DeLeo Chairman Vice-Chairman Member Alternate M I NUT E S 7 October 1985 Board met to make decisions on appeals and to take other actions deemed necessary to complete this year's appeals. The Board arranged to inspect Brueckman properties (appeals 89,90, 91) at 10:00 A.M. on Tuesday the 18th of October. The Board also submitted a list of 15 parcels where further information should be provided by the Assessor's office prior to final deliberations and requested that verification be made whether the State Revenue Department has any adjustment recommendations for six commercial properties in which they participated. For future records, the Board recorded the decisions made in a works session at Clearwater on the 26th of September on seven parcels. (see minutes of that date) BE-85-6-,7,8.: The Board made an inspection of properties of the Bellevue Addition above MacDonald Cove south of Brinnon on Hood Canal. Due to a history of recent sales in this sub-division, the Board and Assessor's representative concluded that all lots in Blocks 1-20 should be' adjusted to a valuation of $250/1ot. (1) BE-85-6 (parcel 932-101-701) consisting of lots 2,3,6; Blocks 17 were revalued from $6,000 to $750. (2) BE-85-7 (parcel 932-101-701) consisting of lots 1,4,5; Block 17 were revalued from $6,000 to $750. (3) BE-85-8 (parcel 932-101-603) consisting of lots 7,10,11,14,& 45; Block 16 were revalued from $7,875 to $1,250. (4) The Board will request the assistance of the Assessor's office to make corresponding adjustments to all Other lots in Blocks 1-20 of the Addition for Board approval. BE-85-9-LO: (parcel 937-800-120) Board inspected property on 9-18-85 and considered potential of moving home from adjacent lot tQ this parcel to get set back from bluff and to use existing septic drain field. Board moved to reduce valuation from $31,500 to purchase price of October 1984 ($16,500). BE-85-10-LO (parcel 602-342-004) Board inspection on 9-16-85 found that the river change in chanel has cut off Pal amino Drive, thus isolating this and three other parcels to the east. The Board moved to reduce the valuation from #3,250 to $800 as petitioned. NOTE: The Board also moved to seek assistance of Assessor staff in adjusting other three parcels so affected. BE-85-85-11-R (parcel 937-800-119) The Board inspected this parcel on 9-18-85 and found the caving of bluff to be within 10 feet of house. Home value and 50% reduction of land valuation due to performance of bluff. The Board sustained the current val uation of $5!J,890. BE-85-24 (parcel 961-806-004) Board refrained from taking any action (sustained) on the valuation of this parcel because the appeal filed by Mr. Dille was not proper... Mr. Cotton ownes the property and Mr. Dille had no power of attorney to file the periti on. BE-85-25 (parcel 001-343-023) The Board inspected this parcel on 9-18-85 and found it to be a partially wooded slope down to Chimacum Creek adjacent to his residence parcel. The Board moved to sustain. The currect valuation at $3,000. BE-85-26-R (Parcel 981-806-007) Board inspected Assessor and one member of Board.~nspected home. land at $8,500 and that valuation of building to $75,500 for a total valuation of $84,000. the parcel on 9-18-85; and Board sustained valuation of be reduced from $77,550 to BE-85-28-R (Parcel 989-705-802) Board inspected parcel on 9-13-85 to review bank errosion problem. Board moved to SUSTAIN assessed valuation of $109,125. After determining depth of property and house set-back from the bank. BE-85-29-C (Parecl 965-703-002) The Board has reviewed the issues on this petition and find: (1) Under Non-conforming Building and Users Ordinances (17.52) there would be no requirement for a variance due to change of tenarrey or ownership. (2) The State appraiser made anadjustment in square footage of storage area reducin9 the building valuation by $10,500 on 2 July 1985. The current appraisal of $7.33/sq. feet is within its lower range of comparables properties. Therefore; the Board moves to SUSTAIN the current valuation of $261,500. (3) BE-85-30-LO: (Parcel 501-041-012) The Board inspected this parcel on 9-18-85 and found the area between its road easement and the water to be steep, with two deep ravines making thisarea non-buildable; however, this balance of the land above the road 2asement has an ample buildin9 site. The Board moved to adjust the land value from $37,600 to $30,000. BE-85-120-LO (Parcel 602-342-006) Consistent with the adjustment of valuation of L.H. Johnson Tax 10t21 on the Dosewallips River, the Board moved to equalize valuation of this parcel by reduction from $3,000 to $800.00. BE-85-39-R (Parcel 998-803-202) Board inspected this and associated parcels on (9-13-85) We found the land to be sloped upward from 49th street south. Access to this parcel is through platted street. Board moved to reduce valuation from $14,750 to $9,000 for improvements, and to sustain the land valuation at $29,000. On approximately $3220/1ater equivalent. BE-85-40 (Parcel 998-804-901) 85-41 (Parcel 998-805-001) 85-42 (Parcel 998-803-101) 85-43 (Parcel 991-600-102) 85-44 (Parcel 991-600-202) These parcels consisting of lots and portions of vacated streets in Tibbals and Riley's Additions are generally valued @ $3220 per lot or equivalent. 1 The Board moved to SUSTAIN valuation of the parcels as is.
