The meeting was called to order, with Board members present,Dalgleish, Douglas
and Barber, Clerk was absent.
BE-85-45-R (Parcel #001-022-004): Board inspected the parcel on 9-24-85 and
found it to be open pasture with the dilapidated remains of a house. The Board
moved to reduce the land valuation from $24,500 to $18,500 and to sustain the
valuation of the building at $500.00. This adjustment was made to attain
equalization of value in this and the adjacent 4 acres below.
BE-85-46-L (Parcel #001-002-008): The property adjacent to and contiguous with
the above parcel is also open pasture land. The Board moved to sustain the
valuation of this parcel at $37,500. At the time of inspection. the Board re-
commended that Mr. Castillano petition the County Commissioners for attainment
of Open Space Agriculture Classification for both parcels.
BE-85-48-LO (Parcel #993-800-018): The Board inspected this parcel on 9-18-B5
and found it to be a view property in a high bluff. No record of non-perk
condition has been made .available and lots on both sides of homes and have land
valuation of $31,000. Board moves to SUSTAIN valuation of $30,000.
BE-85-49,50,51: The Board inspected these three parcels and thecomparables
presented by the Assessor on 9-11-85. It was found that all of thise parcels
had more open visibility at the time that the development was opened and sold.
In the interim years, natural growth has, partially obscured the view, however
the covenants, by-laws and Rules of the Owners Assossiation permit selective removal
of the new growth. The Board moved to SUSTAIN Parcel #990-603-124 $21,000
Parcel #990-603-168 at $35,000, Parcel #990-603-140 at $18,50.
BE-B5-60-R (Parcel 987-001-901): The Board inspected this parcel on 9-20-85
and found this land to be used as pasture and that some further improvements had
been made on the barn since our 1983 adjustment, The Board moved to equalize
the land valuation with the contiguous pasture parcels above by reeucing from
$63,000 to $49,600 and the barn was increased from $34,000 to $39,000 in
recognition of improvements and 5%/annual appreciation. Total valuation of parcel
was was reduced from Assessor setting of $97,000 to $88,600.
BE-85-61-R (parcel 001-012-002) The Board inspected this parcel on 9-29-85 and
found evidence (1) that a foundation for an additional building has been started
out and (2) that the street corner encroachment does not appreciably affect the
value of this land. The Board moved to SUSTAIN the Assessors valuation at $58,360.
BE-85-62-R (parcel 948-318-407) The Board inspected this property on 9-24-85
and voted to SUSTAIN the Assessors value of $8,500, for the land and $49,440 for
the improvements. Decision based on comparables and equalization.
BE-85-52-53-54: The Board inspected these parcels on 9-05-85 and found them to be
low-lying winter flood areas adjacent to the Chimacum Creek. Further investigation
with Planning Department found that the uses of this land for a distance of 200
feet in all directions from this circle are united by Shorel ine Management, County
Flood-Plain Ordinance and the Clear Water Act. The Board moved to reduce the
valuation of all lots in these parcels to $800/10t;
Parcel 942-903-002 - 4 lots reduced from $5,000 to $2,000
Parcel 942-903-006- 4 lots reduced from $5,000 to $2,000
Parcel 942-902-403- 23 lots reduced from $25,000 to $18,400
Parcel 942-902-502- 23 lots reduced from $23,000 to $18,100
Be-85-55,56,57: The Board inspected these parcels on the other side of Chimacum
Creek on 9-05-85 also and found the same situation to prevail. The Board moved
to reduce the valuation of all lots in these parcels to $800/10t:
Parcel 942-902-101- 1 lot from $1,200 to $800
Parcel 942-902-002- 8 lots from $7,700 to 6,400
Parcel 942-902-402- 2 lots from $2,500 to $1,600
BE-85-58-LO (Parcel 987-001- 01) The Board 'nspected this parcel on 09-20-85
and found it to be used as fenced pasture with water and street access. The
Board moved to adjust the valuation at 5% per year appreciation from the equalized
value set by the Board in 1983. The valuation was lowered from Assessors valuation
of $18,00 to $13,150.
BE-85-59-LO (Parcel 987-001-702) The Board also inspected this parcel contiguous to
701 above on D9-20-85 and moved to adjust the valuation at 5%. The valuation is to
be reduced from $4,000 to $2,920.
Having no further business, the meeting wasadjorned until October 10, 1985.
