Board of Equalization came to order at 9:00 A.M. with all Board members and Clerk
present,
BOE-86-001-R!Parcel NO. 961-500-30l: Mr & Mrs St. Martin appeared at the hearing.
Testifies that the mobile home portion of the improvemets was originally purchased
in 1974; that the petitionetpurchased the parcel and improvemnts from a bank in 1985
for $70,000; that the septic tank drainage system is currently a problem; and that
the valuation of $137,890 does not properly reflect the 1985 purchase price. The
Assessor reported that the parcel encompasses 16 lots and vacated street area for an
equivalant of 19\ lots valued at $1,200 per lot plus improvements and that the 1448
sq, feet of mobile home is valued at $52,128 ($36 per sq. ft.) and that the 1700 sq.
foot of additional structures is valued at $61,200 ($36!sqft) It was recommended that
the Board might consider a adjustment to the valuation of the 12 year old mobile home
portion of the improvements.
BOE-86-002-R I Parcel NO. 985-202-902: Mr. Shop en and his son were present at the hearing
and petitiond that the $49,600 valuation of the 1092 sq. ft. of the house was too
high ($45.42!sq.ft,); presented three comparables with sales in the $54,000 to $59,000
range in 1985 and 1986. The square foot values of the comparable buildings (less
$10,000 for land in cash) are $44.91, $41,04 and $59,50. The Assessor recommended
setting the valuation at $50!sq.ft. for the building ($54,600) less $10,000 for the
land for a net of $44,600 for improvements.
BOE-86-003-LO!Parcel NO. 948-303-104: Harley and Shirlee Bussart appeared before the
Board to seek relief from valuation of the six lots in this parcel at $2,000 ($.69 per
square ft.) on the basis that the lots are zoned residential and are located at an
elevation where thay have limited value due to the presence of the Safeway store (rear
view to these lots). The Assessor presented three compareables with sales in 1982-84
with prices of $4,000 to $5,600 per lot. (~,95 to $1,38 per sq. ft.) Dr. Nichols
purchased 4 lots at $2.50 per sq. ft. in 1982. The essence of this appeal is the de-
termination of a equitable formula for setting values of lots in the Eise'beis Subdivision
based on commercial and residential zoning and view potential.
BOE-86-004-LO!Parcel NO. 998-802-102: Michael Regan did not appear at the hearing.
The petition was read into the minutes, stupulates that the 50'xl00' (5,000 sqft @ $.50
square ft,) parcel of undeveloped land has no road, water, power and sewer improvements;
Lots 5-8, Block 21 (20,000 sq ft.) sold at tax auction for $800 ($.04!sq,ft.) on 12-13-85,
and further the parcel has been listed at $950 for five months.
The Assessor revealed that the subject parcel was purchased at the 12-13-85 tax auction
for $410; that there pave been ten forfeitures and three tax sales in Tibbels, California
and Baker additions and that the Board and Assessor should review valuations on the
basis of terrain, access and utility to seek equitable valuations,

BOE-86-005-LO!Parcel No. 936-900-501: Sally R. Weinshrott was present at the hearing.
The petition states the 100' x 100' lot has a residential zoningl was transferred to
the petitioner on 1-21-83 in leau of $9,500 dawn payment ona house elswhere; has been
listed at $11,000 since 1984 and is now depreciated in value~t6 the condition of an
incompletely constructed house on an adjacent lot.
The Assessor reported that the lot has sewer, water and power available; that the lot
is valued at $0.95 per sq. ft. and that there are no recent comparable sales in the
neighborhood indicating a depreciated value due to the imcomplete house on the adjacent
lot.
BOE-86-006-R!Parcel No. 989-7Il-006: Dorothy Barnhart was not present at the hearing.
The petition stupulated that the two half lots on~hich the home is built are over
valued at $12,500 because the only viable comparable is valued at $8,500.
The Assessor presented nine comparables in P.T.O.T., Plummer's and Kuhns Ranch additions,
five of which have R-l zoning similiar to that of the petition, These five parcels
have valuations between $1.27 and $2.47 per sq. ft. The subject parcel is valued at
$2,06!per sq. ft. which is close to the median of the comparables ($2.16!sq, ft.)
There being no further hearings scheduled, the Board adjourned until 9:00A.M. on
Friday, the 18th of July
