The meeting was called to order by Chairman Dalgleish with members David Douglas,
Archie Barber and Clerk Connie Barlow present. Minutes of the 12th, 14th, 19th,
and 21st of August were read and approved. Mark Mc Cready represented the Assessor's
Office.
BE-85-113LO: Robert P. Groenig petitioned for a reduction in valuation of tax lot
51 (.61A) in Fullers Acres from $10,000 to $1,500. The parcel is located behind the
parcel on which his residence is located. The parcel has no water, no power and no
access to a road. It was questioned whether tax lot 36 (a non-usable shape) should
not have been the access right of way. The Assessor's Office acknowledged that a
more realistic valuation might be in the $5-6,000 range.
BE-85-114-LO: Lawrence J. McMahon was not present at the hearing. From the peti tion
form it was determened that the issue was that the $19,000 valuation was too high;
however, an equitable value was not given. P~titioner failed in a four-year attempt
to sell at $12,363.00.Assessor comparables in same area have been sold for
$18-28,000 in 1983 and 1984.
BE-85-115-LO: Jack D. Guiher petitioned for a reduction in valuation of the 8 lots
in Block 12 of the California Addition from $36,OOOto $24,000. Proximity to the
Port Townsend Sewage Treatment Plant and depressed area holding water during winter
months were reasons for lowering valuation~ Assessor indicated valuations adjusted
due to availability to sewer, water mains or both have been based at $3,750 to
$4,750 per lot in each block of the plat.
BE-85-1l6-R: John D. Q:ji:her and Mark .tIc Cready acknowledged that a July adjustment
in the valuation of the land of this parcel from $34,000 to $28,000 was mutually
acceptable, The Board moved and approved a motion to sustain the adjusted valuation.
BE-85-1l7-LO: John D. Gliher petition for a reduction in valuation from $38,000
to $22,000. Main thrust of the petition was that this Block (19) and Block (12)
were purchased in 1973 for $10,000 total or $5,OOO/Block, and the valuation in 1981
was~increased 94% in 1984. Assessor indicated valuation based on a break down of
four two-lot parcels in block with water and sewer service to each parcel.
BE-85-118-LO: John C. Mathiesen petitioned for a reduction of valuation of land
from $29,700 to $20,000 because the current Health Dept. regulations pertaining to
location and size of septic drain fields with relation to wells would prohibit
construction of a home on this parcel. A major portion of the lot extends over the
banks and out into the salt marsh, a winter flood plain, which precludes any building
construction or septic system. Assessor acknowledges that valuation might be based
on $20,000 plus improvements (power, well, road access).
BE-85-119-LO: Helena T. Kramnicl (not present) petitioned for reduction of valuation
of land from $29,700 to $20,000. This parcel is immediately north of the above
petitioned parcel (Mathiesen), and is the same Health Dept. limitations and conditions.
There being no further business, the Board adjorned until 9:00 A.M. on Thursday, the
29th of August.
