The meeting was called to order at 9:00 a.m. by Chairman Dalgleish with all mem-
bers present. Mr. Jack Westerman and Mr. Bob Shold represented the Assessors
Offi ce.
B~ 84-68-LO, EUGENE J. & ELAINE M. BRAUN, 990600393. Mr. Braun appeared before
the Board and was duly sworn in. His lot is assessed for $20,000. He feels a
fair value to be $17,500. He said he bought a comparable lot for $11,000. last
year, and gave comparables in the area. He said his lot was small and had little
view, and also said the moratorium and affected the value of lots in the area.
His lot is listed for sale for $25,000. Mr. Westerman responded that if Braun feels
$17,500. to be a fair value why isn't it listed for that. He also responded to
the comparables and pointed out that in a residential district corner lots are not
considered more valuable and gave a comparable sale directly across the road from
Mr. Brauns' lot. The Board will take this under consideration and make a site
inspection.
BE 84-31-R, STANLEY G. LARSON, 902291007. Mr. Larson called and said he could not
attend his hearing, so Chairman Oalgleish read his petition. He is only challenging
the value of the land, not improvements. His land is valued at $56,000. He feels
$41,600. to be a fair value because his high bank waterfront is assessed higher
per front foot than some neighboring low bank waterfront. Mr. Westerman said
the actual sale of the appalents comparable was $20,000. more that Mr. Larson believed
so perhaps there was a misunderstanding, and explained how Mr. Larsons' land was
appraised. The Board will take this under consideration and make an inspection.
The Board considered and made decisions on the following:
BE 84-16-17-R, JAMES V. JENSEN. Following site inspection on July 27, 1984 and
discussion with Halco Corporation on the hours the plant is operating the Board
moved and agreed to sustain the Assessors' valuation. $85,500 for BE ~4-16-R,
and $90,075 for BE 84-17-R.
BE 84-18-R, R.M. RICKETTS, 939601404. Subsequent to site inspection July 27, 1984
on lot and comparables with similar views, it was moved and agreed to sustain the
Assessors' valuation of $105,535.
The Board adjourned for lunch, then reconveined at 1 :I5 for hearings.
BE 84-69-LO, PAUL WELDON, 990700083-84-80. Mr. Weldon did not appear so Chairman
Dalgleish read his petition. His lots are assessed for $18,000. each. He feels
$12,000. each to be a fair value and attached a list of sales of lots and prices
for his area supplied by the Assessors Office to substantiate his claim. Mr.
Shold responded that he had the same comparables and felt they support the as-
sed valuation as the average value. The Board will take this under consideration.
BE 84-70-R, DARWIN F. & SHARON A. COOK, 990600148. Mr. and Mrs. Cook did not appear
before the Board so Chairman Dalgleish read their petition. Their property and
house is assessed for $257,870. They feel this is too high even though they
purchased it for $279,000 in 1983, because the purchase price reflects liberal
financial arrangements, not necessarily the value of the home. Mr. Shold said
he checked into the records of five sales of homes of the same approximate size,
etc. and said they seem to sustain the valuation, but an inspection would better
determine actual value. The Board will make an inspection and take under consideration.
