DeLeo ., Chai rman Vice-Chairman Member Alternate MINUTES July 10, 1984 The meeting was called to order at 9:00 a.m. by Chairman Dalgleish with all present. 11ark McCready and Bob Schol d were present to represent the Assessors Office. Mark 11cCreadys' certification number is 1100. HAROLD DE JONG, BE 84-1-R, Parcel #989703504. Mr. De Jong did not appear before the Board for his hearing. Chairman Dalgleish read his petition which i'ncluded an appraisal done in November 1983 by a liscensed appraiser. The appraisal valued the land and approvements at $66,000. The assessed value is $20,000 for land and $62,155. for improvements. There was some question whether the appraisal could be used as an exhibit because these are supposed to be for bank purposes only. Mr. McCready advised that if the Board did lower the valuation on this petition that any adjustment that would lower the land would upset the equity all along Washington Street. The Board decided to take the matter under advisement and set up a site inspection. However when the Clerk'called Mr. DeJong he would not agree to a site inspection stating that his appraisal was all he thought necessary. G. MELSON HURLEY, BE 84-2-R, Parcel #937800123. Mr. Hurley appeared before the Board and was duly sworn in. His land is assessed at $32,500. and improvements $71,670. He explained that he felthis property value was deterorating because the bank was falling and he has lost approximately 12' x 154' of his land. He ha,s consulted with geologists and a soil expert but found no practical solution. He has purchased land across the street and feels even~ually he will have to move his'house there. Mr. McCready said this is a,definate problem but it is difficult to determine whether this sould be reduced at this time, or what to use as a basis for determining an adjustment~ The Board will take the matter under ad- visement, make a site inspection, and determine what geologic zone the property is located in. . . . PATRICIA A. MEES, BE 84-3-R, Parcel #937800115. Ms. Mees did not appear before the Board for her hearing. Chairman Dalgleish read her petition. There was a question about the appraised value of her land, but it was determined that . her petition had been submitted before the new appraisal had been mailed out. However, she felt the previous( and lower) appraisal too high because of property erosion--she figured approximately 20' along bank. Mr. McCready responded that this property was located close to Hurley's and basically had the same problem-- the Board would need to determine whether and adjustment should be made. The Board will take this matter under advisement and make a site inspection. SAMUEL G. GUILL, BE 84-1-LO, Parcel #002131015. Mr. Guill appeared before the Board and was duly sworn in. He stated that he had appeared before the Board in 1980 and the Board had lowered his valuation on the land. He feels that the Assessor has ignored the earlier action and raised his property from the former tax base instead of the lowered tax base as' established by the Board.Mr. McCready produced three comporable sales of property, and a letter explaining that the Assessor's Office felt the wa~erfront parced has attained it's highest and best use since the septic effluent is pumped up to the adjacent 5 acre parcel. The Board wil~ take this under consideration and make a site inspection. Having no further business, the Board adjourned. Site inspections are scheduled for July 13, 1984 and Hearings July 17, 1984.
