Douglas Archie Barber, Jr. James A; DeLeo Cha i rman Vice-Chairman Member Alternate MINUTES AUaJST 14, 1984 The meeting was called to order by Chainran Dalgleish with all present at 9:00 a.m. for the pUl]X>se of hearings. Mr. Mark McCready represented the Assessor's Office. BE 84-52-LO, Lli'IJA J. & WALTER T. SIM<lJS, 821334015. Mr. and Mrs. Sirri<us appeared refore the Board and were duly sw:>m in. Their land is assessed for $36,000. They purchased it at an auctim in April 1984 for $36,000. tbw they feel their land is worth $26,000. because they have probl81lS with aq:ess,and the caretary has a portim of the land, and probably scme is missing to other property owr.ers, because they just clm't have possessiOO of the arrount of land they are reing taxed for. AIsc, the state highway bisects their land rmking the top portion useless. Mr. McCready responded that we are dealing with Tho probl81lS here. Inequity in taxation because their PrqJerty was valued at their purchase price without relation to neighboring prqJerties, and the question of hotl much property the Sirri<us' actually Ml. The Board will take this under consideration and rmke a site inspection. , BE 84-53-LO, COLLEEN ~1. LOPRINZI, 901364007. Ms. Loprinzi appeared before the Board and was duly , sw:>m in. I-er land is assessed for $32,150. She purchased the land in lkarber of 1983 for $18,783". frun relatives and feels this to re the fair value. She explained that much of the land is v.et and ,,Quid take extensive work to make usable. Mr. McCready explained how the property ~JaS assessed, and gave carporable sales of property in the area. Ms. Loprinzi agreed that perhaps $25,720 I>O.Jld re a fair value. The Board will take this under consideration and rmke a site inspection. BE 84-55-R, TIID MILLER & VIVIANN KUEHL, 701184011, Mr. Miller and Ms. Kuehl did not appear for their hearing, sc Qlainran Dalgleish read their petition. ll'ey are contesting the value of their house ~Jtlich tlley..say is in very poor condition and is in the process of reing tom cleJ"n. They have wilt a garage- storage area to use until another house is constructed. They feel ~ house is oilly worth salvage value'. Mr. McCready recanrended determining the value at ;the site inspection. The Board will take this under advisement and make a site inspection. BE 84-56-LO, WESTERN OYSTER CCWANY, 601272001. Mr. YClffishita of Westem Oyster CaTpany called and advised that he cruld not attend the hearing sc Chainran DalgleiSh read his petition. This.24 acre parcel of land located on ToanOOs Peninsula is valued at $178,200. I-e feels $60,000. mOre a fair value because it is landlocked with no easement, has a very high bluff, and his rest offer wtlen it was for sale in 1983 was $90,000. He purchased the property to protect his aquaculture interests. Mr. McCready explained heM the land was valued and mentioned that this is similar to the ClJnstone . cases v.i"lere people in this business are trying to get aid for protecting their beaches. The Assesscrs figure that this prqJerty could re developed intc two hcmesites for $100,000. each. The Board will take this under advisement and make a site inspection. BE 84-57-LO, QUILCENE ffi/\NGE #1109, 991201102. Mr. Willian D. Pollock appeared to represent the Quilcene firarge and was duly swom in. He explained that the PrqJerty was subject to annual flooding and it would take extensive develorment to make it usable for other than recreational. These 13 lots are valued at $11,500. I-e feels a fair value to re $5,010. Mr. McCready produced scme can- parables for the area, but not along the river. I-e did advise Mr. Pollock that if a septic denial was obtained that they could get a reduction but that might not re advisable if the property was for sale.
