Chairman Dalgleish called the meeting to order at 9:15 AM. All Board members
and Clerk Lea were present.
BOE-87-082-LO = Parcel No 921-194-028 - Petitioner Fish was present at Hearing, and
Bob Kingsley represented the Assessor's office. The thrust of this appeal was that
the size of the parcel (.95 acre on Oak Bay Road), position of neighbor's well and
natural topography would prevent installation of well and septic system on this parcel.
The Assessor reported one comparable sale in 1985 at $9,500 as basis for last
revaluation of this parcel and aknowledged that the Board inspection may produce
verification of the problems with making land improvements.
BOE-87-083-LO - Parcel No. 995-500-056 - Petitioner Richards was not present at the
hearing. Bob Shold represented the Assessors office. The petition stipulated that
the subject lot on the edge of Port Ludlow Golf Fairl1.ay was purc~ed in 1984 for
$25,000 and professed that Lot sales in the area have declined in value since 1984.
The Assessor reported that the Lot immediately south of this parcel was sold
in 1984 for $25,900 and further presented sales information on Lots in South
Bay Division 1.
BOE-87-084-R Parcel No. 990-600-369 - Petitioner Richards was not present at the
hearing. Bob Shold represented the Assessors office. The petition stipulated that
the home on this view lot 69, Div II, Area 3 was over valued at $182,340 and should be
reduced by Approximately $50,000.
The Assessor presented a comparable sale a couple blocks away with equivalent
view and home sold in October 1985 for $250,000. It was recommended that the class
of construction (very good) of the subject parcel home should be viewed at time of
Board inspection.
BOE-87-085-LO - Parcel No 990-700-0Q5 ~. Petitioner Ma.tsler was not present at the
hearing. Bob Shold represented the Assesso~ office. THe petition. stipulated
(1) that this parcel (Div. III Lot 5) in Port Ludlow was purchased in June 1978,
and (2) presented 2 comparables in South Bay sold in 1986 for $10,000.
The Assessor produced comparable sales -- adjacent Lot sold in 1984 for $15,000
and on a block away sold in 1986 for $10,000 and suggested that the Board inspection
should look at these comparables.
BOE-87-08'-LO - Parcel No. 942-300-052 - Petitioner Jamison not present at the
hearing. Bob Shold represented the Assessor's office. The thrust of this petition
was a strong objectjon that the most recent revaluation reduced the value of this
parcel in Cedar Home Villa (South Point) by over 50%.
The Assessor reported that there was a complete assessment of valuations of
all Cedar Home Villa at the last revaluation. The two lots in this parcel have
poor topography, and no immediate access or utility service is available.
BOE-87-087-R - Parcel No 954-600-118 - Mr. & Mrs Meehan were present at the
hearing, and Bob Shold represented the Assessors office. The petitioners did not
question the valuation of improvements but were oBjecting to the increased land
valuation from $27,000 in 1983 to $37,000 in 1987.
The Assessors response was (1) that water frontage (Good Fellow Manhattan Beach)
was increased from $270 to $300 per front foot, and (2) this parcel was charged a
20% premium because of road acess to the beach.
There being no further business before the Board, the meeting was adjourned
until 9:00 AM on Wednesday the 26th of August,
