The meeting of the Board of Equalization was called to order by Chairman
Dalgleish with all members and clerk present. t1inutes will be approved at
a later date. 1'1r. r1ark t1cCready represented the Assessors' office for
the hearings.
BE-85-4-R George Randolph petitioned for relief on land valuation of .98
aGre lot no. 24 in LUdlow Beach Tract #2, south side of Ludlow Bay.
(1.) Comparable lots in the tract originally sold at same price now have
$20,000 variables in variation.
(2) Lot 24 has major drainage easement and semi winter flood areas at
water's edce.
(3) Same lots in tract have two and three residences on lot.
(4) Assessor have 3 comparables with land value of $76,000 to $100,000.
Board will visit site to, review comparables.
BE-85-79-L George Randolph petitioned for relief on 4.9 acres of land
.valued at $27,675 located within the Thorndyke Bay "Slide Area". This
'540 feet water front property is inaccessable because of the slide fault
line, and the area below the fault is a talus slope and unstable.
Assessor recoi1l'1ends revi ew of the property with County Pl anni ng and Health
Department to determine use before making adjustments.
BE-85-5-LO The petition of Albert & Susan Schreiber was heard without
the petitioners being present. The thrust of the petition was based
on the impact of the Sewer Horaterium on Division I, Area 2, lot 43 'in
PorL LU,dl ow. Since the moratorium has now been 1 if ted, the Board moved to
sustain the Assessor on the valuation of record. I

BE-85-12-R Sarah Bliss petitioned for relief in'the $116,652 valuation of
the land in her property at 2~,21 Old Gardiner Road on Discovery Bay. The
5.59 acrea tract has home at 195' water front end, is by railroad right-
of-way, and cannot be sub-divided because of perks limitation and access, te
waterfront home. Petitioner is seek,ing $3,495 reduction' on val uation',
due to limited use of the upper 4+ acres of logged off land and area
.above railroad. Board must inspect this site.
BE-85~13 Charles C. Eggert's counsel Paul ~1. !'!illiams did not appear for
nearing. Petition was revieved in absence of parties. The thrust of the
petition of Division IV, lot 3 in Port Ludlow was the Sewer Moratorium
of 1984, which was lifted June 1985. Assessor reconmends review of site.

BE-85-14 Bonnie E. Broders petitioned for relief in the ~117,OOO valuation
of a property of 600 feet of Discovery Bay waterfront at 4461 Old Gardiner
Road. The long tapered property sits on the edge of a 100 ft. bluff and
is bounded at the back by the railroad easement. Petitioner contends there
is no building site on property due to instarility of bluff, set back
requirements and access limitation. Assessor'recommends review with
Planning to substantiate that site is unbuildable.
BE-85-15-R Keith B. Nelson petitioned for relief on $40,200 valuation
of land and buildings at 30 Gardiner Beach Road at Discovery Bay. The
pro~erty was ~urchased in 1984 for $27,500, upon receipt of an appraisal
for this value. The property has a $4,000 P.U.D. water assessment
The buildings were inspected by a licensed Pest Control Insoector and found
to be in poor condition due to Dry Rot and Termites. Board will review site.
BE-85-19-R Gary K. Steffan petitioned for relief on $70,600 valuation of
land and buildings at 601 58th St. Port Townsend. Petition lists
comparable values per square foot on nine parcels of land in immediate
vicinity and protests proximity of park restroom which devalue the
property. Board will review petitioneer comparables and Assesser's
Comparables and inspect properties prior to a decission.
Having no further business meeting was adjourned.
