President Dalgleish called the meeting to order at 9:15 AM.llll Board members

BOE-87-033-LO - Parcel No. 969-000-024 - Petitioner Randolph was present at the
hearing, and Bob Shold and Bob Kingsley represented the Assessors Office. The
main issues of the petition were (1) this lot faces the Topographi~charateristics
as lots 7 and 16 in the same block in that much of the lot is not proper for
installation ofa septic drain field, (2) there is a creek running through this
lot during winter months, (3) the petitioner is working with an engineering firm
to attain design for a septic system repair permit.
The Assessor reported (1) that the current Land valuation on the subject
lot is based on a 100 front footage at $750 per front foot plus $1,000 for lot
improvements (2) That lot 26 sold on 9-11-83 for $72,500 and lot 23 sold on 8-31-79
for $210,000 and on 2-20-83 for $235,000 and (3! That the Board should look at
lot 16 during their inspection.
BOE-87-03~R - Parcel No. 968-700-106 - Dorothy St. Onge was present at the hearing,
BOB Shold and Bob Kingsley represented the Assessors Office. The matters at issue
were (1) Lots 1-6 have 1 imited~ building areas between the beach and th.e marshy wet
lands and have to pump their s~ptic system efluent across the marsh to the uplands
and (2) the rate of $850 per front foot is too high.
The Assessor stated that the current land valuation is based on 100 front feet
on the beach at $850;front foot, $7,500 for the upland building site, and $2,000
for two septic system inprovements. Other adjacent lots have a 5% reduction for
marsh lands between the oeach site and uplands. This parcel does not have this
deduction. The Board inspection should confirm justification for march lands.
BOE-87-035-LO -Parcel No. 990-400-452- Mr. Erwin Jones represented the petitioner
at the hearing. Bob Shold represented theAssessors office. At issue Was the fact
that the parcel consists of two lots in Rainier Lane which are not currently
fronted by a sewer 1 ine. The cost of a fee for attaching to a sewer was $5.00 per
lot but is now $2,000 per lot. It would cost $2,500 to gain an extension of the
sewer service to this parcel. The parcel was purchased in January 1987 for $12,000.
The Assessor pointed out (1) that all lots on Rainier Lane are valued at $9,000
each, (2) that original analysis during development of the plot indicated that the
lots in this parcel would support a septic system. No septic denial has been
received on the lots of this.parcel, although an adjacent lot has received a .septic
system denial.
BOE-87-036-R - Parcel No. 965-700-607- The petitioner was not represented at the
hearing. Bob Shold represented the Assessors office. The 'petition stated that
the parcel was purchased on 12-16-86 for $45,000 and that the building is sub-
divided into apartments.
The Assessor reported (1) that the parcel sold in 1980 for $70,800 (2) that
the December 1986 purchase was made en a repossession, (3) that the lots i.n thi.s
area of Kuhns Ranch are currently valued at $8,500 and that the 2009 square feet
on the 10wer~loor and 588 square feet on the second floor are valued at $24 per
square foot, less 2% for depreciation.
There being no further business before the Board, the meeting was adjourned until
9:00 A.M. on Monday the 3rd of August.
