DeLeo Chairman Vice-Chairman Member Alternate M I NUT E S AUGUST 21, 1984 / The meeting was called to order at 9:00 a.m. by Chairman Dalgleish will all members present for the purpose of discussing the Port Ludlow sewer moratorium D.O.E. Order DE 84-175. Mr. David Goldsmith"County Planner, and Mr. Jack Westerman, County Assessor were present to advise the Board of their understanding of the moratorium. Mr. Goldsmith explained the background and problems Port Ludlow was having with it's sewer system. The quality of Port Ludlow Bay needs to be established, the problem of ground water getting into the sewer lines needs to be solved, and they eventually need to enlarge the existing treatment plant. Mr. Westerman said that it is yet to be determined whether there has been a decrease in value of the lots, and if so, what percentage. He then presented the Board with all sales of lots in the Port Ludlow development before and after the moratorium for the year 1984. - Concluding the discussion, the Board resumed hearings scheduled for the rest of the day. BE 84-64-LO, ARTHUR B. & DOROTHY WEST. Lot 124, Parcel #990603124, Lot 140, Parcel #990603140, and Lot 168, Parcel #990603168. Mr. and Mrs. West had asked to re- schedule their hearing, but it was decided to hear all petitions on the Port Ludlow moratorium as scheduled on the same day. Lot 124 is assessed for $21,000. , they feel it's value should be $10,500. Lot 140 is assessed for $18,500., they feel it's value should be $9,250. Lot 168 is assessed for $35,000., they feel it value is $14,000. Their contention is that the DOE order DE 84-175 moratorium on sanitary hook-ups has decreased the value of their lots. The Board will consider this along with the other lots affected by the moratorium. BE 84-65-LO, H.B. EHRENBORG, Parcel #995700022. Mr. and Mrs. Ehrenborg appeared before the Board and were duly sworn in. Their lot is valued at $52,000. which is the 1983 purchase price. They feel their lot has lost it's value because of the moratorium. It was purchased as a building site, and they were in the process of having their land prepared and plans made for a home when the moratorium went into effect. tk. Thomas see ked and was denied any alternate means of temporary sewage disposal. He bought the lot for a building site, and not he cannot build. The Board will take this under consideration. BE 84-66-LO, JOHN C. POWERS, Parcel #990900001. Mr. Powers did not appear before the Board, so Chairman Dalgleish read his petition. His lot is valued at $32,500. He feels a fair value to be $25,000. His lot has been for sale in 1983 for $31,000. and in 1984 for $32,500. He has been unable to sell this lot in this time. He also feels the moratorium on sewer hook-ups has further reduced it's value. The Board will take this under consideration. BE 84-67-LO, MARION E. AMUNDSON, Parcel #990603156. Ms. Amundson advised the Board that she could not attend the hearing, so Chairman Dalgleish reaQ her petition. Her lot is valued at $38,000. She feels a fair price to be very little because of the Port Ludlow sewer moratorium. The Board will take this under consideration.
