The meeting was called to order by Chairman B.G. Brown at 9:30 a.m. with
all members present, except Gael Stuart.
APPROVAL OF THE MINUTES: Upon the motion of Commissioner Pitts, seconded
by Commissioner Brown the minutes of the September 21, 1983 meeting were
approved as written. Unanimous.
Salvation Army Presentation: Mr. Ellie Madsen and Mr. Carl Main, Field
Representatives at the Northwest Division of the Salvation Army were pre-
sent to honor Phyllis Bee upon here retirement as Public Health Nurse.
The Salvation Army through their "Service Extention" volunteer program
tries to take care of people's needs in tne smaller communities. Mrs. Bee
has served ast;xtension Chairmarl for thi_sprogramin Jefferson County.
Mr. Main then presentedMrs Bee with a plaque commemorating their appre-
ciation of her service to the Salvation Army and the community.

In thanking the Salvation Army, Mrs. Bee noted that the scope of ~"'e 'wl?
given by this organization was not understood by her until she startec
volunteering. Everyone knows about the help given at Christmastime, but
help in emergencies such as fire, and help given with transportation and
food year ,around, is not g~nerally as well known. The residents
of Jefferson County receive help from the SaTvation Army even wben they are
away from home~------- '
Mr. Main finished his presentation by advising the Board that the Army would
be continuing their help and are working to start a program in this area with
the Emergency Services people to meet the needs if a catastrophy situation
should arise.
Mike Hammer; Sewage Disposal Permit on Protection Island: Randy Durant
advised that Mr. Hammer had called to say that he would not be able to attend
the Health Board meeting,mrl tlEProsecuting Attorney was unable to attend

The Board advised Randy that John Raymond, the Prosecuting Attorney, would
be writing a letter to Mr. Hammer explaining the County's position on
the status of his sewage disposal and building permits for Lot 91, Division 1,
on Protection Island.
Family Planning; Funding request: A letter from Teresa Goldsmith, Clinic
Manager ot the Clallam-Jetterson Counties Family Planning Services, request-
ing $500 from the Health Department to help fund the Clinic was discussed.
The Board felt that this is a worthwhile project but concern was expressed
about the current constraints on the County and the Health Department
budgets. No action will be taken until the budget hearings are held to
determine if the County can help. Gael Stuart will write to advise Family
Planning of this delay. Attachment 1.
Employment of a new Environmental Health Specialist: Randy Durant reported
that tive or six people are scheduled tor interviews next Tuesday October
25, 1983. Three of the interviewees have the experience required for the
position. Of those called for interviews, only one has confirmed so far
and none have cancelled.
Request for Variance to Food Ordinance; Susan R. Dover: Randy Durant
read Susan R. Dover's letter requesting a variance trom the Food Ordinance
which requires toilet facilities for each sex in all food service establish-
ments. Her establishment, the "Fish Market" at 333 Benedict, will not be
offering "sit down" dining. Attachment 3.
A variance was granted for Susan Dover before when she operated King Arthur's
Two, Randy advised. Since there is no reason to believe that this will
create a health hazard, Commissioner Piits moved and Commissioner O'Meara
seconded, to grant the variance to the Food Ordinance as requested by Susan
Dover. Unanimous.
Nursing Director Report: Attachment 4. Mrs. Bee reported that influenza
immunizations are almost up to the level of last year's total already. Clinics
in Quilcene, Chima cum and Brinnon as well as the Health Department have been
larger than in the past. The King County Health Department has been adver-
tising on television which may be having an affect on the number of requests.
School screening has been done in Quilcene and Brinnon with scheduling
for Chimacum and Port Townsend presently being set up. Since head lice
has become a problem, a film was shown to teachers and parents in Quilcene.
There is quite a bit of educational material available on head lice.
Environmental Health Director Report: In his monthly report Randy Durant
noted that the number ot site evaluations are running higher than last year
(171 in 1983 to 142 in 1982) and appear to be popular, while septic tank
and drainfield permits are at the same level. A handout is being developed
to outline the differences between the site evaluation and a septic tank
permit.

Some of the high points of the month as noted by Randy:
1) There has only been one Sanitarian since September 12, 1983.
2) Preoccupancy inspections of the following school buildings:
a) Port Townsend Schools with a building at Fort Worden and a
Church building, as well as the school buildings.
b) The Swan School, a private school with grades K and 1.
3) Crown Zellerbach Solid Waste Permit - approved.
4) Kala Point Condominiums - three or four larger system designs approved.
5) Dosewalips State Park - continuing work regarding the unacceptable
water samples, and problems with the well.
Letter from Anthony J. Turner, Jr.re; Short Plat Evaluation: Randy Durant
advised that Mr. Turner applied tor a short plat ot ~.04 acres on the Beaver
Valley Road, South the the Swansonville Road. One site evaluation had been
done on this property in 1978 for a single residence.
Mr. Turner had offered to meet Randy in order to point out the test holes
since they were hard to find. On September 29, 1983, Randy attempted to do
the soils and site evaluation on this parcel since he was in the area on
another matter. He only found 4 of the 12 soil logs after walking the
property. He wrote to Mr. turner October 10, 1983 advising him that the
proposed subdivision was not approved, based on the available information,
~nn ~itp conditions oeserved. (Steep and variable slopes and disturbance
of site by logging operation.
In answer to Mr. Turner's October 15, 1983 letter, the Board directed
Randy to write to Mr. Turner and set up a time to meet with him at the
site to look at the rest of the test holes, to give him fair consideration
on his original request. There would be no additional charge for this
work, but if there is further work to be done there would be an additional
charge for new holes. Attachment 6
Health Officer Report: Dr. Fischnaller will be attending a meeting with
the State Health Otticer October 20 and 21. He also reported there is a new
rabies testing restriction notice from the State Lab. They will only
test animals that have exposed humans. A copy of the notice will be sent
to the area Veterinarians.
Phyllis Bee added that the Health Department is currently giving the pre-
exposure vaccine for rabies to two employees at the Humane Society
who pick up the animals. This vaccine is extremely expensive and has to
be used immediately after being made up. 10 doses are made up at a time,
and the price per does goes down the more doses given.
Administrator Report: Gael Stuart's written financial report is at the
bottom ot the Agenda.

This letter will confirm our telephone conversation of October 5, 1983 in
which we agreed upon your employment as director of nursing for the Jefferson
County Health Department.
The beginning salary will be twenty three thousand, five hundred dollars
($23,500.00) annually for the six months probation period with a review
and upward adjustment of your salary at that time.
We enjoyed our interview with you and are looking forward to having you
join our staff as soon as possible. Phyllis Bee will be leaving November 1,
1983 and we are hoping you will be able to spend at least a week with her to
get acquainted with the job.

I am submitting this letter to the Jefferson County Baard
of Health to request a varience form Jefferson County
Ordinance 2-77, Section 4.1.a, requiring toilet facilities
for each sex in all food service establishments.
I maketbis appeal based upon Section 7.3, which permits
a waiver of any section of this ordinance if it causes a
hardship on the operator and it can be shown that no health
hazard will result.
As I will not be offering "sit down"
dining or providing utencils for food on the premises.
I feel that one restroom, as per plans, will be adequate.
To require the construction of a second restroom would
create and extreme financial hardship for me.
The market is called "Fish Market", and is located at
333 Benedict.
