DeLeo Cha i rman Vice-Chairman Member Alternate MINUTES July 24, 1984 / The meeting was called to order at 9:00 a.m. by Chairman Dalgleish with all present for the purpose of hearings. Mr. McCready was present to represent the Assessor's Office. B~84-19-R Karle & Pamella J. Schreiber, Parcel #999501010. Ms. Pat Martin appeared before the Board to represent the Schreibers and was duly sworn in. This duplex was assessed for $70,915 and the land $11,000. for a total of $81,915. The Schreibers feel a fair value to be $67,873 and produced an income analysis to back up this figure. Mr. McCready explained that when this duplex was assessed, the assessor failed to drop the grade down as ususual practice when figuring duplexes. The As- sessors Office feels the fair value $11,000. for the land, and $56,875 improvements. The Board will take this under consideration. BE 84-20-84, Karle & Pamella J. Schreiber, ,Parcel 999501012. M.. Martin also re- :presented the Schreibers for this Duplex. This duplex was al so assessed for $81,,9I5. and the Schreibers feel a fair value to be $67,873. The Assessors Office agreed to stipulate to the appellants value for the same reason as above. The Board will take this under consideration. BE 84-21-R, Albert & Phyllis Dyke, Parcel #921194064. Mr. and Mrs. Dyke appeared before, the Board are were duly sworn in. Their house and property is assessed for $I18,980. They feel $72,000. to be a fair value. They purchased this property in r~ay" 1984 for $72,000. \~hen purchased, the house had extensive water damage, the:Kitchen appliances hap been vandalized, and they had to put in a new well. Mr. McCready explained that this is a difficult case. Hfien inspected the assessor could see the construction underway and was not aware of the damage taking place. It was placed under 90% completed construction. They may need to pick up again under new construction, establish the depreciation and the percentage of construc- tion completed again. The Board will take this under advisement and make a site inspection. , ' . .BE 84-22-LO, Thomas T. Beveridge, Parcel #976200502. Mr. Beveridge appeared before the Board and was duly sworn in. His land is valued at $43,440. He feels a fair price to be $24,000. He said he wanted his land valued somewhat equal to his neigh- bors and produced copies of septic denials on adjacent lands, but not his. Mr. McCready explained that Mr. Beveridges comporables were septic denied and received a 50% reduction in value. His property was figured $5,200 per acre with portions reduced because of water conditions. ~nd produced comparables in the area to support that assessment. The Board will take this under consideration and make a site in- spection. BE 84-23-R, Richard R. Bartman, Parcel #901243013. Mr. Bartman appeared before the Board and was duly sworn in. Mr. Bartmans house and property is valued at $67,330. Mr. Bartman feels the value of the land too high because the drainage ditch on the property had been condemmed and therefore the water floods the land in the winter and makes it unusable. Mr. McCready produced comparables for the area and stated that the site inspection would help place value on this property. Mr. Gustafson appeared before the Board and was duly sworn in. He produced documents proving that his lots do not perc. Mr. McCready explained how he valued this area and ones with perc denials were reduced 50%. He was unaware that these lots were perc denied. The Board will ta~€ this under consideration. BE 84-25-LO, Donelda C. Porter, Parcel #954600101. Ms. Porter appeared before the Board and was duly sworn in. Her property, located in the border of the Thorndyke Slide area is assessed for $80,460. She feels a fair value to be $33,750. She has problems with erosion and underground streams. Mr.. McCready explained how the land was assessed and produced comparables for the area.
