The Board of Equalization convened at 9:30 AM with the full Board and Board
Secretary present. Chairman Dalgleish had been called into meeting in the County office
to discuss bugets for the coming year. Vice-Chairman Douglas and Archie Barber
were directed to continue the scheduled hearings in his absence.
BOE-86-025RjParcel No. 961-200-501: Ruth A Kirkpatrick was present at the hearing.
T~is home purchased in 1978 for $41,000. was out in the open country side with a
Vlew of the valley and the Courthouse to the east. There was then a marshy an~a
which was under water in the winter months. A developer came into the area and
built four tract homes. The Assessor reported that the Eldridge Construction Co
built .e Tract homes val ued in the $45 to 50,000 range. Theftis not comparable
evidence in this neighborhood to substantiate a depreciation in valuation due to the
tract homes. The Board will consider this appeal on this basis of their inspection.
BOE-86-027-LOj Parcel No. 990-400-239: Michael E. Mortenson and wife were present
at the hearing. The petition was based on the purchase price (1980) of $23,000;
lack of any view due to natural tree growth between this lot and the sound; the
proximity of this lot to the Port Ludlow sewage treatment plant. The Assessor
submitted three comparables of lots in this Area 2 of Port Ludlow but aknowledged
that a Board inspection might bring an adjustment due to the latter two points presented
by the petitioner.
BOE-86-028-Rj Parcel No. 957-306-708: Cecil Brown signified in writing an inability
to attend the hearing. The petition pointed out that the assessors valuation'
valuation sheet indicated a full basement where as there is only a half basement
in the house, and, further, that the electrical system in the house is very old.
The Assessor stated that the figures presented by the petitioner were taken from
the Assessor's assessment records except for the $1800 deduction for deficiencies.
The Board should confirm the size of the basement during this inspection.
BOE-86-026-LOj Parcel No. 701-194-004: Paul Wesseler was not present at the hearing.
The property was purchased in June 1967, but conditions of purchase are not known
to the Board. The property is on the east slope above Quilcene Bay and is valued
at $4,844jacre. The Assessor reported three comparables with values between $5,400
and $7,400jacre. These comparables are not in the immediate are of the subject
property; rather they are in the Brinnon area with south and east views. The
Assessor indicated that the value of this property should not be lowered below $
$11-12,000 ($3130 to $4,000jacre)
Boe-86-029-R/Parcel NO. 961-200-509: Henry $ Nancy Lohse were present at the hearing.
This property was purchased in june, 1982, without prior knowledge of values in the
Port Townsend area and when the home was located alone in a pastaral area. The
installation of tract homes by the Eldridge Construction Company has obscured the
view and depreciated the value of the subject property. THe Assessor reported that
the 1983 valuation $83,500 was increased to $100,000 in 1986; that the setting of
true and fair valuation in this area is difficult because of lack of current sales
evidence. THe Assessor will review sales revield by the petitioners and will provide
subsequent data to the Board.
BOE-86-036-R/Parcel No. 999-100-011~ Petitioner D.F. Osborne and wife were present
at the hearing and stipulated that there are 2,380 sq. ft . in the main building
and 800 sq. ft. in a carport of which there is only 1,840 sq. ft of living space.
The petitioner presented three comparables but did not stipulate valuation sought.
Assessor stated comparables indicate a valuation of $30 to 35 per sq. foot. THe
current valuation is bases on $33.90 per sq. ft.
Being no further hearing, the Board adjourned until 9:00 A.M. on Friday the 3th
of August.
