BOE-87-016-R : (Parcel No. 821-334-044) The Board inspected this parcel at 11:50 A.M.
on 09-09-87 and found a fairly well developed lot with a mobile home which has a
cOllventional wood construction addition adding a bedroom, dinette, sunroom and decking.
Anew concrete slab has been poured to cOnstruct a garage or carport. The Board
decided to sustain the current valuation of $12,000 for land and $16,795 for building
improvements (1200 square feet at $14 per square foot) for a total valuation of $28,795,
BOE-87-017-R. : (Parcel No. 821-334-045) The Board ispected this parcel at 11:50 A.M,
on 09~09-87 and found a lot which has been developed to a minimum level for rental
use and a 720 square foot mobile home with a poorly constructed car port roof added.
Inspection of the mobile home produced an identification tag of the manufacturer.
The Assessor's office was unable to substantiate the construction date of the mobile
home. The Board decided to sustain the land valuation at $12,000 and to adjust the
improvement valuation on the basis of $14 per square foot for the mobile home.. ($10,000)
for a total valuation of the parcel adjusted to $22,000.
BOE-87-018-LO : (Parcel No. 930-700-007): The Board inspected this parcel at 11:35 A,M.
on 09-09-87 and found an unimproved lot on a cul~de-sac located just below Highway 101
with a partial veiw of Hood Canal, There is a fully developed lot with a home on it
immediately adjacent to this ~arcel. It was noted that this parcel has already received
a credit on the valuation due to a perk denial of 1979. The Board decided to sustain
the current valuation of $3,750.
BOE-87-020-R: (Parcel No. 702-144-014) The Board inspected this parcel at 10:54 A.M.
on 09-14-87 and found a 2.05 acre 1 eve 1 buil ding site wi th a home and several out
buildings. Noting that the parcel immediately east of this parcel is currently valued
at $5,900 per acre, the Board decided that the valuation of this parcel should be 2.05
acres x $5,900 per acre plus $1,000 for land improvements for a total of $13,095.
The Board al so decided to adjust Ute building improvements from $40,000 to $37,960
on the basis of the 1040 sq. ft. home at $30 per square foot, the 576 square foot shop
at $10 per square foot plus $1,000 for two other sheds. .
The total adjustment i~ valuation should be $51,055.
BOE~87-023-LO (Parcel No. 601-271-003) The Board inspected this parcel with Mr.
LB, Benn at 2:10 P.t1. on 09-16-87. Access to this parcel is from th.e end of an
inimproved road down a steep and curving driveway to the water front on Hood Canal
(Toandos Peninsula). Steep contours with ravines would make development of building
sites some problem. There is a stream bed leading down to the water, The Board
decided that the current valuation of 643 front feet at $200 is equitable and that the
current valuation of $129,000 should be sustained.
BOE-87-024-LO: (Parcel No. 601-271-009) The Board inspected this parcel at 2:20 PM
on 09-16-87 with Mr. E.B. BENN.. During the hearing on this petition, Mr. Benn presented
a Jefferson County Health Depllrtment perk test denial not previously on record in the
Assessor's office. Inspection of the parcel indicates that there may De other sites
on the parcel where septic system may be qual ified; therefore, the Board decided to make
an adjustment to the land valuation -- 195 front feet at $250 per front foot less 25%
due to perk li~itations ; $36,562 plus $10 per front foot for tidelands for a total
of $38,512,
BOE-87-025-TL (Parcel No. 601-271-010) This petit~on for reduction of
valuation of the tide lands was withdrawn by Mr. Benn at the hearing when he was
informed that all tidelands in Jefferson County a~assessed at $10 per front foot.
BOE-87-029-R :( Parcel No. 995-400-061) The Board inspected this parcel in the
Snow Creek development at 11:00 AM on 08-28-87 and confirmed that the 20" water main
which has recently been elevated several feet above the creek is unsightly and certainly
depreciated the val ue of the home.. The Board decided to sustain the current land val uation
at $11,000 and to depreciate the current building improvement valuation of $27,350
by 25% to $20,500 for a total valuation of the parcel of $31,500.
BOE-87-031-R (Parcel No. 950-100-410) The Board inspected trnis parcel at 10:45
A.~. on 09-09-87 and found a one third acre wooded lot with a small, old home of low
quality construction, with small additions of undetermined age. Finding that the
current valuation of building improvements has been based on $32 per square foot and
depreciated 40% because of age, the Board decided to sustain the current total
valuation of the parcel at $22,720.
BOE-87-032-LO: (Parcel No. 954-600-121) The Board inspected this parcel at 10:05 AM
on 09-16-87 and found a lot with 300 foot frontage on Hood Canal plus tidelands.
The petitioner filed a 10-0~al perk denial report at the hearing. The presence of
a stream entering the sound immediately adjacent to the building site may have caused
this denial. The Board decided to give a 25% reduction in valuation to $23,250
due to the perk denial,
BOE-8~-036-R : (parecl No. 965-700-607) The Board inspected this parcel at 10:10 AM
on 08-19-87 and found a Victorian style house which appears to have several additions
made in recent years. The parcel is located on a corner lot in the Kuhns additions
across from a school. The building is currently undergoing further modifications.
The Board decided that, since further construction inspections are imminent, the current
valuation of the parcel at $69,605 should be sustained,
There being no further business before the Board, the meeting was adjourned until
9:00 AM on Friday the 25th of September.
