Jr. James A; DeLeo Chairman Vi ce-Cha i rman Member Alternate MINUTES August '18, 1984 / The rreeting was called to order for the puJ1Xlse of hearings at 9:00 a.m. by Chaiman Dalgleish with all rre:rtJers present. Mr. Mark McCready was present to represent the Assessor's Office. BE 84-45-LO E. JOE DEJvlI\RIS, Parcel #901081025. Mr. ~ris did not appear before the Board, so Chair- man Dalgleisil read his petition. His 5.03 acres are assessed at $35,000. He feels a fair value to be $27,500. He purchased the PrqJerty in 1978 for $24,750, and it vtaS recently appraised by a real- tor: for that SffiE amount. Mr. M:::Cready gave carparable sales in the SffiE develq:rrerrt. He also p:linted out there is value in camunity beach lot, electricity, v.ell, and road access. The Board will take this under consideration and make a site inspection. BE ~-LO. E. JOE DEJvlI\RIS, Parcel #901081026. TIlis lot ~JaS considered with the above case as it is in the SffiE developrent. This lot is valued at $30,000. Mr. M'I3.ris feels $27,500 to be its' fair value. The Board will consider this with the previous lot. -BE 84-47-LO. REED llIt-lSlWE, Parcel #901192002. Mr. GJnstone contacted the Board and said he could not attend thl; hearing. Chairman Dalgleish read his petition. This parcel of 20.16 acres is valued at $54,4,50. He feels this to be too high because it's current use is a buffer zone for carrnercial clan beds. He also feels the Health [$rtrrent may not allow suJxlivision because of \fl areas. This PrqJerty is pending open space application. ~1r. M:::Cready explained that this property is now valued at $41.25 per front foot of waterfront. It is not currently in open space or timber. This low value was figured because of access, po.o.er line restrictions, and topography. The Board ~Iill take this~r advisEl1'ent and make a site inspection. BE 84.;48-LO. C.H. GUNSTONE, Jft, Parcel #002351002. Vr. GJnstone hail advised the Board that he could 'not attend the hearing. Chainran Dalgleish read his.petition. This 25.24 acres is currently assessed for $191,250. Mr. GJnstone feels if he cannot get open space or health ciepartrrent restric- tion reductions the previOUS assessment of $176,155. w:JUld be fai r. This property is being used as a buffer zone for camercial clam beds, and is pending open space classification. Mr. ~tCready ex- plained that people are lobbying to get this kind of PrqJerty classified as open space to gat SaTe relief on their taxes. He explained hovl this property was assessed and said an inspection will give the best indication of p:lssible use. BE 84-49-LO. C.W. ElJNSTa~E, JR., Parcel #002354003. Chaiman Dalgleish read this petition. Tnis 15.75 -acres is assessed at $168,000. Mr. GJnstone feels a fair value to be $166,320. Mr. McCready agreed that $166,320. w:JUld be a fair value because the difference to be due to a different way of figuring the value and it was too small a difference to attribute to an increase in PrqJerty value. BE 84-50-R. C.H. ElJNSTONE, JR., Parcel #002363006. Chaiman Dalgleish read this petition. The 3.75 acres of land is assessed for $37,500. Tne irrprovEl1'ents are valued at $51,135. He feels the land is too high because it cannot be divided because of health department regulations, and he feels the house is valued too high because of it's age. Mr. McCready explained that assessors have not been all<::M€d in tile house so it will be p:lssible to make a better assessment after a site inspection and hare inspection. The Board will take tllis under advisEl1'ent and make an inspection. The Board held discussions and made decisions on the following cases: BE 84-4-LO, S/lIIUEL G. ElJILL, Parcel #002131015. The Board advised the Clerk to prepare a note to Mr. Loberg suggesting he contact the health clepartrrent. for a septic permit, am if septic denied he could submit it to the Assessors' Office for up to a 50% reduction. The Board then fiOved, secooded, and agreed to sustain the Assessors' valuation of $35,(XX). BE 84-12-R, f-lI\RVEY C. FLEMlr-x;, 021321049. Site inspection 7-27-i'A. Following site inspection, it was fiOved, secooded, and agreed to reduce the value of the house to $72,235. to equalize it with the ccmparables in the vicinity. BE 84-14-LO, C1IVER V. PICKETI, 939900009. Site inspection 7-27-i'A. Since the sePtic permit was approved in 1~1 and determinatioo at site inspection, it was fiOved, seconded, and agreed to sustain the Assessors' valuation of $24,500. The Board resured heari ngs at I: 30 p.m. BE 84-51-C, f'(RT TOMSEND PAPER C<WANY, 001152006. Port TOWlSend Paper Carpany was represented by the following: Juan Del Valle, President, Jarres R. Firestone of Property Tax Service Company, Richard A. D'A:pstino, Errployee Relations Manager, and Michael L. Zuti<o, Treasurer, IIffi >.ere duly sw:Jm in. Mr. Del Valle asked for a closed door hearing. I-e also explained SIllE of the problens inherent with the mill. Mr. Firestone explained the terms of sale in the purchase of the mill and explained why they felt the $5,500,000. bJyout of laixJr contract should be not included in the valuatioo of the mill. Mr. McCready responded that the Departrrent. of Revenue felt that should be inclLJC\ed as they figured the valuation based on the sale the11selves. Assessor Jack Westernm appeared during the hearings and backed upv.1lat Mr. McCreaclY had said. The Board will take this under advis81l2!1t and contact the company when a decision is made.
