The meeting was called to order by Vice-Chairman David Douglas, Chairman Dalgleish
was detained. Member Archie Barber and clerk Connie Barlow were present. Minutes
will be approved at a later date. rk. Bob Shold represented the assessors office..
State Board of Tax Appeals report dated 16 August 1985 on Amy F Chinner parcel
991-~00-017, petition No.~ BOE 84 '43-L) reduced from $11,000 to $9,750.
BE-85-6 thru 8: ~.1r. L.H. Johnson petitioned for relief in the valuation of lots
1-6 of block 17 and lots 7,10, 11, 14, 15 of block 16 of Belleview Addition
from -$19,875 to $4,200. Land was purchased in the tax sale in December, 1984.
Assessor recommended Board consideration of reducing valuation of 20 blocks of
lots in the upper side of this very old plat. After inspection and comparision
of valuation adjustl:1ents fror.l BOE 1984 actions.
BE-85-9 and 11: Mr. L.H. Johnson petitioned for relief in the valuation of lots
19 and 20 of block 1 in Cape George #1 plat due to the continued sluffing of the
bl~ff front edge of property--lot 20 (land only) from $31,500 to $8,000; and
lot 19 (land ~nd home) from $55,890 to $30,000.
BE-85-10: l'lr. L. H. Johnson petitioned for relief in the valuation of tax lot 21,
section 34 on the Dosewallips River from $3,250 to $800.00. The access to this
parcel has been removed by meandering of flood stages of the river. TheAssessor
recommerided potential reduction of valuation of this ~nd three other adjacent
parcels after inspection of the Board.
BE-85-Hl; Norlene :'Iurden p,etitioned for rel ief in the val uation of tax lot 17,
section;19 on the Bolton Peninsula from $22,395 to $14,000.' ,Assessor comparables
(3 lots) further down the peninsula are adjacent to county road with power. This
parcel of the petition is on top of the hill with no power, no view and on an
unimproved road. Board inspection should make judgement.
BE-35-88: Terrie Remington/Yvonne Pepin petitioned for relief in valuati~~ or a
parcel consisting of the east half of lots 1 and 3, block 3 of Plummers Addition
from $10,000 to $7,500. Buildings on two adjacent lots encroach on current set-backs
regulations yielding a residual parcel of 55'X100'. Valuation of parcel made in January
1985 was based on comparable sales. Purchase in April 1985 was made to protect
petjtiorreris investment fror.l further encroachment.
BE-85-92 Robert W. Jackson petitioned for relief in the valuation of a parcel
consisting of lot 10, block 8 in the Fowler Parks Addition from $2,500 to
$1.850. Mr. Jackson did not appear. Assessor recorrmended that the parcel be reviewed "
inconjullction with findin8s of BE-85-72.
BE-85-86: Dennis Atkinson petitioned for relief in valuation of his home at
706 Taft Street from $108,500 to $95,000. This Victorian House has been partially
restored after 85,years of use. The Assessor based valuation on 3 comparables
in 1932 and 1934. The Petitioner claimed that much depreciation in the condition
of the building should be allowed in setting the valuation. Soard and Assessor
inspection should consider a list of outstanding conditions which might increase
depreciation allowance.
BE-85-94: Pete Meister petitioned for relief in valuation of the parcel from
$48,925 to $39,640. f1ain isses were the gravel pit in .tax lot 26 and that
square footage of livable space is 960 square foot rather than 144D square
foot used in valuation. Inspection of parcel by Assessor and Board would be welcome to
conferm his claims.
There being no further business, the meeting was adjourned.
