of Churchill's Oak Bay
Waterfront Tracts in Section 29, Township 29N, Range IE.
We were told one of the lots had a septic system turned
down for a three bedroom house but a small dwelling would
be allowed. By buying two lots a larger drain field could
be inst-311ed and we should have no problem. Four or five
small pert holes were dug just prior to our purchase and it
was suggested that these holes be dug again in a drier part
of the year for evaluation. This was done with negative
results. Later on it was suggested by friends in the area
that we hire an engineering firm to dig deeper and to write
a report. (see attachment) This was done by Traid and
Associates. Again with a negative result. They also said
that a mound system was out due to the gradient toward the
beach being to great. After spending in excess of $600.00
we realized that a septic system with a drain field was out.
We have spent some thing very close to $30,000.00 on the
orginial lots and a third lot (#42) , that we purchased later.
(see attachment). We think we have the most desiraole lots
in the tract and have looked forward to retirement in 1985
where the two of us could spend two or three months a year in
a one bedroom mobile home without laundry facilities.
At this time we have a local contractor who is in the
process of installing a curtain drain, road and holding tank
for fresh water. If this request is approved the holding
tank will be converted to a waste holding tank when a small
mobile home is on the lots. We thought it would be better to
do the complete package while the contractor was on the job
site.
Since our appearance Defore the County Commissioners on
Monday, August 1st, we have made a number on inquires of
firms in the septic tank business. Among these companies was

Olympic ::Jisposal who serves Jefferson and Clallam Counties.
Thev informed us that it would be no problem to pump a
holding tank for us. They dispose their waste in Port ~ngles.
They agreed to do this at lease once a year and more often
if required. They also told US it would be no problem to
inform your office in writing each and every time the tank
was pumped.
While before the county Commissioners it was brought np
that a septic holding tank was authorized for a new construction
site in Jefferson County (~uilcene Bay). It was also noted
this was allowed do to a hardship situation, with his guarantee
to have it pumped. We, of course, know nothing of the details
but we feel not being able to use our property as we would
like would certainly impose a real hardship on us. We have
no reason to doubt the hardship of the party which was allowed
to install a septic holding tank, but do feel by all rights
we should be allowed to proceed and be placed in the same
catagory. We will guarantee the tank will be pumped out a
minimum of once a year, and would be willing to post a bond
if desired.
We would like it noted that we appreciate the time Nr.
Durant has given us in the past and to memtion the way we
were made to feel at ease before the Count" Commissioners.

Dear Mr. & Mrs. Olney:
Our soils crew conducted an investigation of soils on your property,
lots 1 and 2 Oakbay Tracts, on December 9. Our findings show that
the lot does not meet present requirements of the Jefferson County
Health Department for on-site sewage disposal. Four backhoe soil
logs show mottling at 4,15,24 and 48 inches and water or seeps at 19,
and 48 inches on December 9 and 23. Soils were very consolidated at
19, 21 and 24 inches; regulations require a minimum of 24" of perme-
able original soil. While an interceptor trench in more permeable
soil may have lowered the water table, consolidated soil conditions
limited the perc rate to 22,31 and 40 minutes per inch. Use of a
fill or mound system was ruled out due to the existing 16-17% slope
(12% is the maximum useable slope for a mound system). I also dis-
cussed the possible use of a holding tank with Randy Durant of the
Health Department. Holding tanks are allowed in residential situa-
tions only in the events of system failure (an emergency situation)
or pending the imminent installation of sewers.
It is my opinion that your only present option for on-site sewage
disposal is the use of a privy. I also recommend that you inquire
about alternate methods of sewage disposal every year or so, as
this is a field in which technology is changing rapidly. (changes
in regulations follow more slowly.)

with Clallam County Health Department providing the service.
This program is funded by the Area Agency on Aging, however,
the funding source does not pay the entire cost. Clallam County
is contributing approximately $20 for each screening done.

Re: Geriatric Screening--1982 Statistics
$1,740.85 was given as donations in Jefferson County Clinics by participants.
This money goes to Clallam County, which receives Grant money for the rest of
the costs. The number of clinics was reduced from 48 to 28 clinics per year
doing 231 screenings for 1983 because of cuts in funding and increasing costs.
The clinics provide health screening by nurses to persons over 60 years of age for
Vision (using Snellen eye chart)
Hearing
Blood pressure and pulse
Testing for anemia, glaucoma, some blood chemistry tests i.e. cholesteral,
potassium~ triglycerides, etc.
Height and weight
Pap smears
Counselling on medications, health and nutrition
DT vaccine
Flu vaccine
In 1982 there were 314 screenings done
64 new clients
250 return visits
70 were ages 60-64
164 were ages 65-74
80 were age 75 and over
188 were l~ income clients
From the screening 60 people were referred to their private M.D's, 9 to eye
doctors.
Clinics are held in Gardiner, Port Townsend, Chima cum , Quilcene, and Brinnon.
COMMENTS
Very often when client is referred to PMD because of abnormal findings, he repeats the
test-so the client is charged. Most of the screening done could be provided by M.D.
under insurance, medicare or medicaid. Blood pressure and pulse, height and weight
can be monitered at free clinics in Brinnon, Quilcene, Chimacum, Paradise Bay,
and Port Townsend
Flu vaccine is provided by Health Department at clinics in all areas of the County
and at Health Dept. office.
I do not recommend that the County subsidize Clallam County to provide this service
because I feel that (1) considering our severe budget constraints it is not as
essential as our other programs, (2) the cost of sending people from Port Angeles to
do the service is high, (3) Jefferson County does not have any input into the program
nor provide any supervision, (4) it is a service that can be more efficiently pro-
vided by local physicians and covered by insurance.

I request approval by the Board for my retirement from the position as
Director of Nursing, effective November 1, 1983.
For the past eighteen years, I have been very happy in my employment
with the Olympic Health District and Jefferson County. It was especially
gratifying to ,be involved in setting up the nursing department of our "own"
Jefferson County Health Department in 1978.
The members of the Board of Health have always provided strong support
and encouragement. In the years since we became Jefferson County Health
Department, I have always felt confident of the dedication of the Board in
providing good service to the people of the County. The success we have
achieved is a tribute to the Board.
Dr. Fischnaller has always provided strong direction and support in
the nursing programs. His broad experience in the field of Public Health
and his close relationship with many health officials of the State has
been invaluable.
Our Administrator, Gael Stuart, with his background of outstanding
administrative experience. has provided constant encouragement, support and
direction.
I have enjoyed working cooperatively with the Director of Environmental
Health, Randy Durant. and his staff.
The staff have been very supportive--we are all proud of Jefferson
County Health Department's continuing contribution to the improved health
of the citizens of our County.
