The meeting was called to order by Chairman Dalgleish with members David Douglas,
Archie Barber and clerk Connie Barlow present. r1inutes will be approved at a
later date. Mr. Mark'McCready represented the Assessors' office for the
hearings.
BE-85-74-R Dana Swaim petitioned for a reduction in valuation of both land
and"buildings from $171 ,SilO to $135, 000. Two duplexes with four 1,000 sq. feet
.residences, produce income. Assessor indicated that, because of age and style
of buildings, a valuation of $135,000 - $140,000 might be reasonable. Board to
inspect property.
BE-85-75-LO Lawrence A. Campbell did not appear for his hearing. He was
petitioning for a reduction of land values from $75,000 to $55,000 due to
acces,ibility. Assessor found no comparables in immediate no ban~beach area.
Property assessed at $1,000 per front foot may be compared with adjacent
properties with home at $600 - $700 per front foot
BE-85c78 ~oh~ E. Kennedy was petitioning relief on two parcels 949-816-901
and 949-816-902 consisting of eight lots'"in Block 169 of Estates Addition.
The thrust of the appellant was the increased val uation per lot from $5,000 to
$7,500 due to the R-3 zoning rather than single family dwelling since
previous valuation. Board should inspect this and adjacent R-3 zoned
developJ1)ents.
BE-85~807R Joseph D. Burke petioned for relief on current valuation or
$388,OOO,on land and residence which is being sold as a time-share residence
in 52: I'(eekly increments. Assessor acknowl edges reva 1 uatiolll based on sale of
increment valued at $5800 to $7500 depending on season of year and consective
week increments. Current RCHs require revaluation because of change of usage
from single family dwelling to a time-share facility. Since Washington State
Legislature has no current legislation pertaining to valuation of time-share
properties, the Board should seek advice from the Revenue Department befo~e .
deciding on this petition. .,
