Douglas Archie Barber, Jr. Chainnan Vice-Chairman Member Alternate MINUTES Septemaer 28, 1987 Meeting was called to order at 9:00 A.M. all Board members and Clerk were present. PARCEL #933-300-901) : The Board inspected this parcel at 11:00 A.M. e petltioner ld not accompany them in the inspection. The parcel was located one block west of the Fair Grounds with no current access available. The lots in this block ~re tapered in length and the eight lots are equivalent to seven lots in the other easterly blocks of this plat. TheYflmay be three building sites under current buil ding codes. THe nearest sewer 1 ine is two blocKs distant. The Board decided that the valuation should be set at $1,500 for each of the seven lots totalling $10,500 and then reduced by 30% because of access and sewer main costs to make the lots useable. BOE-87-038-LO (PARCEL # 933-301-001): This parcel. (also inspected at 11:00 A.M. on 08-19-87) is located across the street from the f41~ Grounds with a newly resurfaced road on the east side. (Jackman St.) The block contains ten lots and the sewer main is one block away from the northeast corner of the block. The Board decided to sustain the current valuation of $24,500 for the parcel based ona lot value of $2,450, BOE-87-039-LO (PARCEL #933-302~501) : This parcel (also inspected at 11:00 A.M. on 08-19-87) is located across the street from the fair Grounds and the newly developed RV Park theron. It also has the newly resurfaced Jackman Street on the east side and it is two blocks from the sewer main. The land in this block has every indication of being partially flooded in the wet season. The Board decided to reduce the valuation of this parcel from $35,000 to $28,000 -- for $1,500 to $1,400 per lot -- through a 20% redaction for wet land condition and distance to sewer line. BOE-87-040-LO PARCEL NO. 933-302-601) : This parcel (also inspected at 11:00 A.M. on 08-19-87 is a ten lot parcel with some taper to the back (Western) 1 ine, three blocks from the sewer and no current access available. The Board decided to reduce the valuation of $15,000 to $10,500 -- $1',500vless 30% for access and sewer connection. fH'" L6t BOE-87-055-LO PARCEL NO. 961-8Q6-407): The board inspected this parcel at 1:13 P.M. on - -8 an foun t at t ere is a gully through the middle of the parcel. The Board also lOOKed at the comparables presented by the Assessor at the he~ring. It was the decision of the Board that the comparables substantiate sustaining the current valuation of $2,000. BOE-87-056-R (PARCEL NO. 996-200-015) : The Board inspected this parcel at 2:16 PM on 09-02-87. ThlS parcel of land lS comparable to a Block 39 in the neighborhood which sold for $6,300 in February, 1987. The building is not classifiable under the Assessor's construction codes and cannot be considered completed. The Board decided to sustain the land valuation of $6,000 but to reduce the improvements valuation to $17,700 -- $20 per 1770 square feet less 50% for poor construction and state of completion. o 'i. 'tfJ. 97 - 2 , BOE-87-057-R (PARCEL NO. 977-700-072) : The Board inspected this parcel at 9:18 AM on 09-21-87. And found it to contaln a house of fair construction. a well house and an excellent horse barn. The parcel has extensive chain link fencing and a horse exercise corral. The Board decided to sustain the land valuation of $11,000 but to reduce the improvement valuation from $36,895 to $31,285 on the basls of construction classification of the house. The total valuation is adjusted to $42,285. BOE-87-058-R (Parcel No. 977-700-076) : The Board inspected this parcel at 9:22 AM on 09-21-87 and found an extremely large (2900 sq. ft.) house, out building and well house on 1.5 acres with extensive chain link fencing for a horse pasture in the aack. The Board concurred with the assessor that the land should be sustained at $11,000. The house valueated at $38.20 per square foot for $110,835. The Board agreed that this valuation should be reduced 10% to $100,025 due to over building (obsolescence) for a total valuation of $111,025. BOE-87-062-LO (Parcel No. 965-700-014) : The Board inspected this parcel at 11:20 AM on 09-23-87 and found th lot to be a large buildable area; however, the assessor's comparable lots in the area are currently valued at $8,000, The Board decided to reduce the valuation of this lot from $10,000 to $8,000 based on comparables. BOE-87-063-R (Parcel No. 931-200-201) : The Board inspected this parcel at 11:20 AM on 09-23-87. The building is found to be of victorian style with pad and post foundationJ evidence of several previous modifications, poor grade construction (asphalt shake si ding etc.) The Board concurrs with the assessor that the land value of $9,000 should be sustained; howeverJthe improvement value of $71,755 should be reduce by $9,255 (approximately 13%) due to excessive depreciation of the condition of the building. The total valuation should be $71,500. BOE-87-064-R (Parcel No. 002-124-019) : The Board inspected this parcel at 9:35 A.M. on 09-23-87. This ten acre p~rcel has very limited potential for further building sites. The current house is three stories high sitting on a temporary foundation. There is no water available on the site at this time. The Board decided that the improvement valuatlon of $8,490 should be sustalned ln as ~uch as constuctlon completion is being monitored by the assessor, The land valuation should be reduced approximately 30% due to the li.mited further lmprovement and lack of water. Land valuation adjustment to $24,000 plus $8,490 for a total valuation of $32,490. BQE-87-066-R (~arcel No, 961-805-401) : The Board inspected this parcel at 1:30 P.M. on 09-02-87 and found it to be satisfactory for future residential development, THe Board concluded that, based on value of comparable land, this parcel Land Valuation of $13,770 for the elghteen lot block should be sustalned. BOE-87-067-LO (Parcel No. 761~805-406) : The Board inspected this pafcelat 1:30 P.M. on 09-02-87 and found 1t to be a level wooded lot. 'Based on valuation ln the area, The Board declded to sustain the current val uation of $800 for thi slot. BOE-87-068-LO (Parcel No. 961-805-.403) : The Board lnspected thi.s parcel at 1:35 P.M. on 09-02-87 and found the six lots of wooded land to be favorable for future residential deve19pment The Board decided that the current valuation of $800 per lot for a total of $4,800 should be sustained. BOE-87-069-LO Parcel No. 961-804-201) : The Board inspected this parcel at 1:40 P.M. on an foun t e ten ots of t is parcel to be broken up by topography problems and the presense of a road glving access to other properties above it. The Board reviewed the basis for valuation-- Lots 1-3 at $300 (Topography), Lots 4-8 at $650 each, Lots 9 and 10 at $650 each less 80% because of incursion of the road -- to be appropriate in setting the valuation of $4,410. The Board sustained this valuation. BOE-87-072...LO (Parcel No. 022-273-002) : The Board made an effort to inspect this parcel at 2:00 P.M. on 08-28-87. The initial inspection was made from property to the north; however, immediate access to this parcel in question was not possible without a 4x4 vehlcle. Bob Kingsley subsequently inspected the parcel from King ROad and the proposed access path across lots 1-4 of the plat and found that the only. building site is located at a jonction of the beach and the floQd plain of Eagle Creek and the balance of the lot is steep, unouildable terraine, The Board decided that the valuation should be adjusted -- 178 front feet on the beach at $425 less 50% for limited access and topographical problems for a net valuation of $37,825. .BOE MINUTES OF 09-28-87 3 BOE-87-074-LO (Parcel No. 021-332-035) : The Board inspected this parcel at 10~45 A.M. on 09-21-87 and confirmed that there are vehicles and construction equipment parked on the parcel to the west. The view of Mystery Bay and the Olympics to the west is available. In recognition of the comparables submitted by the assessor at the earlier hearing,the Board decided to sustain the current valuation of $15,000 for this parcel. BOE-87-077-R Parcel No. 977=700-062): The Board inspected this parcel at 9:45 A.M. on 9-21-8 an foun 1 t to be 120 front feet of hi gh bank on Admi ra lty Inl et with access to the Beach. The house on the lot has been depreciated in value by 33% due to state of repair and the garage building appears to be approprately valued at $7,000. The total current val uaUon of the improvements is $39,000. THe Boa rd decided to sustain the current valuation of the parcel at $82,090. BOE-87-079-LO (Parcel No. 721-043-009) : The Board inspected this parcel at 9:45 A.M. on 09-09-87, finding 200 feet of frontage on Hood Canal with a view of the Hood Canal Bridge. The area between the beach and the highway may pose some problems in develop- ment because of the topography and part of the parcel is on the other side of the highway. The Board decided that it was appropriate to sustain the current valuation which is based on $450 per front foot (200 feet) less 25% for topography plus. $10 per fr~nt foot for tide lands totalling $69,500. BOE-87-080-LO Parcel No. 721-043-010) : This parcel adjoins BQE-87-079. an the same 1 initations of development exists. The Board decided to sustain the current valuation based on $450 fer the 100 front feet less 15% for topography plus $10 per front foot for tidelands with a total valuation of $39,250.
