AUGUST 16, 1984
The meeting was called to order at 9:00 a.m. by Chairmqn Dqlgleish with qll members
present for the purpose of hearings. t1r. MClrk 11cCready represented the Assessors'
Office.
BE 84-58-LO, JACK E. BROWN for POPE & TALBOT, INC. Parcel #701311005. Mr. Brown
did not apeear for the heClring so Chairman DCllgleish read nne petition. This parcel
of 37.88 acres is assessed $435,730.. they feel a fair value to be $150,000. They
feel 'it should be reduced because it is mostly unbuildable because of steep slopes,
the beach has no access because of steep slopes, and logging is limited because of
setbacks and slopes. Mr. McCready explained how the property was assessed and gave
comparable sales for the area. He said that because of the topography the parcel
could only support two to four homesites. The land is valued at $137 per front foot.
The Board will take this under consideration and make a site inspection.
BE 84-59-R, IRIS M. SEIDL, Parcel #964600301. Mr. and Mrs. Seidl appeared before
the Board and were duly sworn in. Their 1972 trailer is valued at $9,160. They
feel it is worth $4,000. because of it's poor condition. It has water damage,
holes in the floor, etc. Mr. McCready responded that the value was figured by
the blue book without an inspection so the site inspection will better determine
the value. The Board will take this under consideration and make a site inspection.
BE 84-60-LO & BE 84-61-LO, MICHAEL 11. McCONNELL , Parcel 932101001 & 932101003.
Mr. McCoHnell appeared before the Board and was duly sworn in. His parcels were
discussed together because they are part of the same deve19pment. Together these
10 lots: were valued at $2,000. Now they are valued $30,800. Since no improvements
have been made as agreed during purchase--roads, etc. , he feels this increase to
be unreasonable. Mr. McCready produced two sets of comparables for this platt.
One for tax sales establishing the average price to be $273. per lot, and the other
considered arms length transactions establishing the average price to be $2.500
per lot. He recommended taking the price back to $2,500 per lot. The Boatd will
take this under consideration and make a site inspection.
Chairman Dalgleish had to prepare a:!report to present to the County Commisioners
an~ could not attend the afternoon hearings.
BE 84-62-LO, ROBERT A. MATTSON, Parcel #502163001. Mr. Mattson did not appear
before the Board so Vice-Chairman Douglas read his petition. Mr. Mattson purchased
this property in June 1984 as part of a dissolution of a corporation. They are
now valued at $14,500. He feels a fair value to be $4,000. because the property
is land locked and floods yearly. Mr. Mattson called Mr. McCready and said he
has been trying unsuccessfully to sell to adjacent lot owners. Mr. McCready said
that Mr. Mattson should be able to gain easement to the lots on the North side of
the river, but it is not feasible to the South. He gave comparables for the area
and said a site inspection would help determine the value of this property. The
Board will take this under advisement and make a inspection of the property.
BE 84-63-C, JOHN SMITH, Parcel 50~171004. Mr. Smith appeared before the Board and
was duly sworn in. His house had burned down so could no longer be considered part
of the petiti~n. His argument was that he was being taxed twice for improvements
on the one acre homesite not included in classified timber. Once for the improve-
ments themselves, and another because it was not considered in the classified area
and was taxed as such. Mr. McCready explained how the property was assessed and
said the homesite acre was assessed for $7,000. plus $1,000. for improvements. The
Board will take this under consideration and make a site inspection.

BE 84-54-LO, ROSCOE H. THOMAS, Parcel #802252012 & 003. Mr. Thomas appeared before
the Board and was duly sworn in. He is appealing the value of his land only. His
property is valued at $22,500. He feels a fair price to be $10,000. because a por-
tion of his property is under the lake. Mr. McCready agreed that there are dis-
crepencies in legal records and actual property lines in the area and went on to
say that most of these are figured as building sites not as actual acreages. He
gave several comparable sales for the area. The Board will take this under consi-
deration and make a site inspection.
Having no further business, the Board adjourned at 3:30 p.m.
