The Board conveined at 9:30 A.M. Full Board was present. Marc Mcready represented the
Assessors office. The following hearings were held.
BOE-86-0l9-R/ Parcel NO: 937-800-1l8: Mr. Clyde T. Robinson appeared before the
Board. The Board had taken action in 1984 due to an appeal concerning collapse of
the bluff in front of the house. A further collapse occurred on 4/5 of December 1985,
bringing the edge of the bluff to withing 19 feet of house and totally distroying
the original drain field. A neighbor had received a bid to move his house to the lot
next door for $25,000. A certified appraiser has set the value of house and lot at
$45,500. The petitioner requests 50% reduction in value of house and lot (approximate
value set by appraisers). Assessor recommends review of moving potential and costs
before final' consideration of a reduction to appraisal level.
BOE-86-20-R/Parcel NO. 975-901-103: Rosanne Kramnicz appeared before the Board. to seek
reduction of valuation from $29,780 to $23,000, which is that which she paid in purchasing
the property on 31 December, 1985. A review of the records of the Jefferson County
Superior Court of 7 April 1980, defines a decision that the previous purchase of the
property for $35,000 by a Mr. Scott was to be terminated because the construction
of the house was not in accordance with the quality represented by the builder. It
was determined that it would require at leat $10,000 in reconstruction to bring it up
to code standards. (a construction contractor bid recieved)
Assessor recommends retaining land values at $7,000 and reducing building value to $16,000.
BOE-86-023-R/ Parcel No. 965-500-005: Petitioners Ingrid & Lowell Thompson did not
appear at hearing The property is 1500 sq. ft. condominium plus garage on a 45' by
65' piece of land on Kala Heights. Petitioner contends that valuation is in excess
of saleable price,
The Assessor representative recommends a $4,000 reduction in total valuation by
reducing building from $11D,500 to $104,OOO and increasing land value from $41,500 to
$44,000. This action would be a part of equalization process in Kala Bluff.
BOE-86-021-R/ Parcel No. 601-074-003: petitioner Frederick C. Helm (not present at
hearing) is seeking $20,000 reduction in valuation. On a 140 foot water front (high
bank) residence of 1400 square feet with unfinished basement, He claims that there
were only $4,000 in improvements made between 1982 and 1986 valuations.
Assessor presented history of Building: Department InspectioN during this period as
building moved from 60% completion to final inspectkn approved July 1985. On-site
inspection should cover interim completion period.
BOE-86-022-LO/ Parcel No. 701-043-016: Petitioner James A. Hardy (not present at hearing)
represents that this 5.42 acre tract adjacent to the N.W. COTner of Dabob Bay should
be reduced in valuation from $17,500 to $13,500 on basis of saleability due to appraisal
made in October 1985 by William White. The parcel was purchased in 1979 for $17,000.
The Assessor pointed out that reference appraisal was made to support probate action
and presented comparables of three other parcels in this tract. He has sustained all
four parcels @ $3,250/A in 1986 revaluation.
BOE-86-024-LO/ Parcel No. 975-000-321: Jack H. Folson attended the hearing and
submitted a comprehensive list of lot prices representing Mcphearson Realty listings
as of the 23 rd of June of this year. Lots originally selling for $50-60,000 are now
listed in the $45-50,000 range. The Assessor recommended potential ad.ption of a new
set of valuations set at 95% of the presented price list for equalization in this
division of the Kala Point Development.
There being no further business before the Board on this date, the Board was adjourned
until 9:00 A.M. on Wednesday the 6th of August.
