John Eliasson, the new Environmental Health Specialist, was introduced to
the membersof the Health Board by Gael Stuart, Administrator.

Public Water Supply, Brinnon Booster Club; Mark Scruggs: I.ir. 11ark
Scruggs and members ot the Brinnon Booster Club met with the Health Board to
1nqu~re about a possible variance to the water regulations for the well that
supplies the Club's building.
The Booster Club was founded in 1957 to serve the community and met in
private homes until their building was acquired in 1964, Mr. Scruggs explained.
The Booster Club and its building are a hub for activities in Brinnon.
The operations budget, ($9,000 last year) has never been subsidized by the
County as is the case for community centers in Chimacum, Quilcene and
Gardiner, The operating costs have doubled in the last five years, Mr.
Scruggs pointed out, and since the building can not be utilized to its full
potential, because cooking is not allowed, it is becoming hard to meet the
expenses. Mr. Scruggs presented a petition with 300 signatures of Brinnon

residents asking for a waiver or variance to approve the use of the well
water for the public.
Randy Durant, the County Director of Environmental Health, reported that
at the request of the Booster Club, a well site inspection had been done in
October 1982. the following was found: The well is 30 feet deep and through
gravel. It is approximately 95 feet away from the septic drainfield, 40
feet from roads on either side and the neighboring property drainfields may
be within 100 feet of the well, also the building sewer is approximately
85 feet from the well and the floor drain from the Fire engine garage is
within 35 feet of the well.
Randy went on to say that the best recommendation they could give at that
time, with the information available, was that the Club could approach
the Department of Social and Health Services with engineering justification
for a possible waiver or variance if the following steps were taken,
1) replace pipe with a pressure tested crushproof pipe, 2) provide for
continuous chlorination and 3) provide more frequent water samples for
bacteriological testing. The Club's only recorded bacteriological sample
is dated November 1982. Samples should be submitted for testing on a
quarterly basis. The Department of Social and ealth Services may consider
giving a variance to their regulations.
Several options will be explored by the Booster Club: 1) See if thePiccini's
will allow the Booster Club to hook up to their well when it is approved
by the State, 2) check into costs and possibility of drilling a new well and
3) Submit engineering justificatiop to the State Engineer for possible-
waiver for the present well.
The Board advised the Booster Club that they would do what they could to
help but that the Department of Social and Health Services is the final
authority on public water supplies.
Proposed 1984 Fee Schedule: Gael Stuart presented the fee
schedule revisions proposed by the Health Department for the Board's con-
sideration. He advised that in revising these charges, the fees neighbor-
ing counties charge were reviewed and the needed revenues for 1984 were
taken into consideration.
The public hearing for the fee schedule changes will be handled by"the

CONTRACT FOR PROFESS10NAL SERVICES
This Contract is between the JEFFERSON COUNTY HEALTH DEPARTMENT (DEPARTMENT)
and Gillian Abshire
(CONTRACTOR). The contract is to be effective Nov-
\
ember 1,1983 and will continue until December 31, .1984. '
WHEREAS, the Department is in need of the part-time services of
a Public Health Nurse; and
WHEREAS, at the present time the Department is unable to provide
the services from personnel within its employment; and
WHEREAS, the Contra tor states that she is qualified to perform
the duties of a Public Health Nurse as set forth in the body of this contract;
NOW THEREFORE,
lT IS AGREED:
(l)The Contractor shall act as a Public Health Nurse assisting the
Pediatric Nurse Practitioner in conducting Well Child Clinics. She will serve
under the direction of the Director of Nurses in conducting home visits,
school programs and general nursing duties.
(2) The services to be performed by the Contractor will be in
accordance with the standards of the profession, the State of Washington
and the Jefferson County Health Department.
(3) The Department shall pay the Contractor the amount of Eleven
dollars and sixteen cents ($11.16) per hour for professional services rendered
and shall reimburse her for mileage driven in her personal vehicle at the
rate established by Jefferson County.
(4) The Contractor shall provide the Department with a detailed
accounting of the work performed and the mileage driven at the conclusion of
each month of this contract. The Department shall make payment for the work
performed on or before the 20th day of the month following the month in which
the work was performed.

(5) The Contractor is employed by the Department to substitute for
Department personnel during leaves and vacations. It is understood that she
acts as an independent contractor and that she will receive no employee bene-
fits from the Department of Jefferson County. It is further understood that
: neither the Department nor Jefferson County will withhold F.I.C.A. taxes
or other obligations for which the Contractor may be responsible.
(6) The Contractor shall be considered an agent of the Department
and will be covered by the terms of the Department's insurance policy.
(7) The Contractor shall not discriminate against any person
presenting themselves for service based upon race, religion, color, sex,
age or national origin. The Department shall take affirmative action to
insure that persons receive services without regard to race, color, sex, age
or national origin.
(8) This contract may be terminated by either party by written
notice of thirty (30) days.

This agreement is made and entered into between the Jefferson County Depart-
ment of health (DEPARTMENT) and Clallam-Jefferson County Family Planning
Services (CONTRACTOR). This agreement will be effective January 1, 1984
and will terminate December 31, 1984.

WHEREAS, the Department is in need of Family Planning Services
in Jefferson County and,
WHEREAS, at the present time, the Department is unable to provide
these services from a full-time member of its staff, and,
WHEREAS, the Contractor is prepared and willing to assume the
responsibility as set forth in this agreement:
IT IS AGREED BETWEEN BOTH PARTIES AS NAMED HEREIN AS FOLLOWS:

of appropriate supplies at the Health Department. These supplies will
