All Board members and Clerk Lea are present and the meeting was convened at 9:10 A.M.
The Board has become concerned about the equalization of residential land valuations
on lots in Block 67 of the L.B. Hastings 1st Addition and takes the following actions
after an inspection of this block on 9-27-85:
BE-85-70-R (parcel 306-703) The Board moved to sustain the improvements valuation at
$39,000 and to reduce the land valuation of this improved lot from $13,500 to $12,500.
BE-85-281-R (Parcel 957-306-702) The Board moved to sustain the improvements at
$39,900 and to reduce the land valuation of this improved lot (address 324 Walker Street,
port Townsend) from $13,500 to $12,250.

BE-85-283-R (Parcel 957-306-708) The Beard moved to sustain the improvement at $42,980
and to increase the improved land valuation from $13,500 to $14,500. (Cecil Brown,
1941 Jefferson Street, P.T.)
BE-85-284-LO (Parcel 957-306-707) The Board moved to increase the land valuation of
this unimproved lot from $10,000 to $14,500. (Robert Marriott, 1932 Washington st)
BE-85-190-LO thru BE-85-280-LO, Bell evue Additi on. - The Assessor staff presented the
Orders of the County Board of Equal ization for all parcel s' in Blocks 1 thru 20 of
, the Belleview Addition per the Board's request of October 23.
BE-85-101-R (Parcel 969-907-701) The Board inspected this property on 9-24-85 and
found it to be all lots in Block 77 of the Mabel Addition with the home located on
Lots 1 & 3 of this block and the other six lots used as a holly farm and pasture. The
home was built in 1890 and suffers from inadequate and aging foundations and ceiling
and exterior wall insulation.
With respect to the land valuation, the Board reviewed current valuations of Lots in
Blocks 125, 126 and 116. The Board further determined that the land valuation of lots
in this block in 1981 was $6,250 per lot plus $1,000 for block improvements. A
5% appreciation in valuation for the past four years yeilds a valuation $60,775
for the 8 lots, OT $7,600 per lot. Asuming the home to occuPY two lots, the 1 and
valuation ShDUld be equalized as follows.

'" $45,600 for a total of $61,800
With respect to the home, the Board equalized the valuation of the house in 1981 at
$82,400. A 5% appreciation of this valuation for four years would increase the
valuation to $100,150.
The Board moved to adjust the valuation of land, improvements and building to $161,950.

BE-85-101-LO (Parcel 969-911-601) In view of the equalization actions in Blocks
77 above, the Board moved to revalue the'8 lots in Block 116 to the north at $7,600
for'a total valuation at $60,800.
The Board reviewed the minutes of meetings for October 25, and 28 and approved them
as presented.
BE-85-47-C (Parcel 989-701-003) Mr. VVilliam L. Massey presented his position at a
hearing on 8-14-85 with Fred Mercer of the State Department of Revinue present.
It was then determined the purchase of this property on 7 June 1985 consisted of
$1,100,000~Purchaser paid $550,000 down and $550,000 in a Real Estate Contract)j
further, that the sales data did not include the fact that the Safeway Corp
retained a $175,000 lease hold interest. Subsequent to the August hearing, the
"Anchor Tenant" Tradewell has terminated tneir use of the grocery store segment of
the building.
The State Department of Revenue and the Assessor contend that the $175,000 lease
hold interest should be properly considered,a part of the sale price adjusting the
sale to $1,275,000, leaving a margin of $501,000 between the sale price and the
current valuation.
The land valuation currently is based on 645 front feet frontage on Hater Street;
however it has been determined thatwith the inclusion of a vacated polk and Filmore
Street~ the total front footage is 696 feet and the property depth between the
street and the water front bulkhead is 196 feet. The Board moved to reduce the land
valuation from $1,044,000 to $725,500.

The Board moved to support the petioner's recommendation that the Improvement
valuation be increased from 4732,000 to $800,000; making the adjusted total valuation
for the parcel $1,525,500.
BE-85-85-C (Parcel 965-702-808) Thelma Scudi - The Board inspected thi,s site on
9-24-85, and recognized that the exterior has had considerable recent roa.intenance
work. The Board, having no up-to date information on income noting a
pending sale is in progress as of this date moved to SUSTAIN the current valuation
of $199,250.
BE-85-87-LO (Parcel 001-091-002) Dave Dover- The Board inspected this site on
9-24-85 and there are 25,37 acres of logged off, brush land. In view of comparable
acreages valuation, the Board moved to reduce the valuation from $3,000 to $2,250
per acre plus $1,000 for septic improvements fon a rounded value of $58,OQO land
valuation. The current valuation of $111,735 for building was not appealed.
The Board having no further business to conduct for the day, adjourned the meeting until
November 1, at 9:00 A,M..
