Jr. James A; DeLeo Chairman Vice-Chairman Member Alternate MINUTES August 6, 1985 ~) The meeting of the Board of Equalization was called to order by Chairman Dalgleish with all members and clerk present. Minutes will be approved at a later date. !lr. Mark NcCready represented the Assessors' Office for the hearings. BE-85~63-C Geoffrey S. Masci petition for reduction of valuation from $124,685 to $102,000. June 1985 appraisal made for purpose of a loan indicate valuation. Issue of use (residence or business) was basis of revaluation versus the appraisal. Board must look at the property anQ comparables. BE-85-63LO Neil L. Day,petitioned for reduction of valuation from $53,500 to $22,000 due to Health Department notice of non-perkability. Assesser indicated valuation was adjusted in fall of 1984 to $26,750 BE-85-68 LO Chester R. Hill petitioned for reduction of valuation of .5 lots in Chimacum Creek basin; Chalmers additiOD. Board will review 'this petition in conjuction with BE-85-52 thru (Walter R. Shold) and BE-85-55 th'ru (llilliam A. r~eyer) in lieu of limitations of Shoreline r~an2ement, Health Department and Department of Fi sheri es. BEc85-33 and 84 Francis T. Hall requested withdrawl of petition due to. termination of sewer moraterium. Board accepted withdrawal request. BE-85-69-R Fred S. Tanaka petitioned to find cause and justification - for .tax, increases. Adjustments in vaul ation were expl ained by Assessor. Assessor recommended reduction of valuation from $78,333 ~o range of $70',000 to $72,000 after inspection. . Board of Equalization reviewed the minutes of the July 24 meeting Motion was moved and passes to approve the minutes as presented. . . BE-85.70-R Dorothy E. Callaway petitjoned for relief on $13, 500 valuatton of land on which her home is located. Property purchased in 1967 had .a view. Neighbors planted trees obscuring the view now. Assessor recommends adjustments to lots 2,a,5,6,7,8 in this block. Board inspection essential. BE-85-71-LO Petitioner Pickering did not appear at hearing. His petition for adjustment was based on cost per acre rather than water front footage valuation. Assessor recGmmends adjustment on two lots to reflect adjustment made on 3rd lot last September. BE-35-72-LO Kathleen J. Klemann petitioned for review of valuation of 8 blocks of Fowler-Park consisting of 121 50X100 lots S.E. of Cook Avenue currently valued at $1500 to $2250 each. Last revaluation was based on values shown on a sales program in which many sales had subsequently defaulted. Assessor recommended Board inspection and consideration of a sub division revaluation. BE-85-73 Alfred G. Thompson appeard to petition for relief on the valuation of this property on the basis that the water system serving lots in this area is no longer adequate. The petitioned reduction of $6,000 represents a judgement of what it would cost to secure water sources. Barlow Addendum to t1inutes: Certification of assessment rolls to County Board of Equalization was presented to the board by Anne Enfield, Assessors office. Certification signed by Assessor and Auditor and by law is to be presented to convene the Board of Equalization. Also a list of change of value notices that were made before the certification were presented. Some of these changes are made to correct mathematics errors on new information due to inspections. !O)-,5 Note this certification was not presented to the Board until August 6, 1985. This certification was due 1st nonday in July 1985, but was delayed due to computer transition.
