Brown, Chairman A.M. O'Meara, Member John L. Pitts, Member Randall M. Durant, R.S. Gretchen Gephart, D.O.N. Joseph Fischnaller, M.D. Gael Stuart, Administrator Chairman B. G. Brown called the meeting to order at 9:30 a.m. with all members in attendance. Approval of the Minutes: meeting were approved as written on seconded by Commissioner Pitts. The minutes of the November 16, 1983 the motion of Commissioner O'Meara, Barker's Country Store; Holding tank request: Gael Stuart read the letter Dr. Fischnaller sent to the Barker's November 17, 1983 regard- ing the massive failure of the drainfields which serve the store and a rental house. Since this is an emergency situation involving a business that has been in existence for 50 years, Dr, Fischnaller advised the Barker's that a holding tank could be installed. (See Attachment #1) Randy Durant then updated the report noting that the Barker's have sub- mitted a proposal for a holding tank, which he is presently reviewing. Their proposal calls for a steel tank which the Health Department would like to either have be treated steel or have a concrete tank. After discussion of the fee amount for the inspections required by the installation of a holding tank, Commissioner O'Meara moved to charge $30 per year to cover the administrative costs for monitoring this holding tank. This fee level is to be reviewed annually. Commissioner Pitts seconded the mOtion. Unanimous. Budget Transfers: Gael Stuart explained the need for the budget transters he will be requesting, and advised the Board that the formal request will be submitted as soon as the billing is received from Clallam County for the West End services they provide. City of Port Townsend re; Request for representation on the Board of Health: When the City ot Port Townsend agreed to pay tor Health Depart- ment services they asked to have representation on the Mealth Board. Health Board, Minutes December 21, 1983 Page 2: Gael Stuart advised that as a "Health Department" another municipal corporation can not have voting representation on the Board of Health. A "Health District" would allow for voting representation by the City, but is a different type of political entity. His recommendation would be to have the City represented by an "ex officio" member of the Board through a "Gentlemen's Agreement" with the City. The Board directed Gael to explore both possibilities, check the RCW's, check with the City and County attorneys, and then set up a meeting with the Board and the City. Reorganization of the Board of Health: This will be taken care of at the tirst meeting in January. Contracts: Since the information is not available at this time, the contracts tor the Physical Therapist, Speech Therapist, Administrator and for West End Service will be presented at the next meeting. NURSING DIRECTOR REPORT: Gretchen Gephart reported that on January 1, 1'11$4 the new "Child Restraints in Motor Vehicles" law will become effective, which requires children less than five years old to be properly secured while driving and children less than one year to be in an approved infant safety seat. (See Attachment #2). This law will have an impact on the WIC (Women, Infant & Children) food supplement program because the recipients will not be able to afford an infant seat and they are required to bring their babies to the Health Department for an examination before they are allowed on the program. In an effort to aid these women in complying with the law, the Health Department is trying to establish an Infant Auto Seat Loan Program. Gretchen has sent letters to approxmiately 30 community organizations requesting donationsof money or a car seat to help get the program started. These car seats will be loaned to the families to use and return when they no longer have a need for the seat. ENVIRONMENTAL HEALTH DIRECTOR REPORT: Randy Durant reported that November was a busy month, but some catch up \;7ork was accomplished:in the food program, due to an Environmental Health Specialist being hired. Other 1) 2 ) high points of November: Dr. Fischnaller and Randy attended a workshop at Port Ludlow that included an overview of the new State Board of Health Regulations for On Site Sewage Disposal. In January of 1983 the Sewage Ordinance was amended to allow for the expiration of sewage disposal permits. A 30 day grace period is being given this year since this is a new procedure. Permits issued in 1982 or 1983 are renewable. He is now estimating a $14,000 surplus at the end of 1983. The next regular meeting of the Board of Health will be January 18, 1984. Box 31 Port Ludlow WA 98365 Dear Mr. and Mrs. Barker: Re: Failing and surfacing sewage disposal systems, Barker's Country Store and house, Port Ludlow--Section 4, Township 28, Range I East After our meeting today and based on our observation of the property (soil logs and other site conditions), I must concur with you that a holding tank appears to be the only option which would allow for a continuous method of sewage disposal for the existing store until a more acceptable means of disposal might be found. This, in our opinion, is an emergency situation. You indicated you will proceed with developing a specific proposal for use of a holding tank for our review. We hope this can be accomplished before the end of the year when your 1983 food service establishment permit expires. We also agree with you that the rental house tank be filled with dirt and to divert all the surface water you can away from your total property. J,f?- J. E.
