Meeting was called to order at 9:10 A.M. all Board members and Clerk were present.
Discussion of Pleasant Harbor (BE-85-16,17, & 18) taking place first on the agenda.
PLEASANT HARBOR MARINA Petitions BE-85-16,17 & 18) - The original properties
included within the ownership, of this marina consisted of most all of the tide
lands. water front and up-lanas on the north shore of Plesant Harbor in the northern
~ of Section 15, and the SE ~ of Section 10, TW 25, R2W of Jefferson County. A
majority of the problems associated with the administration of the above appeals
of Mark Litchman in behalf of the WIN Group IX etal have rested in finding an
appropriate set of values for each of four parcels of up=lands and the associated
tide lands fronting these parcels. With the assistance of the Assessor in two
study sessions, the Board has come to the following conclusions:
1. The appraisals of the State Department of Revenue and the valuations of the
Jefferson County Assessor's office pertaining to the building's and utility
'improvements (exclusive of the Marina docks and support services) appear to
be sound.
2. The valuation of the actual marina docks and support systems have to be amended
as to distrubution to the three parcels of the appeal and to a basic value
of $2,600 per slip.
3. The assignment of areas and valuation of water front footage and tide lands
have to be amended to reflect current ownerships of the WIN Group IX,

It has been determined that the 3.18 aCres of up-land and approximately
300 feet of water front within Tax Lot 23 (parcel 502-152-006) should
not be included in the ownership of the Petitioner in this review; therfore,
the land valuations for Parcel 502-152-001 have to be amended to include
only 2000 front feet of water front and tide lands.
b. The uplands of Government Lot 3 (11.70 acres) above State Highway 101 has
been set aside by the Health Department to support the terraced drain
fields for the septic system of the major marina facilities of Parcel 502-152-001.
c. All water front within this bay is uniformly valued at $500 per front foot.
The Board of Equalization and Assessor's staff have come to an understanding of the
following adjustments.
BE-85-16-C (Parcel 502-152-001) The land in Government Lot 3 exclusiVely consisting
of three sub-parcels of 11.70 acres, 7.80 acres and 2.15 acres of relatively steep
uplands shall be adjusted from the current valuation of $990,790 to the following

Less 20% for excess footage = 200,000
b. 2000 F.F. of tide land (T.L.) @ $10/ff = 20,000

The valuation of all improvements in this parcel shall be adjusted from the current
total valuation of $810,000 to the following:

of the SE\ of Section 10, TWP25 Range 2W of Jefferson County consisting of 110
front feet of useable land and tide lands. Note: the marina docks and support
buildings are not within this parcel. The valuation of this parcel shall be reduced
from $312,000 as follows:

BE-85-122 thru 148 Chimacum Creek Estates #1. Lots 1 thru 9 and 12 thru 27.
Order of County Board of Equalization prepared by the Assessor's staff were submitted
for reveiw and approved by the Board. See minutes of 16 October 1985, for further
clarification of this action.
BELLEVUE ADDITION --HOOD CANAL: The Board made an on-site inspection of the
Bellevue Addition on 9-16-85 and found it to be steep, semi-mature woods with
occasional rock out-crops. The platted additi,on has twenty~nine blocks with
504 lots. Some sixty lots have been sol d under Tax Deeds since 1983 with sales
values varying from $180 to $333 per lot. Arm length sales of four lots in 1982
were $2000 to $3325 per lot. Each lot represents 1(10 acre.
Comparable lands on Hood Canal are valued at $4,250 per acre, without improvements
and access roads. The Board moved to revaluate all of the lots in Blocks 1-20
at $425 per lot. The results of this action are petitions reviewed as follows;
BE-85-103-LO (Parcel 932-101-509) Reduce land val uation from $8,925 to $2550
for lots 16 to 20, Block 15.
BE-85-104-LO (Parcel 932-101-507) Reduce land val uation from $3,500 to $850
for Lots 12 & 13, Block 15.
BE-85-105-LO (Parcel 932-101-505 ) Reduce land valuation from $4,000 to $850
for lots 8 &9, of Block 15.
BE-85,,106-LO (Parcel 932-101-503) Reduce land val uation from $4,000 to $850
for Lots 4 &5, Block 15.
BE-85-107-LO (Parcel 932-101-501) Reduce land val uation from $2,000 to $425
for Lot 1 of Block 15.
BE-85-108-LO (Parcel 932-101-508) Reduce land val uation from $3,500 to $850
for lots 14 & 15, Block 15.
BE-85-109-LO (Parcel 932-101-506) Reduce land valuation from $3,500 to $850
for lots 10 & 11, Block 15.
The Board requests that Assessors staff support revaluation of the balance of
lots in Blocks 1-20 at $425 per lot.
