August 15, 1985
The meeting was called to order by Chairman Dalgleish. Member David Douglas was
detained. ~lember Archie Barber and Clerk Connie Barlow were present. rlinutes will
be approved at a later date. Jack Westerman III represented the Assessor's Office
and Fred Mercer represented the State Department of Revenue.
BE-85-64-LO: William J. Benedetto petitioned for a reduction of land values on
this parcel from $55,000 to $25,000. The parcel consists of Lots 2,4,6,8, Block 15
fronting of Water Street and Lot 7, Block 15 on the water plus one half of vacated
Benton Street; all just east of the Bayview Restrant. There are 256y, feet of water
frontage; however, portions of lots 7,2, and 4 and the south end of vacated Benton
Street are un-useable beach and bank. At issue was the determination of useable
area in the parcel on the adjustment of depth allowance. The evaluation was based
on 256y, front feet and $76,500 value; however the valuation was retained at the 1981
level do to loss of usable area.
BE-85-110-C: Action ,bf the Board was terminated on the basis of a request to with-
draw the petition made by Marvin Poer in behalf of Sea Galley.
BE-85-99-C: Jeff Pederson petitioned for a reduction in valuation from $830,000
to $750,000 on a parcel of land at Sims Way and Water Street- Port Townsend Mall,--
Variation of valuation between cost approach, market approach and income approach.
($976,100~- $839,000 - $826,000)
The State Department of Revenue representati ve and ~1r. Pederson asked for a recess
of Board to permit time for recalculation of valuation. After the Board reconvened,
Mr. Fred Mercer stated that he would prepare and mail a recommendation for adjustment
of the valuation.
BE 85-76-C: Frank W. Garred petitioned for a reduction of valuation from $157,000
to-$117,741. At issue was a revaluation which reflects the true condition of the
building and consideration of the apartment rentals on units on an upper floor.
Department of Revenue representative Fred Mercer refered to his letter of 13 August
1985 recommending and adjustment of $99,000 for building and $21,000 for land for
a total of $120,000. Petitioner would accept this recommendation subject to approval
of the Board of Equalization.
BE-85-95-C: James P: Mc Carronp,etitiorred,forreductions in valuation of the clinic
at 1136 Water Street from $683,000 to $490,000. Petitioner submitted comparables
in June 1983 and two comparables in 1985. Five physicians own the building in
partnership and are using space rental as basis for determining cash share of main~",
tainance, operations and financing costs. State Department of Revenue representative
Fred Mercer and Dr. Mc Carron entered into review of valuation processes. The State
will mail a recommendation to the Board.

BE-85-66-C: Earnest J. Callahan entered a petition for reduction in valuation
from $250,000 to $133,248. The petitioner appeared at the hearing and presented
each Board member with a document with forty-two (42) exhibits. He then protested
that the Assessor had not provided him with the comparables to be used by the
Assessors representation 10 days prior to the hearings per R.C.W. 84.48.150. The
hearing was recessed indefinitly to proyide time for delivery of comparables.
A new hearing will be scheduled.
There being no further business, the Board adjorned until 9:00 A.M. on Monday,
the 19th of August.
