Board met at 9:00 A.M., all members were present and Clerk Lea_to assist.
BE-85-80-R (951-000-210) The Board inspected this parcel on 9-27-85 and Mr.
Burke joined in the inspection. This parcel is one of five lots available in
this area of the Pacific Beaches. The owner is selling weekly time share increments
on a 3 bedroom, two bath house on ~ 50 foot lot. The lack of legislation or
policy of the Department of Revenue makes it difficult to find a precedent. The
Board moved to adjust the land value from $67,600 to $37,500 (@$750/front foot)
and to adjust the improvements valuation from $270,400 to $119,000 based on current
participation in time-share plan. Tile total valuation of the parcel $156,500
and its assumed that the valuation will increase with annual sales of addi,tional time
shares through change of ownership documentation.
BE-85-112-LO (Parcel 939-601-405) The Board made an on-site inspection on 9-1B-85
and found it to be a nice lot on a slope above the Discovery Bay water front. No
documentation has been presented to substantiate no-perk conditions. The valuation
corresponds with sales in the 1980's and equalization range. The Board SUSTAINS
the Assessor's valuation of $16,500.
BE-85-81-LO (Parcel 957-900-301) The Board made an on-site inspection of this
parcel on 9-20-85 and found that the siting of a 2056 sq. ft. home by the architect
did,in fact, obstruct the view of Port Townsend Bay; however, the area to the north
c a.nd east-sides of the lot have an area that is adequate for a 2000 sq. ft. home
without encroaching on either tile neighbor's view of the water or the legal set
backs from the north and east lines. The Bo~rd moved to SUSTAIN the Assessor's
valuation of $12,000 for the land in this parcel.
BE-85-88-LO (Parcel 988-800-308) The Board made an on-site inspection of this
parcel on 9-24-85 with Ms. Remington. The lot is reasonably level, cleared and has
all street and utilities and has a R-2 zoning. The Bo~rd moved to SUSTAIN the
Assess6r's valuation of $10,000.
BE-85-93-R (Parcel 989-709-001) The Boa.rd made an on-sHe inspection of this
parcel on 9-24-85, and were unable to make an indoors evalu~tion of tile building.
This four lot parcel has a fine view of Admiralty Inlet, Port Townsend Bay and
Eastern Port Townsend. The building is wood frames set on posts and pier blocks.
The Board moved to adjust the Assessor's valuation of the land from $27,325 to
$40,000 and reduce the valuation of the improvements from $52,920 to $40,225.
BE-85-96-R (Parcel 901-161-004) The Board made an on-site inspection on 9-11-85
and toured the total acreage. This parcel has several improvements which do not
appear to be on the tax rolls. This was brought to the attention of the Assessor's
representative at this inspection. The land valuation of $1,945 per acre including
improvements of roads,: powe~ water for a total of $51,530 is in equity with
comparable parcels, and the Board SUSTAINS this valuation by the Assessor.
BE-85-97-LO ( Parcel 901-152-005) The Buurd also made an on-site inspection of
this parcel on 9-11-85. The parcel has a small marsh area adjacent to the road and
the balance of the land is a rolling terrain with a small stream passing through it.
The assessor's record for the parcel of 20.00 acres divided by the Anderson lake
Road was amended to divide the parcel with 901-152-004 designated as the land north
of the Road and establishing a new parcel 901-152-005 in the south side of the road
at 14.5 acres @ $1745/acre without improvements. The Board moved to SUSTAIN the
current valuation of the land of this new parcel at $25,305.
