DeLeo Chairman Vice-Chairman Member Alternate MINUTES August 6, 1984 ' The meetingwas called to order at 9;00 a,m. wi,ll all 1lJembet's' present for the purpose of hearings. 1'1r. l1ark r1cCready represented the Assessor "S Office. BE' 84-39-R, Paul Nettinga, Parcel #9210g40n. 1'11'. Netti'nga dtd not appear be~ fore the Board so Chairman Dalgleish read hi's petition. 1'11'1. Nettinga's houSe and property is valued at $210,965. He feels a fair value to be $118.000. because he has been unable to complete ilis ilouse that ile is bui [ding due to litigation over window leakage. His 1980 purchase prtce wa,s $55,000. 11r. ~1cCready said they were now carrying the house at 70% cOIIJp,letion and a site inspection will show whether this is accurate. The Board wi'll take this under advisement and 111ake a site inspection. ' BE 84-28-LO, Karl & Marie Gruebel, Parcel #901081004. Mr. and Mrs. Gruebel appeared :before the Board and were duly sworn i,n. The Greubel's property ts valued at ' $44,980 in 9pen space classification. They feel an open space value of $35,000. would be fair. They explained that the terrain is steep cmn1'ng off the highway making it impractical for access. They feel the land has value as an animal sanctuary. Mr. tkCready explained that when he assessed the property, he figured it's value less 50% for open space classi'ficati"on. The Board will take thi.s under advisement and make a sHe inspection. BE 84-40~R, Leah F. Roll in, Parcel #964700039. 11s. Roll in appeared before the Board and 'was duly sworn in. Her house and property 1'5 assessed for $124,085. She has had it on the market for best offer over $100,000. for t~o yea~s with no offer~. There are also problems with the house such as ~oor ins1.l1atiQn, poor finishing, but the contractor had left the area. Mr. McCready explained that he had lowered the value somewhat because,when assessed,depreciati~n had not been deducted, but he was reluctant to reduce more without seeinQ the house. The Board will take this under advisement and make a site inspection. - ' .' ' .BE 84-41-R, Stig Osterberg, Parcel #001324031 & 033. Mr. Osterberg appeared before the Board and was duly sworn in. His house and property was assessed for $96,080. He feels a fair value to be $66,000. He explained when he had an architect come to draw up plans for remodeling, he discovered serious defects in the structure making it unsafe for remodeling, and even for large crowds. Mr. McCready explained the the value will have to be redetermined. in light of the deficiencies now known. The Board will take this under advisement and make a site inspection. BE 84-42-LO, Amy Chinner, Parcel #991900007. Ms. Chinner appeared before the Board and was duly sworn in. This lot is valued at $14,000. She feels a fair price to be $12,500. She feels her lot was valued high in comparason to an adjacent lot that had landscaping, seotic, etc. Mr. McCready explained that he used the comparable sales and reduced her lot by $4,000. for septic, etc. He also mentioned if she felt her lot would not perc and brought in septic denial, it would automatically be reduced up to 50%. The Board will take this under consideratrioon and make a site inspection. . BE 84-43-LO, Amy Chinner, Parcel #991900017. This lot is in the same development as the abov~ lot, and the same arguments apply. However this lot is appraised at $11,000. 'and Ms. Chinner feels the value to be $9,500. She has also had the lots for sale by owner for less than the ~ssessedvalue. The Board wi," ta,ke this under consideration and make a site inspection. -., . Mr. Pederson appeared before the Board and was duly sworn in. He feels his cabin and lots on Discovery Bay valued a~ $18,000 are overpriced because most of the property is unusable or right of ways. Mr. r4cCready expl a i ned that the property was valued as a recreation site and he feels the value is reasonabl e. The Board wi 11 take this under considerati on and make a site inspection.
