DeLeo Chainnan Vice-Chainnan Member Alternate M I NUT E S 15 September 1986 The Board of Equalization came to order at 9:00 A.M. with all Board Members and Clerk present for the purpose of completing final decisions on Appeals. . BOE-86-039-R: The Board inspected this parcel at 2:50P.M. on the 11th of . September and confirmed that the 175 foot frontage on the bluff.over the Stra~~hts of Juan de Fuca is well worth the land valuation and that it is impossible to determine the value of the bunker without seeing the interior. The Board moved to sustain the land valuation of $51,975 and to reduce the improvements valuation to $1,500 for a tota.l va.luation of $53,475. . BOE-86-040-LO: The Board inspected this parcel and three other parcels adjacent to it in Cape George Village on the afternoon of the 25th of August in order to become familiar with the Assessor's recommendation to adjust the valuation of the four lots in the interest of an equalization of valuation. The Board moved to reduce the valuation on the land for this parcel to $21,000. BOE-86-077-R: of this parcel and to sustain of $65,430. BOE-86-078-R: (Parcel No. 939-900-008) The Board moved to adjust the valuation of this oarcel owned by Sea-First Bank to reduce the la.nd valuation to $25,000 and to sutain the building improvements valuation at $55,660 for a total valuation of $80,660. (Parcel No. owned by Mr. the building 939-900-007) The Board moved to adjust J. R. Kint to reduce the land valuation improvements valuation at $62,930 for a the valuation to $25,000 total valuation BOE-86-079-R: of this parcel and to sustain of $34,865. (Parcel No. 939-900-010) The Board moved to adjust the valuation owned by Virginia Jennings to reduce the land valuation to $21,000 the building improvements valuation at $13,865 for a total ~aluation BOE-86-041-LO: The Board inspected this parcel at 1:45 P.M. on the 8th of September and confirmed that there were at least one building site in each block within this parcel; although it might require a survey to determine tne exact location of boundaries of the western most block with reference to a deep ravine. The Board moved to sustain tne valuation of land at $20,000. BOE-86-042-C: The Board inspected this Bed & Breakfast Inn parcel on the morning of 11 September. Based on the recommendation of the Assessor and the State Auditor that there had been a finding of $40,000 in personal property which should be added to the personal property roll s on this parcel, the Board moved to sustain the land valuation at $32,500 and to reduce the building improvements ~aluation from $166,750 to $137,500 for a total valuation of $170,000. . , BOE-86-043-LO: The Board inspected this parcel at 10:25 A.M. on the 8th of September and confirmed that tis block of lots conformed to the criteria set in making a major revaluation of a major portion of this platted addition in 1985. The Board moved to sustain the valuation of this parcel at $20,000. BOE-86-044-LO: The Board moved to sustain the valuation of this parcel at $27,000 as set by BOE revaluation of 1985. BOE-86-045-R: The Board inspected this parcel at 2:10 P.M. on the 11th of September and again reviewed the graphic presentation of comparables #4, #5, and #6 by the Assessor. The Board moved to sustain the current valuations of land at $65,000 and building improvements at $27,875 for a total valuation of $92,785. BOE-86-046-R: The Board inspected this parcel at 1:45 P.M. on the 2nd of September and confirmed both the configuration of the water front and tidelands as well as the size and condition of the beach house and main buildings. After considering the valuation of other water front in the area and assessing the depreciation of buildings values in the previous (1983) petion on this parcel, the Board moved to sustain the current valuation of land at $92,500 and the building improvements at $80,380 for a total valuation of $172,880. BOE-86-047-R: The Board inspected this parcel at 11:15 A.M. on the 2nd of September and confirmed the passage of the Duckabush road across the five acre tracts and the configuration and condition of the building improvements. The Board moved to sustain the valuation of the building improvements at $24,795 and to deffer any judgement on the valuation of the land C14,500} until the County and DE'!veloper resolve the questions associated with the approval of the short plat for this parcel. BOE-86-048-R: The Board inspected this parcel at 11:45 A.M. on the 2nd of Beptember and took note of several (4) small camp site improvements with trailers roofed over and a two~story chalet structure to supplement the basic trailer with attached building. The Board moved to sustain the land valuation at $25,040 and the building improvements valuation at $17,120 (as adjusted by the Assessor in spring of 1986) for a total valuation fo $42,140. BOE-86-049-R: The Board inspected the parcel at 3:25 P.M. on the 4th of September and found the building (A-Frame) to be of very light and unique structure requiring minimal materials. The Board moved to sustain the land valuation at $47,000 and adjusted the build'ing improvement valuation to $5,500 for a total valuation of $52,500. BOE 86-05B-R: The Board inspected this parcel at 10:45 A.M. on the 2nd of September and confirmed that the structure was a house mounted on pilars and posts finished with wood siding and concurred it should be valuated as a low grade house. The Board moved to sustain the current valuation of $5,000 for land and $34,245 for building improvements for a total valuation of $39,245. BOE-86-051-R: The Board inspected this parcel at 1:25 P.M. on the 20th of August and moved to concurr with the Assessor valuation of $21,000 for land and utilities and $13,240 for the mobile home and additions for a total valuation of $34,240. BOE-86-052-R: The Board inspected this parcel at 9:45 A.M. on the 8th of September and confirmed that this parcel should conform with equalization adjustments made in 1985 in this area. The Board moved to sustain the land valuation at $10,000 and to adjust the building improvements to $55,000 for a total valuation of $65,000. BOE-86-053-R: The Board inspected this parcel at 10:00 A.M. on the 8th of September and confirmed the recommendation of the Assessor that the land valuation should be sustained at $10,000 and that the building valuations should be reduced to $44,000 for a total valuation of $54,000. The Board moved to make the adjustment. BOE-86-054-R: The Board ins~ected this parcel at 1:01 P.M. with the owner and his real estate agent and confirmed that the size of the b~ilding improvements and the calibre of construction exceeded the norm for this residential area. The Board reviewed the valuation of lots in the area and considered the three contiguous lots of this parcel on trois basis with a 10% reduction due to the excess size of the parcel. Taking into consideration the average values per square foot in other structures in the area and the square footage in the building improvements of the parcel, the Board could find no plausible rationale for adjustment in valuation. The Board moved to adjust the land valuation to $203,500 and to sustain the current building valuation at $340,920 for a total valuation of $544,420. _ -J.'" _ ~ -. Minutes - 15 September 1986 BOE-86-038-LO: As is noted in the minutes of the Hearing of 11 August on this petition, the Seattle 1st Bank had based their appeal on the valuations presented by the Assessor. The Assessor acknowledged that these valuations had not reflected a revaluation of Seaview Estates made by the Board of Equalization in 1985. The Board moved to reafirm adjustments in valuation of nine parcels made in 1985.
