Douglas Archie Barber, Jr. Chainnan Vice-Chairman Member Al ternate M I NUT E S 7 AUGUST 1987 The meeting was called to order by Chairman Dalgleish at 9:20 A.M.. All Board members and Clerk Lea were present. BOE-87-056-R: - Parcel # 996-200-015 - Petitioner Marlow was not present at the hearing. The petition gave a comparable lot sold in May, 1987, at $6,200 and further protested both the square footage purported to be in, a 6'x6' bath house, a 16' Godesic storage dome and a two-story 24'x36' house as well as the degree of completion and classification of construction of the house. The Assessor referred to an alternate lot comparable sold in February, 1987 for $6,300' and also acknowledged that it would be appropriate for the Board inspection to include a review of the class of construction and the degree of completion prior to making a decision on tile valuation of this parcel. BOE-087-0570R: - Parcel #977-700-072 - Mr. O'Hara was present at the hearing. He protested the increase in valuation from $44,530 to current valuation of $47,895, calling to the attention of the Board that the two-bedroom 768 sq. ft. wood frame house (no basement) was bui.lt in the "30"s, that the outbuildings were a 36'x36' barn and a 5'x5' well house. This house is currently rented for $340 per month. Bob Shold reported that~the land value of $11,000 should be sustained as consistant with Jand values of the area. He sU9gested that the valuation of the building improvements might be reduced to $31,285 subject to concurrence of the Board after an inspection of the parcel. Mr. Q'Haraindicated that he would find this adjustment acceptable. BOE-87-058-R: - Parcel #977-700-076 ~ Mr. O'Hara .was pr.esent at the hearing. He purchased parcel in 1978 for $85,000 and now has it 1 i,sted for $126,500. He presented four comparables sold in 1986/87 for $99 to$l03,000. Lastly he professed that the house size should be considered over building above neighboring parcels. Bob Shold reported that he had reviewed the valuation of this parcel and the petitioner's comparables, some of which are not on Marrowstone Island and sllould be excluded as evidence. He confirmed that the Ilouse is overbuilt for the area. It was recommended that the land value of $11,000 should be sustained as comPlable in the area; however, the building inprovements might be reduced to $100,025 --- subject to the Boards inspection. BOE-087-059-LO: - Parcel #951-909~201 - The petitioners were not present at the hearing. The petition stipulated that it is 3000 ft. to the nearest water main (which would cost $24,000 @ $8 per foot to bring in a main) and that platted Oneata. and Al bertsen streets are not cl eared. Thejpetiti oned for a reduction of lot values to $450 per lot. . The, Boa rd confi rmed that the current valuations are based on cri teri a set by the Board of Equalization anall of Fowlers Park Addition in 1985 revaluation. The petitioner provides no sales comparables to substantiate their requested reduction in valuation. The Board decided to sustain the current valuation of this parcel at $20,000. BOE-87-060-LO: Parcel #951-909-301 - The petitioners were not present at the hearing. The petition spole to a reduction of lot values to $450 consistant with the rationale presented in petition #87-059-LO above. The Board moved to sustain the current valuation of $27,000 on this parcel because it is based on criteria set by the Board of Equalization in the re- valuation of all Fowlers P~rk Addition in 1985. BOE-87-061-~0: Parcel #990-600-360 - Michael Shiach was not represented at the hearing. The petitioner requested a reduction of land valuation from $13,000 to $7,000. The Board and Bob Shold reviewed the actions of this Board on 09-04-84 and the State Board of Tax Appeals on 10-10-84 which awarded the revaluation of $8,500. (June 1985). The Board decided to reduce the valuation of this parcel to $8,500 to be consistant with the action of the State Board of Tax Appeals. There being no further business before the Board, the meeting was adjourned until 9:00 A.M. on Monday, the 10th of August.
